About this file
This document is Amendment 0001 to Solicitation 36C24626Q1053, issued by the Department of Veterans Affairs Network Contracting Office 6 in Fayetteville, North Carolina, with an effective date of September 15, 2026. The amendment addresses questions received from offerors and does not extend the offer receipt deadline. Contractors must acknowledge receipt of this amendment prior to the solicitation deadline through completion of amendment items, acknowledgment on offer copies, or separate written communication referencing the solicitation and amendment numbers.
The Questions and Answers section clarifies key requirements for cardboard dumpster removal services: the awardee must furnish six replacement 8-yard front-end loader (FEL) containers with no additional specifications beyond container type; cardboard weight data is unavailable, and containers are emptied per the Statement of Work; the requirement entails only removal and lawful disposal, not recycling; the contractor should not collect contaminated containers and should notify the Contracting Officer's Representative; the Monday, Wednesday, and Friday pickup schedule represents the complete required service with no separate authorization for additional pickups; and any commodity proceeds from recycled cardboard must be credited to the Government by check. The incumbent contractor is Hamilton Alliance, performing under contract 36C24622P0125.

Questions and Answers
Q: Are the six existing 8-yard FEL cardboard dumpsters Government-owned and available for the new contractor’s use, or must the awardee furnish six replacement containers? If Government-owned, who is responsible for their maintenance, repair, and replacement?
A: The awardee must furnish the six replacement containers.
Q: If the contractor must furnish the containers, are there any required specifications beyond the stated 8-yard FEL type, including lids, locks, labels, color, or placement requirements?
A: No
Q: Please provide, if available, the most recent 12 months of cardboard weights or tonnage, average container fullness, overflow incidents, and unscheduled pickups.
A: Weight is unknown. Containers are emptied as specified in the Statement of Work.
Q: Does the requirement include recycling the collected cardboard, or only its removal and lawful disposal? If recycling is required, is there a designated facility or any weight-ticket, recycling-certificate, or reporting requirement?
A: It is only required to be removed from the facility.
Q: What procedure should the contractor follow when a container contains non-cardboard material or other contamination? Must the material be collected and disposed of as mixed waste, or may the contractor notify the COR and decline collection until the contamination is corrected?
A: This has not been an issue. There are other dumpsters available for other types of trash.
Q: Does the Monday, Wednesday, and Friday schedule represent the complete required service? If additional or emergency pickups are requested, must they be included in the monthly price, or will they be separately authorized and priced?
A: Yes, we only require the arranged schedule for pickups.
Q: If the recycled cardboard generates commodity proceeds, rebates, or credits, may the contractor retain them, or must they be credited to the Government?
A: They will be credited to the Government by check.
Q: Incumbent contractor & contract #?
A: Hamilton Alliance is currently performing under contract 36C24622P0125.
