Network Contracting Office 6 (NCO 6) Sources Sought 36C24626R0023 In accordance with FAR 15.101(c), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government reserves the right to revise specifications and refine contract requirements before the release of any associated solicitation. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB). Other information provided in this notice is subject to change prior to release of solicitation.

OVERVIEW

The Department of Veteran Affairs, NCO 6 is conducting market research to identify potential sources for CONSTRUCTION services described in the scope of work describe below. The place of performance will be the Central VA Health Care System (RIMVAC) in Richmond, Virginia. In accordance with VAAR 836.204(h), the estimated magnitude of construction is between $10,000,000 and $20,000,000.

SCOPE OF WORK

The Contractor will perform all professional services necessary to perform construction of additional Operating Rooms (OR) and support rooms at RIMVAC. The project requires the contractor to completely prepare the site for building operations, demolition/removal of existing structures, and to furnish labor and materials as needed to perform the work required by the drawings and specifications.

INSTRUCTION FOR RESPONDING:

Interested companies can respond, via email, to Aaron Holmes at aaron.holmes@va.gov (and cc Madeline.Lucena-Pulst@va.gov) with the following information:

1) Firm Point of Contact (POC), including name, title, phone number, and email address.

2) Firm Name, SAM UEI, and address.

3) Socioeconomic category, if any (EX: VOSB, SDVOSB, WOSB, etc.)

4) Short summary of recent and relevant completed construction contracts of similar size and scope. Please no more than five (5).

Additional information may be requested by NCO 6 at a later time.

CONTRACTOR RESPONSIBILITY

For the purposes of this notice, a potential source is considered to be any firm meeting the following requirements. Based on responses to this notice, the requirements below may be modified prior to release of any solicitation when or where necessary.

1) Experience with managing construction contracts.

2) All professional licenses and other legal certifications for conducting business in the state of Virginia and the United States.

3) The prime source is registered in the System for Award (SAM) database as whichever entity/office that would receive an award in the event of a solicitation. Please visit https://www.sam.gov for more.

4) If the prime source is Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and/or Veteran-Owned Small Businesses (VOSBs), they must be registered in the Veteran Small Business Certification (VetCert) database. Please visit https://veterans.certify.sba.gov for more. This requirement does not apply to non-VOSB or SDVOSB firms.
