About this file

This file is a Request for Information (RFI) Response document for the Salisbury Steam Line Replacement project (Solicitation 36C24626R0068) at the W.G. Hefner VA Medical Center in Salisbury, North Carolina. The Department of Veterans Affairs' Veterans Health Administration issued responses to 40 numbered questions submitted by potential offerors regarding technical requirements, design clarifications, and project execution parameters for this steam utility infrastructure replacement effort.

The project scope encompasses replacement of existing steam and condensate distribution lines serving Buildings 10 through 18 via seven mechanical phases, with an estimated 365-day construction duration and one-year warranty requirement. Key Government responses address: (1) Past Performance documentation expectations—confirming that greater emphasis will be placed on experience with central utility distribution systems; (2) schedule format requirements specifying critical path method (CPM) with predecessors and successors per specifications 01 45 00; (3) phasing procedures allowing concurrent phases only if hospital operations remain uninterrupted; (4) contractor responsibility for design of temporary piping enclosures and permanent pipe-stress analysis as delegated design per specification 33 63 00; (5) asbestos abatement assumptions requiring contractors to assume all inaccessible areas contain asbestos-containing materials; (6) differing site conditions procedures referencing contract document 02 21 13 for undocumented utilities or material configuration changes; (7) manhole component and structural support provision by contractor; and (8) soil reuse criteria per ASTM D2487 standards. The Government clarified that no subsurface utility engineering (SUE) was performed, existing piping conditions will be treated as specified based on record drawings, and field changes will be processed through standard RFI and change order procedures in accordance with FAR 52.236-21(e).

1.) Volume II, Tab B (Past Performance) instructs Offerors to resubmit the same Corporate Experience information provided under Technical Subfactor 2 but does not specifically request Past Performance Questionnaires (PPQs), CPARS reports, or other supporting documentation.

Can the Government please clarify whether Offerors should submit any additional past performance documentation, such as PPQs or CPARS reports, or whether Volume II should consist solely of the Corporate Experience information identified in the solicitation?

CPARS Reports are great.

2.) Section 7.3.1 states that projects involving phased renovation of clinical areas within an active VHA medical facility may receive a higher evaluation. For this underground steam utility infrastructure project, will experience performing underground campus utility replacements within occupied healthcare campuses be considered equally relevant?

Section 7.3.1 explains

3.) For purposes of evaluating Corporate Experience and Past Performance, will the Government place greater emphasis on projects involving central utility distribution systems (such as steam, condensate, chilled water, or district energy systems), or will general healthcare renovation projects of similar size and complexity be evaluated as equally relevant?

Greater emphasis will be placed on knowledge and experience with projects involving central utility distribution systems.

4.) Does the Government have a preferred format for the schedule included in the Project Management Plan (e.g., narrative milestone schedule, Gantt/bar chart, or another format)?

Schedule shall be in pursuit of 01 45 00 and provide predecessors and successors so, conventional critical path method (CPM) technique can be utilized as outline within contract documents.

5.) If all subcontractor selections have not been finalized prior to proposal submission, may Offerors identify anticipated subcontractors and/or trade disciplines with the understanding that final subcontractor selections will be made after award?

Please see 7.4.1

6.) In executing this project, how many people are required on site full time to fulfill the roles of Superintendent, SSHO, and Quality Control?

Refer to specifications 01 35 26 and 01 45 00.

7.) Is this project tax exempt? No this is not a tax-exempt project.

8.) Are there any third party testing requirements?

All special inspections are to be performed by independent third party as outline in contract document 01 45 35.

9.) Please confirm whether each phase must be tested, commissioned, accepted, insulated, backfilled, and fully restored before the next phase may begin, or whether selected phases may proceed concurrently.

Selected phases may proceed concurrently only if they do not disrupt hospital operations.

10.) The phasing schedule identifies shutdown services but does not clearly establish the maximum allowable outage duration for each affected building or manhole. Please provide the maximum allowable shutdown duration and permitted shutdown window for each connection involving Building 10, 15, 16, 17 and MH-10B, -16A, -17B, -C.

The shutdown duration will vary depending on the circumstances. As an example, a longer duration may be allowed in the summer months than in the winter months.

11.) Please identify which steam and condensate cutovers must occur outside normal administrative hours and confirm whether night, weekend, or holiday work associated with approved shutdowns is included in the base bid without premium-time adjustment.

Steam and condensate cutover time periods will vary depending on the circumstances. Refer to specification 01 00 00 section 1.6.L.

12.) The drawings show temporary above-ground steam and condensate piping to Buildings 16 and 17 and require exposed piping to be enclosed to meet physical-security requirements. Please clarify whether the contractor is responsible for the complete engineered design of temporary piping sizes, pipe stress and thermal expansion, anchors and guides, structural supports, weather-resistant enclosure, vehicle-impact protection, personnel burn protection, freeze protection, drainage, and security compliance.

