About this file
This is an Amendment to Solicitation for a roof replacement project issued by the Department of Veterans Affairs Network Contracting Office 6 in Richmond, Virginia. The amendment (0001, effective January 8, 2026) provides Government responses to eleven Request for Information (RFI) questions submitted by prospective offerors regarding solicitation number 36C24626R0014. The project involves complete replacement of roofing material down to the deck on 1950s-era VA buildings at a cost magnitude of $1,000,000 to $2,000,000, with 100% roofing replacement required rather than re-roofing or overlay work.
Key clarifications from the Government responses include: the scope encompasses core sampling and decking condition assessments contingent on architect-engineer recommendations, but no major structural repairs are anticipated; additional roof membrane options beyond KEE are acceptable based on geographic and environmental considerations; all roof curbs should be replaced; the facility below work areas must maintain operations during construction with phasing to be determined accordingly; structural considerations for ladder re-anchoring are required if deemed necessary by the architect-engineer; and the budget is fixed and inflexible at the stated amount. The Government also clarified that planning documents must include 20% deductive bid alternates and confirmed that design team experience need only reference comparable hospital projects where construction was completed within the past five years, not when design was completed.

The purpose of this amendment is to provide Government responses to RFI questions.

Michael Proctor Contracting Officer
1. Replacement vs Re-Roof: In the solicitation it states complete replacement, however much of the language supports a re-roof. Will the scope include decking/structural replacement and repairs? We assume yes, however this will have a significant impact on cost. Will there only be a certain % of the existing roof that gets replaced and the remainder gets re-roofed?
These buildings were built in the 1950s, and additional decking/structural scope and related issues are not anticipated. It is desired to replace 100% of the roofing material down to the deck, as defined as replacement. Re-roofing is not acceptable, as it is defined as an overlay
2. Membrane Options: Is the KEE membrane the only option or are you open for membrane recommendations based on geographic and environmental considerations?
Open to additional roof membrane recommendations.
3. Condition Assessments: Will the scope include structural analysis and condition assessments? Core samples? Decking condition?
Yes, to Core. Structural analysis and decking condition assessments can be contingent on AE recommendations based on current conditions.
4. Stormwater/Civil: Are any drains clogged? Are drainpipes the adequate size for the SF of the roof? Do we need to provide a contractor laydown area plan?
To the best available knowledge, the drainpipes are not clogged and are of adequate size. We will require a contractor laydown area plan.
5. Equipment: What type of equipment? Size? Numbers? Demolition and replacement?
This request will be deferred to later in the process when AEs will be welcome to come to the VA campus to review the existing buildings/drawings. Additional equipment is not anticipated beyond what is stated in order to complete the roofing systems; however, there may be exceptions when more information is available.
6. Repairs: Any large areas/holes/openings that will be repaired? Any interior locations that require repair due to leak damage? Any LBP/asbestos abatement?
No major repairs are known to be needed. As part of the 1950s construction, there have been instances of LBP/asbestos abatement in some areas around the campus, and vigilance to its potential remains; however, abatement is not anticipated for this project.
7. Curbs: Are all roof curbs required to be replaced? Or only deteriorated curbs and nailers?
All curbs should be replaced; however, further discussions are welcome.
8. Phasing/scheduling: Must the facility below the area of work maintain operation during construction? Any special phasing?
The facility below the work area must absolutely maintain operations. Phasing will need to be determined depending on the impact of maintaining operations during construction.
9. Structural: Is structural required for re-anchoring a new ladder that meets current code?
Do we have an infrared testing consultant?
Structural considerations should be reviewed when re-anchoring the ladder, and it is required should the AE reasonably deem it necessary to include it. The Salisbury VA does not use a specific IR Testing consultant.
10. Programmed Amount: We have recently designed a couple roof projects and cost estimates have been in the $50-70/SF range. How flexible is the budget/ programmed amount?
The budget is not flexible. The project must remain within the approved project scope, time frame, and construction magnitude of $1,000,000 – $2,000,000 or the project will be canceled and require re-submittal and competition process. Planning must include in the project a total of 20% of deductive bid alternate that will need to be identified and incorporated as part of the bidding documents.
11. On page 4 of the solicitation, item 1 in the selection criteria chart notes “1. Professional qualifications necessary for satisfactory performance of required services showing recent experience of the project team with comparable hospital projects within the past five years in which the construction has been completed.” Please clarify if the design can be completed before this time frame.
If the construction has been completed within the past five years, the design can be completed before this timeframe.
