The purpose of the amendment 0002 is to answer solicitation questions submitted by April 25, 2019 at 3:00 pm EST and to provide the attachments embedded in the PWS section of the solicitation.

Please see continuation pages begining on page 2.

Tanjia Harris Contracting Officer

INTERNAL MEDICINE / FAMILY PRACTICE PHYSICIAN SERVICES

1. The PWS has the following statement:

“The awardee will be responsible for submitting certified proof of employment for any submitted candidate to validate the candidate is employed by the awardee. This requirement is due 60 days after the date of award and 30 days after the date each substitute candidate is submitted. Failure to provide this information within the specified timeline may result in termination for non-compliance with the 50 percent labor cost requirement stated in VAAR Clause 852.219-10.”

What kind of proof of employment is needed? Please provide examples. This is coming up because most of these companies treat Physicians as 1099 contractors versus employees. Thank you.

VA RESPONSE: Normally the contractor sends the resume and if the ACOS thinks it’s a good fit then the service sends a credentialing form to credentialing department along with that resume. Debbie then have those contractors complete and application and enter previous employment and references in VetPro and she confirms the employments.

2. I was tracking the effort for 4.0 full-time equivalent (FTE) Board Eligible/Board Certified Internal Medicine or Family Practice Physician coverage for Central Alabama Veterans Health Care System (CAVHCS), Montgomery, AL; Tuskegee, AL; Dothan, AL; Fort Rucker, AL; Columbus, GA or; Monroeville, AL. I see the Solicitation was released today, April 18, 2019 and I was hoping you might be able to inform me if this is a new effort or if there was a previous contractor that performed similar requirements in the past? If the latter, would you be able to inform me of the

Contractor Name Contract #

VA RESPONSE: This is a new requirement. There is no incumbent.

3. The solicitation documentation indicates that the government reserves the right to make multiple awards. Can the contracting team provide any insights related to whether or not the government intends to make multiple awards under this solicitation?

VA RESPONSE: This will depend on if needs are met for original solicitation of 4 providers.

4. Can the contracting team please provide additional information related to what locations our providers will be working at?

VA RESPONSE: There may be a time for cross coverage but we plan on assigning one provider per location for continuum of care.

5. Can the contracting team please comment on whether or not providers will rotate between locations? If the answer is yes, will it be on a weekly, monthly, or even potentially a daily basis?

VA RESPONSE: Would like to have stability at one location. However, can’t rule that out.

6. Can the contracting team please detail the addresses of each location that will be covered?

VA RESPONE:

8105 Veterans Way, Montgomery Al 36117, 2400 Hospital Road Tuskegee, Al 36083; 301 Andrews Avenue, FT Rucker, AL 36362; 159 Whetstone Street, Monroeville, AL 36460; 1310 Columbus Avenue, Columbus GA 31901 and; 215 Perry Hill Road, Montgomery, Al 36106

7. We'd like to better understand what backup support will be available at each location. Can the contracting team please specify?

VA RESPONSE: Chief Medical Officers and Associate Chief of Ambulatory Care are available for any Administrative issues related to patient care. There are multiple providers available except for the Monroeville location.

8. Will there be call coverage required?

VA RESPONSE: No call coverage unless it was indicated in the solicitation.

9. Is this a new contract?

VA RESPONSE: Yes.

10. Are there incumbents?

VA RESPONSE: There is no incumbent.

11. The SOW indicates 4 Internal/Family Medicine Physicians will be required to fulfill the contract requirements at various VA facilities within the Central AL region (including VA Columbus, GA). Please explain if these Physicians would be traveling between locations and if so, how often that may occur?

VA RESPONSE: There may be a time for cross coverage but we plan on assigning one provider per location for continuum of care.

12. Also, the pricing sheet indicates only 2,000 hours per Physician which is less than full time. (Short by 80 hours each.) Please confirm.

VA RESPONSE: This was the guidance was given from Fiscal.

13. The 4 attachments referenced on page 43 in Adobe .pdf are not active links. The solicitation has been "protected" and we cannot access. Are you able to amend the solicitation and include those as separate attachments in FBO? (page 43 referenced attachments are attached to this email).

