Q&A’s 2
36C24722R0105 VISN 7 Home Medical Equipment Services
CONTRACTOR QUESTION
GOVERNMENT ANSWER
1. Page 11 and 12 Section D part 2 and 6 states deliveries made within 4 hours and emergency same day deliver, but you have no line item for these charges. Request a line-item fee for emergency and special delivers plus the zone.
Line Item Added (0010). Offeror should provide a flat rate to be added to the zone rate.
2. I see that there are currently 3 zones, but nothing in the pricing for an Out of Catchment Zone. Will there be a Zone 4 that covers Out of Catchment Area?
Out of Catchment – Zone price plus mileage. Line item added
3. On the cost schedule, it lists the total estimate for delivery for each location, but does not break it down per zone?
I don't see where there is emergency delivery fee to be factored in.
Is there a technical Labor rate per hour?
Two-person delivery fee for Bari beds as Per Jahco requirements?
Out of Zone rate?
STAT/Emergency line item added.
Estimates are the total for each facility not zone; amounts fluctuate monthly and yearly to give an individual break down.
Pricing should reflect the cost of any possible equipment to be delivered.
Out of zone rate added (line item)
4. To determine volume of locations on page 11 it talks about the equipment that vendors are expected to deliver; however, bathroom equipment is a number one concern of the Joint Commission and Fall Risk, so there is an education piece to this equipment and to assist putting it together.
Bathroom Safety Equipment should be included as it was in the last contract
5. With inflation and GAS prices the way they are, is the Government really saying that $12,000,000.00 for the five years is the Maximum that it will allow?
Amended: Max increased from $12M to $15M
6. A Precedent has been set in previous contracts that the VA/Government reimburse the contractor for the rental of the facility. Is this true?
Negative. This is not true. The Contractor’s cost for rental of a storage/inventory facility is the sole responsibility of the contractor and should be considered in their response.
7. Wheelchair comfort fittings/adjustments require the patient to be in the wheelchair” Does this mean minor adjustment?
This means minor adjustments.
8. Is there a clause/statement in the contract that states that “All Purchase Orders (PO) Pertaining to This Contract Will Only Be Issued to the Contractor that’s Awarded the Contract”? I Can Not Find It.
This statement SHOULD NOT be included in the solicitation or the contract.
I was unable to find the minimum square footage of storage space that is required for each location.
Awardee will need enough storage space to fulfill the terms of the contract.
Should the bidder interpret this paragraph as only 1 delivery to VA per week?
B. DELIVERY, SET-UP, AND PATIENT EDUCATION
4. Contractor will contact patient to arrange for delivery of equipment. Service shall consist of either taking the item from the Contractor’s storage facility and delivering it to the beneficiary or picking up the item at the VAMC or CBOC with subsequent delivery to the beneficiary’s home. Delivery/pickup will be accomplished within two (2) workdays of the PO (except for emergency situations when time of delivery shall not exceed 4 hours). The contractor may need to pick up items from the VA to be delivered to veterans residence. There will be no additional charge for picking up items from the VA. Delivered items may include stock items or patient specific HME items that may require assembly. The contractor will make one delivery per week from the warehouse to the VA or CBOC at no charge to the VA (delivery day to be determined by the COR or designee and may fluctuate).
This should NOT be interpreted as 1 delivery to VA per week. Awardee should be prepared to deliver to and pick up from VA as many times as it takes to fulfill the Contract
The bidders will need to know estimates on trips to the VA. This is especially important for the Augusta VA as it has a mobility repair shop that may require a substantial amount of trips to the VA hospital.
There is no historical basis or reporting system to determine the number of trips to the VA. However, the awardee must be able to fulfill the terms of the contract.
