LICENSE PLATE RECOGNITION SYSTEM - COLUMBIA, SC

Vendor Inquiry:

1. Is it the VA’s intention to tie into the existing South Carolina Law Enforcement LPR server to share data and alerts with the rest of the state, or is the VA keeping the data strictly for the VA server?

GOVT: Yes, we are planning on tying it into the NCIC System so that this can be integrated during the building phase so that is completed altogether.

1. There is an existing statewide server housed at SLED in Columbia that the VA has access to use and is a CJIS compliant server that all LEO agencies use, is the VA willing to be part of the statewide network.

GOVT: Yes.

1. Your solicitation requires contractor to be certified for CCTV cameras and other equipment. Since the LPR cameras are separate from the CCTV system, is the VA willing to consider vendors that do not have those camera certifications?

GOVT: No, as this system will be integrated with existing fiber with current infrastructure.

1. The solicitation is asking for vendors that have worked within the VA network within the past 5 years. Is experience with other Federal agencies acceptable?

GOVT: No, as the Medical Center is very complicated in Law Enforcement aspect compared to other Federal Agencies.

1. The SOW states; Contractor will install nine (9) license plate capturing cameras from the manufacturer ELSAG or approved equal, spread6. out at 3 entry locations to the Dorn VA campus.

The CLIN sheet show's 1 network recording device. It sounds like you are requesting that 9 license plate cameras need to be installed to an existing system but the CLIN sheet reflects differently. Please advise.

GOVT: We currently do not have an existing system. However, when talking about existing system, its meaning being integrated into NCIC.

1. Is there a site visit scheduled for this? There are 3 locations and we would need to get an idea of where and how to run the raceway and cable for the 9 cameras. We would also need to know who the incumbent contractor is due to requiring the requirements in the scope of work.

GOVT: A site visit is not scheduled, due to COVID-19-related health concerns at the Medical Center. This is a new system, and there is not an Incumbent.

1. The contractor shall coordinate with the company currently holding the maintenance contract on the existing electronic security systems to ensure the stability and integrity of the existing systems. Any additional cost incurred to the contractor for services rendered by the existing maintenance contract holder must be absorbed by the contractor and will not be invoiced to the government.

GOVT: Although the LPR System is a new requirement, we have an existing security system, the LPR must integrate with.