Contractor is responsible for the design of the PSRDM enclosure for the temporary piping. See M-501/10 for proposed pipe support detail. Pipe sizes shall match existing pipe runout sizes and are shown on plans.

13.) Please provide the design pressure, design temperature, operating pressure, anticipated flow, allowable pressure drop, and required condensate capacity for each temporary steam and condensate service.

Match existing pipe size. See plans for pipe sizes and steam classifications. See specifications for steam piping requirements.

14.) The drawings state that existing piping locations, sizes, materials, and conditions are based on record drawings and field surveys and are not guaranteed. Please confirm that unidentified utilities or materially different steam-system configurations will be treated as differing site conditions and not as incidental contractor risk.

Contractor shall be in pursuit of contract document 02 21 13. Any item discovered not noted within contract document shall be brought to the attention of the Contracting Officer and COR. In addition, the Contractor shall be in pursuit of 23 05 10, and shall submit coordination/shop drawings prior to the start of any work. In accordance with FAR 52.236-21 (e), any work done before such approval shall be at the contractor’s risk.

15.) Please provide existing-condition surveys, dimensions, photographs, and confined-space inspection reports for all existing manholes affected by the work, particularly MH-10B, MH-16A, MH-17B, MH-10A, MH-1, and MH-C.

Site Visit was conducted, at that time contractors had full access to above mentioned MHs. Furthermore, per contract drawings it is the responsibility of the contractor to be in pursuit of 02 21 13.

16.) Sheet MP401 states that clearance below the existing piping is extremely limited and directs the contractor to field-verify the feasibility of installing a four-way tee before construction. Because this condition could require redesign, please provide the intended alternate configuration if the four-way tee cannot be installed as shown. Confirm whether redesign, additional excavation, manhole modification, or piping relocation will be handled by contract modification.

Contractor shall bid the project as shown in the drawings. Contractor shall include in his bid time to prepare required coordination drawings and evaluate the existing conditions as drawn. Contractor shall be in pursuit of 23 05 10, and shall submit coordination/shop drawings prior to the start of any work. Any required changes in the field will be handled via a standard RFI and change order process.

17.) Structural Sheet SS102 states that the existing Building 16 basement wall is assumed to be 12-inch reinforced concrete and directs the contractor to contact the COR if field conditions differ. Please provide existing structural drawings, required penetration sizes and elevations, reinforcing-scanning requirements, allowable coring locations, required sleeves and seals, responsibility for engineered modifications if reinforcing conflicts occur.

Existing Structural drawings are attached. Penetrations are existing. Contractor shall be in pursuit of 23 05 10, and shall submit coordination/shop drawings prior to the start of any work. Existing conditions have been described in note #4 of SS102. All sleeve shall be in pursuit of 23 05 11 and submitted as part of coordination/shop drawings also outline in 23 05 10. Any required changes in the field will be handled via a standard RFI and change order process.

18.) The asbestos specification identifies approximately 1,400 LF of 10-inch pipe insulation, up to 6 inches thick, with aluminum jacket, but also states that the majority of the steam lines are inaccessible because they are buried. Please provide drawings or a schedule identifying exact accessible ACM locations, pipe sizes, estimated linear footage at each manhole and building, number of fittings, valves, flanges, and elbows, whether buried piping being demolished is assumed to contain ACM, areas where glove-bag work versus full containment is required.

AG Response: Abatement drawings are not available. Contractor must assume all inaccessible areas contain ACM.

19.) Please provide the complete asbestos inspection report, bulk-sample analytical results, chain-of-custody documentation, sample-location plans, and date of survey forming the basis of the specified ACM quantity.

Contractor must assume all inaccessible areas contain ACM.

20.) M-101 requires ultrasonic testing at connection points in MH-17B, MH-16A, and MH-10B but references “Specification 0123056,” which does not appear to be a contract specification section. Please provide correct specification reference, number and location of readings, minimum acceptable remaining wall thickness, acceptance criteria, reporting format, responsibility if existing piping fails, required repair or replacement limits.

See specification 01 45 29 and 33 63 00 for ultrasonic testing requirements.

21.) Please confirm that existing piping intended to receive new welded connections has been evaluated for material compatibility, remaining wall thickness, pressure rating, and weldability. If testing shows the pipe is unsuitable, please identify the basis for pricing required replacement.

Existing piping has not been evaluated for wall thickness, weldability, and other existing piping conditions. Existing piping material and compatibility are expected based on original design drawings and are acceptable. Any required changes in the field will be handled via a standard RFI and change order process.

22.) Please provide the final pipe-stress analysis supporting the new permanent piping, temporary piping, anchors, guides, expansion joints, and building connections. Mechanical Detail M-501 directs the contractor to coordinate anchor scope with the piping manufacturer, but it is unclear whether the contract design is complete or delegated.

AG Response: The final pipe stress analysis shall be a delegated design. Contractor shall confirm the stress requirements with the submitted manufacturer and final routing. See specification section 33 63 00 paragraphs 1.4J, 2.2Z, and 2.5A.

