Questions and Answers:

1. How many coolers/what size coolers will be needed to transport specimens?

A. 1 cooler – size should be a minimum of 22” W x 13” D x 16” H or 2.5cuft.

2. How many Ice pack are needed?

A: Enough to cover the bottom of the cooler.

3. Does the contractor need to provide dry ice?

A: No

4. Is there any cost to the contractor to receive PIV Cards for the couriers?

A: No

5. Can you clarify the weekday pick-up schedule? The solicitation states pick-up every 2 hours and every hour.

A: The current courier picks up every hour although there is an extended period around noon as they take lunch. Does the 2-hour refer to delivery? The SOW requires delivery within 2-hours of pickup. This was put in to require delivery of samples that they had already picked up if for example, they had car trouble.

6. What “other items” are expected for pick-up besides specimens and prescriptions?

A: The SOW specifies what items are expected to be picked up.

7. Will these be large/heavy Items, please clarify?

A: Estimated less than 50lbs.

8. What “controlled pharmacy substances” are being transported?

A: Unknown – Melissa?

9. Is there special licensing required to transport these substances?

A: There is specific training available for persons who transport biological substances. There is initial training and then refresher every 2-years. The drivers should have this training. See the

SOW.

10. Are green card holders eligible to work on this contract, or are only American citizens eligible?

A: As long as employers abide by Immigration laws, vet their employees via the e-verify, verification process and all other employment requirements are met, use of non-us citizens in the performance of government contracts is allowed.

11. Is there a current contract for this service?

A. Yes, VA247-17-C-0073, the HOP Transportation, LLC

12. What was the previous award amount?

A. Total estimated contract value is $426,190.88, with a base and 4 one-year option periods.

13. Are you satisfied with the current contractor’s performance?

A. Contractor performance information will not be disclosed.

14. What is the response time for emergencies, or maintenance issues? (If there was a family emergency, how long do we have to replace the driver, or if there was a maintenance issue with one of the vehicles, how long do we have to replace the vehicle, and get back on schedule?)

A. The courier has 2 hours to deliver once they pick-up. How they do that is up to them.

15. Will there be a centralized pick-up and drop off point?

A. Refer to the SOW which specifies daily check in/check out points and the list of scheduled pick-up locations.

16.Is there a centralized location for the driver when they are not transporting?
A.No, the vendor is transporting throughout the day between both divisions except during lunch.
17.How many drivers/vehicles are currently used to service the current contract?
A.It’s at the contractor’s discretion.
18.What are the vehicle sizes required?
A.Contractor vehicle must comply with standards referenced in the Scope of Work.
19.Can you please confirm if there will be any STAT runs required for this contract?
A.There is no need for “STAT” deliveries outside of the scheduled deliveries after hours.

20. Can you provide the Occupation title and rate required on this contract?

A.Descriptions for the occupations for this requirement and determine the appropriate wage determinations are the responsibility of the contractor, and offeror are encouraged to coordinate with Department of Labor in order to determine the appropriate job classifications for this requirement. The Agency assumes no responsibility or liability for a contractor's determination of the appropriate classification.
21.SBA Final Rule regarding FAR Clause 52.219-14 Limitations on Subcontracting, dated June 30, 2016, reclassifies Independent Contractor drivers as Subcontractors — 13 CFR 125.6 “Work performed by an independent contractor shall be considered a subcontract.” Is this FAR clause incorporated in the RFQ?
A.This solicitation contains the VAAR clauses: VAAR 852.219-10 & VAAR 852.219-74.
