1) Is this a new or existing requirement? This is an existing requirement.
a. Can you please provide the name of the incumbent, and the contract number? EAP Consultants, LLC. VA247-16-F-2936
b. Have the EAP requirements changed from the previous contract? If so, can you please annotate any changes? No
c. Will you provide program use/utilization for the current contract? Yes
2) Will you please provide the number of employees that will be covered under this benefit? We need this figure to provide an accurate price. Approx. 2700 Employees
3) The solicitation states that “The government will evaluate information based on the following evaluation criteria: PRICE ALONE.” It is our experience that this may not be advantageous to the employee population receiving this benefit. We request this solicitation evaluation include the technical aspect of the submission, and the award be based on LPTA (lowest price technically acceptable). Additionally, would you consider adding a past performance element to the solicitation evaluation criteria? Once determined the lowest offer has not exclusions in SAM and registered in VIP as an SDVOSB the evaluation will be based on Price Alone per FAR Part 13.
4) The statement of work lists “unlimited…critical incidents”. Can you provide the number of critical incidents that required on-site services within the last 24 months? Due to the HIPAA rules and regulations these statistics are not available. We can contest to a rise in the need for these services since the onset of the COVID pandemic and now what is taking place in Afghanistan. The incumbent has not conveyed they are overwhelmed or going beyond the agreed upon pricing of the current contract.
5) Regarding training and orientation: If due to COVID, or other unforeseen restrictions with on-site training, can the 5 hours of on-site employee orientation/supervisory training be provided via live web-based training or webinar? Yes
