About this file
This is Amendment 0001 to Request for Quote (RFQ) 36C24627Q0059 issued by the Department of Veterans Affairs Network Contracting Office 6 (Hampton, VA) on October 7, 2026. The amendment extends the solicitation deadline from October 8, 2026 to October 15, 2026 at 11:00 AM EDT to allow additional time for questions and answers and to ensure all interested parties can review responses. The new deadline for submitting questions is October 13, 2026 at 3:30 PM EST, after which no additional questions will be accepted.
This SDVOSB set-aside solicitation seeks qualified psychologists or psychiatrists to provide annual and entry psychological evaluations for police officers at the Richmond VA Medical Center. Evaluators must hold valid professional licenses (Virginia or PSYPACT-compliant) and demonstrate law enforcement evaluation experience aligned with VHA Directive 0730(1). Services may be delivered via secure telehealth methods or on-site at the evaluator's facility, with some virtual evaluations possible at the Government's discretion. The correct SCA Wage Determination is WD 2015 4341, Revision 34 (05/14/2026), though licensed psychologists generally qualify as exempt bona fide professionals. Contract pricing is based on completed evaluations with no guaranteed minimum quantities; invoicing occurs monthly in arrears through FSC's Electronic Invoice system. Technical capability, past performance, and price are all comparatively evaluated factors for award consideration. Evaluation reports will be submitted to the EOH Agency Medical Officer and Richmond VAMC Police Department.

ANNUAL PSYCHOLOGICAL EVALUATION SERVICES
Questions & Answers Please email Ronnie.Gregory@va.gov for further questions.
1. Scope & Standards
Governing Standard – VHA Directive 0730(1)
Evaluations must comply with VHA Directive 0730(1). The February 2021 amendment clarifies that while Appendix templates are not mandatory, examiners must address all content areas required by the directive.
Incumbent Information
Past VISN 6 awards for similar police psychological evaluations include 36C24626P1009 and 36C24626P0489, awarded to Agile Business Concepts.
Additional Evaluation Types
The RFQ covers annual and entry evaluations only. Any directed/fitness for duty evaluations outside this scope would be handled via contract modification and separately priced.
Turnaround Time
The RFQ does not specify required turnaround times. Offerors may propose reasonable scheduling and report delivery timelines. Final requirements will be established during the Richmond VAMC/Contracting Officer evaluation.
Annual Scheduling Basis
Annual evaluations are coordinated within a defined yearly scheduling window by CVHCS Police/Dr’s staff. They are strictly tied to individual anniversary dates.
(For Example- on 12/01/2026, a total of 5 police officers will require an evaluation. Ex. 12/15/206, a total of 10 police officers will require an evaluation).
Report Recipients Reports will be enrolled by EOH Agency Medical Officer, with additional internal recipients sent to the Police Department.
2. Delivery & Licensure
Telehealth Usage
Secure, HIPAA compliant telepsychology methods are permissible consistent with VHA Directive 0730(1). The police officer will be sent to the Evaluator’s Facility for their appointment and not the Richmond VAMC. Some Virtual evaluations will be accepted if the Department makes that decision.
On Site Facility Support
If the Government elects on site evaluations, CVHCS will provide a private interview space and scheduling assistance during standard business hours (Mon–Fri, 8:00–4:30, excl. federal holidays).
Licensure (Virginia / PSYPACT)
Evaluators must hold a valid professional license. Virginia is a PSYPACT state, and APIT/TAP authority is acceptable when compliant with PSYPACT and VA requirements.
Evaluator Qualifications
Minimum RFQ expectations: licensed doctoral level psychologists (or psychiatrists) with demonstrated law enforcement evaluation experience aligned with VHA Directive 0730(1).
3. Security, Privacy & Records
Personnel Screening Requirements
Contract staff must comply with VA privacy/security training requirements. No additional access is required if you do not use a Government Site. (including PIV).
Records Retention
This will be coordinated between the Dr’s Staff / Police Depart/ the Awardee must maintain clinical records (including raw test data) according to professional standards.
4. Pricing & Evaluation
Correct Wage Determination & SCA Applicability
The correct SCA Wage Determination for the place of performance (City of Richmond, VA) is WD 2015 4341, Revision 34 (05/14/2026). Licensed psychologists generally qualify as bona fide professional employees exempt from SCA under 29 CFR Part 541; however, any non-exempt support staff must comply with applicable SCA wage/fringe requirements.
Quantity & Minimum Guarantee
CLIN quantities are estimates. The contract does not guarantee minimum quantities; payment is based on completed evaluations only.
Invoicing Frequency
Invoices shall be submitted monthly in arrears through FSC’s Electronic Invoice system.
Past Performance – Key Personnel
Relevant experience of proposed key personnel may be considered as part of the technical evaluation to the extent it informs demonstrated capability.
Relative Importance of Factors
Technical capability, past performance, and price will all be comparatively evaluated; so, licenses, past performance as well as price will be required for acceptability.