23.) Mechanical manhole notes require double block and bleed isolation valves for piping requiring future isolation. Please identify each location requiring double block and bleed and confirm whether the requirement applies to main steam piping, building branches, high-pressure condensate, pumped condensate, temporary connections, future sump-pump taps.

Double block and bleed requirements applies to all steam piping. See plans for proposed double block and bleed valve locations.

24.) Mechanical manhole drawings identify Bilco access doors, ladders, and sump access doors as “by others.” Please confirm whether “by others” means included under the general contractor’s structural scope or furnished by the VA.

Manhole components to be provided by contractor’s structural scope.

25.) The civil set includes three traffic-control drawings, while the steam work is divided into seven mechanical phases. Please provide a coordinated matrix showing which traffic-control plan applies to each mechanical phase and identify allowable durations for road closures, lane closures, parking closures, pedestrian detours, and emergency-access restrictions.

The traffic control plans apply to all phases of work that will impact traffic in the areas identified on the traffic control plan. Closures shall be kept to a minimum and detour durations will be dependent on what reasonably allows for as little disruption to the Salisbury VA as possible.

26.) Please identify the minimum roadway width, turning clearance, and access route that must remain available for ambulances, fire apparatus, deliveries, and VA operations during each excavation phase.

Refer to North Carolina Fire Code (Appendix D) and standard municipal guidelines.

27.) Please clarify whether open trenches may remain overnight and identify requirements for, steel road plates, temporary asphalt, non-skid coatings, load rating, anchoring, daily inspection, snow or ice conditions, maximum duration before permanent paving.

Work shall adhere to OSHA and NCDOT requirements.

28.) Please confirm whether excavated soil may be reused as backfill. Also identify required testing and payment procedures if contaminated, petroleum-impacted, asbestos-contaminated, or otherwise unsuitable soil is encountered.

Onsite soils may be used for trench backfill above the initial backfill zone provided they meet the satisfactory soil criteria of Spec Sec. 31 20 00, Para. 2.1 (ASTM D2487 Groups GW, GP, GM, SW, SP, SM, SC, or ML; PI ≤15; LL ≤40; max 3-inch particle; free of organics and debris). Bedding material and initial backfill from the trench bottom to a minimum of 12 inches above the top of pipe shall be clean granular material meeting the specified gradation. Onsite soils that fail to meet satisfactory soil criteria shall be removed and replaced with approved borrow at no additional cost to the Government.

29.) Please identify approved discharge locations and treatment requirements for groundwater, trench water, manhole water, pressure-test water, and flushing water. Confirm whether discharge to the sanitary sewer or storm system is permitted and whether sampling is required.

Adhere to NCDOT and NC DEQ requirements.

30.) Can the Government provide any inspection reports documenting the condition of the existing steam and condensate piping and identify any known failed sections beyond those shown?

No additional information is currently available.

31.) Please provide the allowable outage durations and approved shutdown windows for each building connection. Are nighttime or weekend shutdowns anticipated?

See responses to Question 10 and 11.

32.) Is temporary steam or temporary heating required for any building during construction and cutover, or are complete outages acceptable during scheduled shutdowns?

Both are acceptable and are dependent on required outage duration.

33.) Has a geotechnical investigation been completed for the proposed steam line alignment? If so, please provide the report, including groundwater elevations, rock information, and unsuitable soil data.

Geotech not performed.

34.) Should bidders assume groundwater will be encountered? If dewatering is required beyond normal trench operations, will it be considered part of the base scope or handled as differing site conditions?

Any anticipated dewatering should be considered part of the base scope.

35.) Please clarify whether pavement, sidewalks, landscaping, and curb restoration shall be limited to trench limits or whether full-width replacement is required in disturbed areas.

Prior to any work there shall be a site survey with COR to document existing conditions. Any areas damaged due to installation new works shall be the responsibility of the contractor to repair. If areas are damaged and not the fault of the contractor, then it will be the responsibility of the government to repair.

36.) Please identify any roadway closure restrictions, emergency vehicle access requirements, and maximum allowable lane closure durations during construction.

See responses to Questions 10, 11, and 26.

37.) The contract drawings identify existing underground utilities along the proposed steam line alignment. Please confirm whether the utility information is based solely on record drawings or if subsurface utility engineering (SUE) or field verification has been completed. If existing utility locations differ materially from those shown, will resulting impacts be treated as a differing site condition?

Existing utilities shown are based on existing documentation. SUE was not performed.

38.) Note, in areas that the water line runs through the same space as the steam / condensate lines, it will be acceptable for the two lines to be appropriately separated by vaulting off the sections within the space. A detail will be provided for usage showing this separation, so to prevent heat issues, pipe degradation, etc..

39.) Note, all reference of “by others” refers to the GC or the GC’s subcontractors.

40.) Note, sidewalk specifications to be provided in the event that sidewalks need to be removed and replaced.
