RESPONSES TO RFI(S)

PROJECT 534-21-101 CORRECT ELECTRICAL DEFICIENCIES PHASE III

1. Will an additional generator be added as part of this expansion?

This project is intended to add at least one generator. With the additional of a 4th generator (of the same load capacity of the existing 3), any existing switchgear/paralleling gear that will require reconfiguration for the increased generator capacity will need to be assessed and designed around. This will need to consider continuity of operations to the longest extent possible (limit downtime).

2. Will additional capacity need to be added in the emergency power switchboards/paralleling gear, will any automatic transfer switches need to be added.

The 4th generator (new) will add to the capacity of the 3 existing ones for complete building back up. Any existing switchgear/paralleling gear that will require reconfiguration for the increased generator capacity will need to be assessed and designed around. This will need to consider continuity of operations to the longest extent possible (limit downtime).

The structure will need to be prepared to house two more generators that would eventually house and replace the generator C system (with N+1 redundancy). There will need to be space for paralleling and switchgear for this system.

3. What additional equipment will need to be added?

This a question to be answered in design based on the needs and requirement in the scope.

What equipment will be needed to increase the capacity as described in the scope? AE to determine based on the needs and provide proposal accordingly.

4. Could additional information be provided in what needs to be modified on the fuel oil system? Will this include any modifications to the storage tanks, a new day tank for a new generator, and any new fuel oil controls to the existing generators.

Fuel system modification would be to provide a non-electrical means to supply the generators with fuel. Gravity fed would be best, but may not be feasible. For the fuel system, if gravity fed is the solution the structure would need to be designed for that. If gravity fed is no feasible then other solution shall be designed.

5. Page 4: Please provide clarification on what is expected for the following requirement: “Complete and submit a summary disclosure for each discipline, principal, project manager, and other support personnel, for up to 10 employees covering disciplines offered, that will handle work for the solicited task order.” We assume this is a brief overall description of the personnel. If this is something more formal please clarify as we want to ensure we provide the government with exactly what is needed to analyze our company’s abilities. The information provided should be a summary of each employee in accordance with the SF330 Form instructions.

6. Could an expanded project scope be provided? For example, what deficiencies are being corrected? This would help our team provide details that are specific to the problems the campus is experiencing. Also, it would help ensure we put the best qualified teammates in place for evaluation. An expanded scope will be provided to the most highly qualified firm based on initial qualifications. The scope of work has been posted as an amendment to the solicitation on beta.sam

7. Was the generator “H” building originally designed for future vertical expansion?

Yes, building H was originally designed for future vertical expansion. However; based on the comprehensive seismic evaluation of building H, the structure doesn’t meet the current VA codes for critical structure. The existing building H is a precast concrete building. AE shall design to correct the existing precast building to meet VA Seismic Design Requirement (H-18-08 or the latest version) for a critical facility. The existing building and the new additional floor shall be corrected, retrofitted, and designed as critical facility as stated in VA Seismic Design Requirement. It’s highly recommended that the AE review and use as reference both the attached Attachment H for Seismic Study and the Seismic Deficiencies As-Built Drawing.

As stated in the scope, AE design shall include considerations to allow for future vertical expansion.

8. We noticed on page 5 Section 2. Specialized Experience and Technical Competence part b). Submission requirements paragraph 2 verbiage is included, ‘…may include verbiage, graphics and photos.’ However, on page 10 Section H. SF330 Submittal Package Page Instructions: part 5a. ‘Absolutely no photographs shall be submitted.’

Are photographs and/or graphics allowed in our submission? Yes, graphics and photos are permitted.

9. In an effort to reflect our teams extensive experience with these types of projects; is it acceptable to provide more than three example project pages? Yes, but please do not provide more than five (5).