VA RESPONSE: The solicitation will be amended to answer all questions and will also include PDF attachments from page 43 and are also now attached.

14. The additional instructions to Offeror do not indicate if we must mail in hard copy proposal or if you will accept proposal(s) via e-mail by deadline. Please clarify.

VA RESPONSE: Proposals can be emailed to the Contracting Officer, Tanjia.Harris3@va.gov or mailed to Department of Veteran Affairs, Tanjia Harris, 2008 Weems Road, LaVista Business Park, Bldg. A, Tucker, GA 30084.

15. Due to Locums would you consider changing the NAICS code to 561320?

VA RESPONSE: Not changing the NAICS code.

16. page 32 of the Solicitation under Section 12.1.5. To accommodate this requirement:

The contractor shall maintain an “Errors and Omissions” liability insurance policy which insures against a negligent act, error or omission and the oral or written publication of material that violates a person’s rights of privacy. The Contractor shall also maintain a Commercial General Liability Policy. Evidence of coverage shall be provided to the VAIHCS credentialing department upon request.

The W & O is part of our COI policy, but does not specifically state E & O on the actual COI. What would you require from us to prove or show that the E & O is included in our malpractice policy? For example, should we include a statement on our actual COI page that states E & O is in our policy or do we need to send you that portion of our malpractice policy with verbiage outlining the E & O coverage?

VA RESPONSE: Please provide the portion of your policy with verbiage outlining the E&O coverage.

17. Period of performance? Solicitation states 12 mos from CO signature. Do you have an expected start date or POP dates for recruiting efforts?

VA RESPONSE: We want to start as soon as possible.

18. Procedures required?

VA RESPONSE: What do you mean by this phrase?

19. Location? Solicitation lists 6 locations. 5 in AL and one in GA. Are providers rotating? Back up only at certain locations?

VA RESPONSE: 8105 Veterans Way, Montgomery Al 36117; 2400 Hospital Road Tuskegee, Al 36083; 301 Andrews Avenue, FT Rucker, AL 36362,; 159 Whetstone Street, Monroeville, AL 36460; 1310 Columbus Avenue, Columbus GA 31901 and; 215 Perry Hill Road, Montgomery, Al 36106.

20. Back up support?

VA RESPONSE: Chief Medical Officers and Associate Chief of Ambulatory Care are available for any Administrative issues related to patient care. There are multiple providers available except for the Monroeville location.

21. How many physicians on at a time?

VA RESPONSE: Four (4).

22. Regarding procedures, please advise if anything outside of the norm for typical outpatient work will be required.

VA RESPONSE: Regarding procedures, please refer to the PWS within the solicitation for what is required.

23. Regarding locations, can you please advise if providers will be assigned to one location for the duration of the contract or expected to change locations regularly?

VA RESPONSE: Regarding locations, there may be a time for cross-coverage but we plan on assigning one provider per location for continuum of care.

24. Is the below released again for the second time? Was a change in the PWS?

VA RESPONSE: This is not a re-release.

25. Page 72 reads:

J. Qualification documents for all key personnel:

a. COPY OF CURRICULUM VITAE (CV)

b. COPIES OF ADVANCED CARDIAC LIFE SUPPORT/BASIC LIFE SUPPORT (ACLS/BLS) CERTIFICATIONS

c. BOARD CERTIFICATION (or documentation demonstrating board eligibility)

d. HEALTH SAFETY ITEMS – PROVIDE PROOF OF HEALTH RECORD as required by solicitation.

e. DRUG ENFORCEMENT AGENCY (DEA) Card if required by solicitation.

f. NATIONAL PROVIDER ID (NPI).

Question: Can you confirm the VA requires vendors to submit “PROOF OF HEALTH RECORD” at time of proposal submission?

VA RESPONSE: Provide the Proof of Health Record if the PWS states to do so.

26. The RFQ references ACLS as a requirement. ACLS is usually not applicable within the primary care specialty.

Question: Can you confirm ACLS is required?

VA RESPONSE: This answer is verified by the service line that ACLS is not required.

