About this file
This is a Special Notice announcing the Department of Veterans Affairs' intent to award a sole source, firm-fixed-price contract for the Jess Automated Western Blot System. The VA Network Contracting Office 6 intends to award the contract to ProteinSimple, located at 614 McKinley Place NE, Minneapolis, MN 55413, for use at the Salem, VA Medical Center. The Jess system is an automated capillary electrophoresis-based immunoassay platform that modernizes traditional Western blotting by combining protein size separation with high-sensitivity immunodetection in a fully hands-off workflow. The contracting office is located in Hampton, VA 23667, and the Contracting Officer is James Risbon (james.risbon@va.gov).
The response deadline is 9:00 AM Eastern Time on November 3, 2026, with an intended contract effective date of November 6, 2026. This notice is not a request for competitive quotes; however, any business believing it can meet the requirements and possessing relevant past experience and expertise may submit written notice with supporting evidence demonstrating compliance capability. The Government will consider all responses, though the determination to proceed with the proposed sole source award remains at the Government's discretion. The procurement is classified under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. Inquiries must be submitted via email to James.risbon@va.gov, and telephone requests will not be accepted. The justification for sole sourcing cites ProteinSimple as the only company capable of providing the required suite of services including technicians, equipment, and disposables, as determined through market research.
