VENDOR QUESTIONS AND ANSWERS

1.We will be providing transportation to work and other services, if we are 15 miles from the

VA is this OK?

Veteran’s need to have access to public transportation as their schedules do not always work with the times that facilities may be able to provide transport. If the facility is not on a public bus route then they would need to come up with another option for alternative schedules (ie: Uber/Lyft, loaner bikes/mopeds, etc)

2.We are considering splitting the requirement into 2 or 3 properties because a facility to house 15 men in the city is going to put it right back into an institution, we want something more private. What if we offered three different locations that would house

6 men/women each- would this work?

That is fine as long as all the facilities pass the VA inspection process.

3.If we did offer three different houses could one be non-ADA?

Yes, as long as the facility can provide ADA access for the contract, that will meet the requirements.

4. The is interested in providing the housing and we will be providing all other services as outlined in the statement of work (mental health counselling, transportation, job search, etc.) will be allowed to do this?

If is fully disclosed on all aspects of the contract and agree to take on homeless veterans who may have substance abuse, mental health issues then yes.

5. On the quality assurance surveillance plan it says on p.4 "..it will be paid the monthly amount agreed on in the contract. If the contractor exceeds the service or performance level, it is eligible to receive an incentive or award fee as stated in the contract."

The VA prefers to go with a Firm Fixed Price Contract and remove incentive language from the QASP. The Solicitation has been amended to remove such language.

VA provides Mental Health counseling and we would not expect for that to change, especially with this NOT being a remote location from the Charleston VAMC. VVC is a wonderful tool for those Veterans who are not able to get to the VAMC for their care. However, Veterans in our program are required to be independent in all their

ADLS and therefore should be able to get out to doctor’s appts as needed.

6. I would like to include 2 items that would be eligible for performance based monetary awards; the amount of veterans we can get to participate in mental health counselling via live feed and the number of veterans we can provide a more permanent housing situation for. I think these two issues are really the meat and potatoes of this contract.

What do you have in mind as far as the "incentive or award fee"?

VA provides Mental Health counseling and we would not expect for that to change, especially with this NOT being a remote location from the Charleston VAMC. VVC is a wonderful tool for those Veterans who are not able to get to the VAMC for their care. However, Veterans in our program are required to be independent in all their

Moving our homeless Veterans to permanent housing situations is the idea being VA

Transitional housing so there would be no additional incentive as that is the main objective for the contract in the first place.
