About this file

This is a Questions and Answers document addressing clarifications to a solicitation for Architect-Engineer (A-E) services related to replacing steam and condensate piping at the W.G. Hefner Veterans Administration Medical Center in Salisbury, North Carolina (Project #659-26-700).

The Q&A clarifies the scope of work boundaries for the project. Electrical distribution system upgrades are explicitly excluded; the A-E firm need only verify that new equipment can be supported by existing systems. Medical gas and fire protection system upgrades are out of scope, though plumbing modifications directly related to the steam system are included. Lead abatement, structural work, and steam generation are all confirmed as outside the project scope. The document specifies that referenced drawings will be provided as PDFs prior to SF-330 submissions. Regarding Attachment A submission checklists, only items specific to this project apply: Architectural (floor and room numbers), Plumbing (drains and steam), Electrical (digital control for steam), HVAC (steam), Equipment, Steam Distribution, Critical Path Method, Estimating, and Specifications. Existing drawings will be made available in PDF format. These clarifications are essential for A-E firms responding to the qualification package request, which is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.

1. Page 7 of solicitation: last bullet – “Evaluation and design modifications to the existing electrical distribution system…” Q: Are electrical distribution system upgrades part of the scope for replacing Steam & Condensate piping?

VA: No, the A/E shall verify if all new equipment can be supported by the existing electrical system.

1. Page 8 of solicitation: First bullet – “Evaluation and design modifications to existing Plumbing, Medical Gas, and Fire Protection systems….”

Q: Are plumbing, med-gas and fire protection system upgrades part of the scope for replacing Steam & Condensate piping?

VA: Medical gas and fire protection are not in the scope of work. Plumbing is in scope as it pertains to the steam system.

1. Referenced drawings on Page 11, if these are available, where can they be downloaded? If not, can these be made available prior to submission of SF-330’s?

VA: These will be made available as PDF’s.

1. Attachment A – are the submission checklists general checklists? Can these be updated specific to the project deliverables? Concerns include:

VA: This is just a list of general checklists. Only those specific to the project apply: Architectural (floor and room numbers), Plumbing (drains and steam), Electrical (digital control for steam?), HVAC (steam), Equipment, Steam Distribution, Critical Path Method, Estimating, Specifications.

3. Many items appear not specific to the advertised scope of work.

3. Lead abatement is listed as a schematic design (15%) – 36 days. Has a hazardous materials assessment been completed and will it be provided prior to project kickoff?

VA: This is not in scope.

3. Structural – cost estimates and calculations at schematic design (15%). Is there any anticipated structural scope for the project due to possible changes with seismic design requirements? Is any structural information available if it is in scope?

VA: This is not in scope.

3. Steam Generation (Section K) – is this in anticipated scope? If so, there are many deliverables due at Schematic Design (15%). Please provide clarification.

VA: This is not in scope.

1. Will existing drawings be available and in what format will they be provided?

VA: These will be made available as PDF’s.
