NOTE: The information requested above is required for the Government to evaluate quotes for the Past Performance evaluation factor. General statements claiming relevant past performance history providing Hoptel Services that do not include specific references to prior contract work, or that do not include the information required above, may result in a government determination that the offeror has failed to submit relevant past performance history.

In addition, offerors should ensure that their submissions include a point of contact who can speak on behalf of the company, the company name, address, telephone number(s), email address and contract dates. As noted in paragraph (h) below (for the FAR 52.212-1 addendum), a past performance evaluation form is attached for offerors to send to their references.

e. Per FAR 52.204-7, included in this solicitation by reference, an Offeror is required to be registered in SAM when submitting its offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

g. Questions pertaining to this solicitation shall be emailed to Aunjelaca.pouge@va.gov by 28 December 2021. Questions will be answered via an amendment to this solicitation on or about 4 January 2022. No telephone inquiries will be considered.

Addendum to FAR 52.212-2, Evaluation, Commercial Products and Commercial Services The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a competitive solicitation that will be evaluated and awarded using the comparative evaluation procedures in accordance with FAR 13.106-2(b)(3). The contract will be awarded to the responsible offeror whose offer best meets the government’s needs. Evaluation may result in an award to other than the lowest priced offeror.

Offerors submitted in response to this solicitation will be evaluated for acceptability against requirements identified in this RFQ. Once one offeror is found to meet the government’s needs, it will be compared side by side to the remaining offerors in a uniform and fair manner, with the “best” one being chosen. The Contracting Officer has the discretion to accept an offeror other than the lowest price that provides additional benefit to the government which the Contracting Officer can document and describe.

The government will evaluate information based on the following evaluation criteria: Factor A- Past Performance, Factor B- Technical Capability and Factor C- Price;

Factor 1 - Past Performance Past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. It considers each offeror demonstrated recent and relevant record of performance in providing services that met the contract requirements:

There are two aspects to the past performance evaluation:

(a) Relevancy of contractual work performed and;

(b) How well the contractual work was performed Relevant is defined as contracts recently performed that include similar services that are similar in complexity, dollar value and contract type. The more recent the offeror’s performance in providing similar services – as defined above, the more consideration that will be given by the government in evaluating the ‘relevance’ of the offeror’s past performance history. The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts.

The Government may contact references, other than those identified by the offeror, and use the information received to evaluate the offeror’s past performance. The information evaluated may include data on efforts performed by other divisions, critical subcontractors, or teaming partners, if such resources will be brought to bear or significantly influence the performance of the proposed effort. Special emphasis will be placed on performance related to areas covered in the PWS for this solicitation. The government will also use information obtained from government data bases such as CPARS, PPIRS, and any other data base as necessary.

In the case of an offeror without a record of relevant performance history or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on performance history.

Factor B- Technical Capability: The vendor’s quote shall be evaluated to determine if offer has the capabilities to provide Hoptel ancillary services as detailed in the Performance Work Statement (PWS). To be considered technically acceptable for award each vendor must provide with their submitted quote/offer:

i. Documentation of the 10-mile radius of Dorn VA; MapQuest, Bing, or other forms of maps for verification is acceptable.

ii. An overview of Hotel amenities and services

iii. POC to complete a walk-through during evaluation

Factor C- Price This factor shall be used to assess the reasonableness of the Offeror’s proposed price.

“Evaluations of Options"

For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
