RADIOLOGY WORKSTATION
STATEMENT OF WORK (SOW)
1.0 Background
The Carl Vinson VAMC Radiology Department needs new Radiologist workstations to replace current end of life models and provide new employees with adequate equipment. These states of the art models are better equipped to handle the increasingly complex and large studies sent to our PACS system without slowing down.
2.0 Scope
New workstations coupled with our recently acquired TalkTech dictation system will increase productivity and save time and money in images not being sent out for dictation. Our current systems are not equipped to handle the substantial amounts of data that new Radiology cases contain. Which makes loading them slow and time consuming.
3.0 Vendor Requirements
Each radiology workstation should run on a currently accepted operating system. It requires at least 32 GB of RAM. The CPU should be able to accept the appropriate software to run the Picture Archiving and Communications System (PACS) application, as well as TalkTech voice dictation software. Each unit must come with standard monitor, as well as 2, 6MP diagnostic quality display monitors. System must be compatible with local network regulations, suitable for medical imaging.
4.0 Biomedical Requirements
Biomedical personnel will facilitate the project by closely working with the vendor and OI&T staff to ensure proper installation of software and hardware. They will ensure proper testing has been performed to verify connectivity between components and that systems are working properly. Adherence to policies and procedures will be enforced. Finally, they will confirm all hardware, software and services have been delivered as expected prior to vendor leaving site.
5.0 OI&T Requirements
Personnel from OI&T office will ensure that necessary infrastructure is in place and available and will ensure all systems installed that connect to the network are in compliance with regulations.
6.0 Radiology Requirements
The radiology department will provide assistance as needed to help facilitate the installation process. They will also ensure all personnel are available for training at the appropriate times.
7.0 Tasks
The vendor shall:
1. Ensure that all components are delivered and installed
8.0 Deliverables
The vendor will ensure all software, hardware, servers, and training are provided within 90 days of award of the contract.
9.0 Place of Performance
Installation will take place at the Carl Vinson VAMC, in multiple locations as required. Biomedical will facilitate installation in all locations to include:
1. Required OI&T data closets
2. Server rooms
3. Radiology 4A
10.0 Security
Vendor will be accessing network for installation and testing of system.
11.0 Invoices
All invoices should be submitted in arrears and must contain the appropriate purchase order number. Submit invoices through Tungsten Network, (1-877-489-6135), http://www.tungsten-network.com . NOTE: If invoice is submitted improperly (too early, incorrect purchase order number, incorrect billing, etc), invoice will be returned to contractor for correction.
Vendor Electronic Invoice Submission Methods
Facsimile, e-mail, and scanned documents are not acceptable forms of submission for payment requests. Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods below:
1. VA’s Electronic Invoice Presentment and Payment System – The FSC uses a third-party contractor, Tungsten Network (Formerly OB10), to transition vendors from paper to electronic invoice submission. Please go to this website http://www.tungsten-network.com/us/en/veterans-affairs-us/ to begin submitting electronic invoices, free of charge.
2. A system that conforms to the X12 electronic data interchange (EDI) formats established by the Accredited Standards Center (ASC) chartered by the American National Standards Institute (ANSI).
The X12 EDI Web site (http://www.x12.org).
3. A properly prepared invoice will contain:
· Invoice Number and Date
· Contractor’s Name and Address
· Accurate Purchase Order Number
· Supply or Service provided
· Invoice must show service provided and amount due, by CLIN
· Total amount due
Vendor e-Invoice Set-Up Information:
Please contact OB10 at the phone number or email address listed below to begin submitting your electronic invoices to the VA Financial Services Center for payment processing, free of charge. If you have question about the e-invoicing program or OB10, please contact the FSC at the phone number or email address listed below:
