About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs, Network Contracting Office 6 in Hampton, Virginia. The amendment number is 0002, effective September 21, 2026, for solicitation 36C24626Q1007. The purpose of this modification is to answer questions that were submitted by offerors/bidders.

The amendment addresses three primary topic areas: allocation of equipment responsibilities, application of identified labor clauses, and cooling tower controller requirements. Regarding equipment, the contractor must provide all equipment, including installation and replacement, necessary to maintain proper chemical levels in cooling towers, and is responsible for all acquisition and replacement costs. For labor standards, the contract applies FAR 52.222-42 WG-9 with Employee Class 25210 (wage determination) and FAR 52.222-41. Monthly testing and reporting to the Contracting Officer's Representative is required. Concerning the existing Nalco cooling tower controller, if a new controller is needed during contract performance, the contractor bears the cost for both the equipment and installation. Offerors must acknowledge receipt of this amendment prior to the specified hour and date by completing items on the form, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

CONTINUATION PAGE

Allocation of Equipment Responsibilities

1. Please clarify the allocation of equipment-furnishing responsibilities between the Government and contractor, including what the contractor must furnish and what the Government will make available for performance (including installation or replacement).

Contactor must provide all equipment (including installation or replacement) to maintain proper levels of chemicals in the cooling towers.

2. Please identify any equipment acquisition or replacement costs required in the evaluated price. Contractor will be responsible for all acquisition and replacement costs.

Application of the Identified Labor Clause

1. Please identify the labor-standards requirements, if any, applicable to the work described including any governing wage determination (including number and revision and the work to which it applies) offerors must use in preparing their services. In C.5 52.222-42 WG-9 with Employee Class 25210. It is also in Attachment A.

2. Please clarify whether FAR 52.222-41 is intended to apply to such work. Yes.

3. Please specify the activities’ required performance frequency, triggering events, and completion or acceptance criteria, including whether such activity may be ordered separately. Tests shall be done monthly and those reports sent to the COR over contract.

4. The existing Cooling Tower Controller is a Nalco Controller and is proprietary, meaning no other contractor can utilize it if they are awarded the contract, and the controller will need to be replaced if awarded to a contractor other than Nalco. Paragraph 2 of the Technical Requirements, under Chemical Feed Equipment Support, states that the contractor is to “replace tubing, fittings and injection quills when worn and provide recommendations for necessary upgrades.”

1. Question: While we are prepared to maintain and repair the existing equipment under the contract, will the VA purchase the new controller separate from the contract, as we would essentially be recommending it as an upgrade, or do we have to include it in our fixed annual pricing? The intent would be to install a “universal” controller that the VA would own, and any contractor could use, should contractors change again in the future. This also levels the playing field on future bids.

1. If a new controller is needed that would be a cost to the contractor for the installation and equipment.
