SHERYL HARRIS
CONTRACTING OFFICER
Introduced Myself Purpose: Site Visit for Solicitation 36C24719Q0282 Overview: Security System is a standalone system that is not connected to either the hospitals intranet or the internet for security purposes. Main Server is in the Uptown Division (UD) Control Room with a remote connection to the Downtown Division (DD) using isolated fiber connections (2) between the divisions. The system is using Lenel OnGuard Version 7.3.345.0 and Avigilon Control Center Version 5.10.8.2 Enterprise Edition.
The DD has 13 Access Control Panels using a fiber loop to control 73 doors throughout the facility. Door entry control is control by (40) wall mounted card readers or (33) CRL door locks.
The video system has 8 Avigilon HDNVR located in the control room. There are 16 switch panels located in the same rooms as the Access Control Panels controlling 134 cameras (27 H3PTZ-DP20 PTZ Cameras & 107 H3-DO1 fixed mounted cameras).
The UD has 21 Access Control Panels (17 Locations) using a fiber loop to control 98 doors throughout the facility. Door entry control is control by (69) wall mounted card readers or (29) CRL door locks.
The video system also has 8 Avigilon HDNVR located in the control room. There are 28 switch panels located in the same rooms as the Access Control Panels controlling 190 cameras (58 H3PTZ-DP20 PTZ Cameras & 132 H3-DO1 fixed mounted cameras).
A complete equipment list will be added to the announcement along with any questions asked today and/or by email either through the contracting officer or myself.
Contract proposals will be evaluated and scored based on the requirements and qualifications listed in the statement of work.
Conducted a walkthrough of the DD Control Room, pointed out the CRL Lock being used. Showed them Door 3 card reader and pointed out a ceiling mounted camera and a wall mounted camera. Opened all system related cabinets in rooms 1D126 and 1C102. One contractor asked if all the cabinets are the same in each room. After replying yes, all contractors agreed they did not have to be shown all the individual rooms, but they still would like to see the UD control room. We returned to the main lobby where I provided them maps and directions to the meeting point at the UD.
At the UD, they were shown Door 14, System cabinets in GB128, GA145 and 1A183. We then went to the UD Control Room where all equipment was observed. The site visit was terminated and all parties were reminded any future questions or clarifications needed can be sent to the contracting officer Sheryl Harris or myself. Everything asked will be forwarded to the Mrs. Harris to be posted on the announcement page/link.
Questions asked during site visit:
1. Does the VA have any spare parts for the system?
A: There is a small quantity of spare parts, however I do not have an inventory of them. The cost for any spare parts for site storage would need to be included in their proposals.
2. On page 3 of the solicitation the duration of the contract shows a base year plus four extensions, but on page 4 it shows a base plus two extensions, what is the term for the contract.
A: I will request clarification from the Contracting Officer. The contract is for a base year, with four extension years, an amendment will be posted to the announcement.
3. Is there any system equipment not currently working and is it being covered under warranty.
A: There is a couple of cameras and electrical components struck by lightning which is not being repaired under warranty. Since the damage is from an environmental condition and are not covered under warranty, they will be repaired using a separate contract or with the contract discretionary fund. One of the UD computers have bad video cards, there is a bad fiber connection jumper, one control panel uninterrupted power supply batteries need replaced, and there is a bad card reader these items have been ordered and will be replaced under warranty.
4. Does the program use pop up screen notification for door openings and alarms.
A: Yes
5. Does the system have Intrusion Detection Alarm system with it.
A: No, there will be an addition contract(s) to have an IDS system(s) installed and integrated with the current system.
6. Is there an as built diagram for the system?
A: Yes, it is not part of the announcement for security protection reasons, but the winning bidder will be provided a copy of the diagram.
7. The announcement has training requirements listed are these required.
A: the training requirements listed in the announcement must be provided as outlined in the statement of work.
8. Does the system include badge issuance, photography and printing part of the system.
A: No, Human Resources produces and issues the badges, we just import the cards into the system database.
