RFI #001 SOLICITATION 36C24718B0634 LEGIONELLA RFI Questions
1. What is the temperature of the water in the hot water distribution system?
a. Circulating 140 F water.
2. The specifications state, “The continuous water monitoring system subcontractor shall have in-place facility within 50 miles with technical staff, spare parts inventory for the next five (5) years, and necessary test and diagnostic equipment to support the control systems.”
Spare parts can be shipped overnight in emergencies, and most problems can be detected before a total system shut down. Also, remote support can be provided through phone, and video conferencing on hand held phones, which can enable immediate investigation and possible resolution issues without the need to wait for service personnel to travel to the site. Therefore, we request that the 50 mile radius requirement be removed from the specifications.
a. Removing the 50 mile radius is acceptable.
3. The Chlorine sensor specified has a temperature limitation of 113°F, which is insufficient for the VHA Directive required 124°F for the hot water distribution piping. Also, the specified analyzer is Amperometric which uses an electrochemical technique to measure changes in current. Electrodes are used to measure small electrical voltage levels. These units are not actually measuring the oxidant levels in the water directly, but instead, provide a “calculated” chlorine or oxidant levels. Direct Chlorine measurement is not possible with this type of analyzer. In addition to not reading actual oxidant levels, the sensors can be interfered with when being used for continuous on-line process measurements. Some of the interferences include pH, temperature, flow rate, and pressure. Sensors can also become fouled which causes interference when attempting to calibrate. These sensors also require constant calibration (2-3 times per week).
We request that the specification be changed to a Chlorine Analyzer that uses an EPA-approved DPD colorimetric method (SM4500G) to measure the level of oxidant. It is not a “calculated value based on electrical currents.” Because the DPD colorimetric method is an EPA-approved method for reading oxidant levels, limitations like calibration, reagent stability and reaction product stability have all been addressed and this method has been the standard for measuring oxidant levels since 1973. Using an EPA-approved colormetric Chlorine Analyzer will provide you with the most accurate, dependable, and, most importantly, defensible data without constant recalibrations of the system.
a. Specified sensors are available in model ranges that can measure up to 70 C (158 F) degree water temperatures.
b. Alternate Solution: Provide Oxidation-Reduction Potential sensors for the chlorine.
4. Phigenics manufactures a Potable Water Analytics System that was specifically designed to meet the VHA Directive 1061 continuous monitoring requirements. This equipment can meet the performance specifications required by this project and includes a chlorine analyzer that uses the EPA-approved DPD colorimetric method to measure the level of oxidant. A brochure for this equipment is included for your review. Will you approve this system for the continuous water quality monitoring systems?
a. Products shall meet specifications. If the Phigenics Potable Water Analytic System meets the requirements of the specification it will be allowed. No product data has been provided to determine inf the product is acceptable. Specifications are performance based, not product based.
5. The requirements to connect the data logging to the internal BMS seem complicated and will require continued coordination and could be a huge expense. Several VA facilities currently use on-line data management to manage their continuous water monitoring equipment. This eliminates the requirement for computers, communications equipment, etc. Would you allow an on-line data management system to collect, store, and report the data collected by the continuous water monitoring equipment?
a. No. Water quality monitoring shall be connected to the existing BMS per the specifications and drawings.