27. Can the government clarify the work location expectations for the physicians? i.e. Would a physician be assigned to a permanent location or are they expected to work at any of the locations at any given time?

VA RESPONSE: 8105 Veterans Way, Montgomery Al 36117, 2400 Hospital Road Tuskegee, Al 36083, 301 Andrews Avenue, FT Rucker, AL 36362, 159 Whetstone Street, Monroeville, AL 36460, 1310 Columbus Avenue, Columbus GA 31901, 215 Perry Hill Road, Montgomery, Al 36106. There may be a time for cross coverage but we plan on assigning one provider per location for continuum of care.

28. The RFP makes mention of a QASP but none was attached.

VA RESPONSE: The QASP elements are within the PWS portion of the solicitation.

29. 3. Section C.10: What is the minimum professional liability insurance acceptable to the government?

VA RESPONSE: See PWS for insurance requirements.

30. In the event that physicians are required to travel to different locations, that may be hundreds of miles apart (Columbus to Monroeville, AL), would the government reimburse for travel?

VA RESPONSE: We plan on assigning one provider per location for continuum of care.

31. Does the past performance have to come from the prime contractor?

VA RESPONSE: No. The past performance information can come from any similar contract history.

32. I think ACLS was included in the PWS/SOW in error. It is not common for a primary care provider to need ACLS. Would you be willing to check with the service line if they indeed require ACLS? It will limit that candidate pool as some primary care providers are not willing to obtain ACLS.

VA RESPONSE: Verified, not needed. You can remove. Only need BLS.

33. Would the government possibly consider extending the deadline for the subject proposal?

VA RESPONSE: We will not be extending the deadline for the subject proposal.

34. Question about Addendum to 52.212-1 – Instructions to Offerors – Commercial Items

The RFP proposal instruction section calls for offerors to submit key personnel information with the proposal. We are assuming key personnel are all 4 FTE Physicians. In the same token, In paragraph 2.2, the RFP states that: Contractor Submits Qualified Candidates to VAMC “on day 3 after award.

VA RESPONSE: Yes. The key personnel are the 4 FTE and the persons that need to be identified on the Contract Administration Data. Contractors shall submit qualified Candidates CVs for consideration of award as part of the Technical Evaluation. Paragraph 2.2 of the RFP PWS refers to the credentialing and when selected candidates information needs to be furnished to the VAMC.

35. Given that physicians are in high demand and the physicians we submit with the proposal may have found gainful employment by 120 days after proposal submission, would the government consider the winning contractor submit the candidates within 3 days of contract award as shown in paragraph 2.2, rather than with the proposal?

VA RESPONSE: The contract is anticipated for award as soon as possible after receipt of the best offer.

36. Is this a new requirement?

VA RESPONSE: Yes.

37. If not, is there an incumbent contractor in place?

VA RESPONSE: N/A

38. If so, who is the incumbent contractor and how may FTEs are being used to meet the VA requirement?

VA RESPONSE: N/A

39. Since there are multiple locations for services, how will the government provide the contractor with scheduling needs?

VA RESPONSE: The locations are: 8105 Veterans Way, Montgomery Al 36117, 2400 Hospital Road Tuskegee, Al 36083, 301 Andrews Avenue, FT Rucker, AL 36362, 159 Whetstone Street, Monroeville, AL 36460, 1310 Columbus Avenue, Columbus GA 31901, 215 Perry Hill Road, Montgomery, Al 36106. How far in advance with notification be provided to the vendor? There may be a time for cross coverage but we plan on assigning one provider per location for continuum of care.

40. What is the estimated award date for this procurement? Understanding the award time frame helps with identifying available providers.

VA RESPONSE: As soon as possible after receipt of best offer.

41. Can vendors provide proof of medical liability insurance for each provider after award? On page 35 its states insurance should be submitted upon award; however, page 71 Evaluations states insurance should be included with the technical capability. Can you please clarify?

VA RESPONSE: Please provide medical liability insurance for each provider after award and for the Company with the Technical Proposal.

42. Can the government please extend the proposal submission date by 1 week after answers to questions have been advertised?

VA RESPONSE: The proposal due date will not be extended. Answers to questions will be advertised one week before the due date.
