Responses to RFIs Construct/Renovate Pharmacy - Charleston, SC
1.Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
Response: Yes
2.Who will relocate items listed in the equipment list sent out in the RFP package?
Response: Drawing Sheet QH-100 and QH-101 state who is responsible for certain equipment. Installed by the Contractor is labeled 'GC'. Also, Specification 01 00 00, 1.27, has other requirements for equipment, including Pharmacy grade refrigerators and residential refrigerators.
3.Will a breakdown be required for all alternates?
Response: No
4.The breakdown given out in the solicitation does not have lines to list or include Overhead, profit, Insurances, Bonds. Should GC list those costs under Div 01?
Response: It is common to include all the costs mentioned spread across all items. However, you can list them separate after the total on the breakout sheet.
5.Where will the designated laydown & parking area be for workers accessing the construction site?
Response: Per Civil Drawings, Note 20.
6.Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
Response: Yes
7.During construction in an area where the ceilings or fire suppression system will be disrupted, Will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
Response: Specification 01 35 26 references NFPA 241-2013. Both the drawings (AE-170) and specification (01 35 26) make references to wall types and partitions. ILSMs (Interim Life Safety Measures) are required and may involve fire watch, temporary fire detection devices, sprinkler head adjustments, etc. (provided by the Contractor).
8.Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
Response: Yes, Virginia Sprinkler Company (VSC).
9.Will the asbestos report be available?
Response: See attached report to this amendment.
10.Will the numbers for the deductive alternates be listed as negative lump sum numbers or will they be listed as the difference between bid and the alternates?
Response: Listed as cumulative totals as required by the bid schedule.
11.Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
Response: No
12.Will the VA consider floor repairs to more than 10% of the total Sq. ft. of the project or if there is any underlayment deeper than 1/8” as an unforeseen condition?
Response: No. 09 65 13 states to fill cracks, pits, and dents. This is implied 'as needed'. If the Contractor believes that they have encountered an unforeseen or differing site condition, contact the Contracting Officer and Representative.
13.Will the GC need to have moisture tests included in price?
Response: Per 09 65 13, perform manufacturer's recommended bond and moisture tests.
14.Please indicate the intended scope of work for subsurface floor preparation required on this project. Is the scope limited to floor leveling, or will a more involved repair be necessary, i.e. concrete patching? Can we assume a unit quantity of floor leveling material? i.e. ### cubic feet?
Response: 09 65 13 provides specific requirements for flooring: examine, fill, level, clean, test, prepare, install. If more involved repairs are required, contact the Contracting Officer and Representative.
15.What is the level of infectious disease control rating for this site?
Response: Infection Control requirements are determined per specification 01 35 26.
16.Please confirm that the Super can act as the SSHO on site?
Response: There are no restrictions in 01 35 26.
17.How long are the down period between phases?
Response: Expected scheduling is shown in 01 00 00.
