About this file
This is a Standard Form 1449 Solicitation/Contract/Order for Commercial Products and Services issued by the Department of Veterans Affairs Network Contracting Office 6 for the W.G. "Bill" Hefner Salisbury VA Medical Center. The solicitation requests a Respiratory Educational Package, an all-in-one mobile respiratory training station featuring a realistic breathing simulator (ASL 5000r) combined with a respiratory unit and associated consumables, warranty, and clinical consultation services. Seven line items are specified: the respiratory educational package itself, a bundle of high-consumables, an uninterruptible power supply option, a one-year extended warranty, one day of customer site clinical consultation, hourly clinical consultation services, and a two-year service plan with calibration.
The solicitation is unrestricted with a 100 percent small business set-aside under the Service-Disabled Veteran-Owned Small Business (SDVOSB) program. The offer due date is August 20, 2026, at 10:00 AM EST, with contract award/effective date of August 17, 2026, and delivery required by December 31, 2026, on an FOB Destination basis. Payment terms are Net 30. Quotes must be submitted via email to Amy Balicat (Amy.Balicat@VA.GOV), with technical questions due by August 18, 2026, at 1:00 PM EST. The evaluation criteria prioritize technical approach and authorized distributor status, with price as the sole determining factor for award. The respiratory simulator must meet extensive technical specifications including realistic breathing mechanics, dual display interface, clinical scenario capabilities for 90+ lung modes, compatibility with real ventilators, CPR training capability, and compliance with VA directives and Joint Commission standards. All deliverables must be completed within 45 calendar days from contract award, including installation, setup, initial staff training, and documentation. The contractor is responsible for coordinating with the VA Medical Center's Simulation Training Coordinator and BIOMED personnel.

Statement of Work Description of Services:
The W.G. (Bill) Hefner Salisbury VA Medical Center is seeking to purchase a brand name or equal Respiratory Educational Package. The respiratory training system provides comprehensive simulation capabilities for ventilator management, including weaning, lung recruitment, Positive End-Expiratory Pressure (PEEP), and patient-ventilator synchrony. It enables training in critical airway and thoracic procedures such as intubation, needle decompression, tracheotomy, and chest tube insertion. Additionally, the system supports instruction and practice in Cardio Pulmonary Resuscitation (CPR) and other essential psychomotor skills, equipping clinicians with hands-on experience in a range of respiratory interventions.
Background:
The Salisbury VA Medical Center’s Respiratory Clinic requires advanced simulation and training equipment to optimize staff competency, patient safety, and the quality of respiratory therapy care. The Respiratory Educational Package is specifically designed for respiratory education, providing realistic simulation of human breathing mechanics and interactive scenarios to support hands-on learning for clinicians.
Scope of Work:
· Procure and deliver one (1) Respiratory Educational Package to the designated simulation training room.
· Set up the simulator and software, ensuring it is ready for use and integrated with existing training infrastructure.
· Provide initial in-service training for clinical instructors and staff on package operation and educational use.
Technical Requirements:
Brand name or equal package must meet the following salient specifications:

· Must have a breathing simulator that with realistic breath profiles must include physiological responses.
· Must realistically simulate human respiratory mechanics including compliance, resistance, and spontaneous breathing.
· Must have a Dual Display Interface
· Must include both instructor and learner screen interfaces.
· Simulation must have spontaneous breathing no less than 0-100 bmp.
· Simulation must meet patient effort 0-50 cm H₂O
· Simulation must PEEP at any level with lung compliance no less than 0.5–250 mL/cmH₂O.
· Respiratory Simulator must provide 1-2 lung compartment modeling, that must have separate inspiratory and must have expiratory resistance.
· Must provide tidal volume of no less than 2ml-2.1L that must include neonate to adult patient models.
· Software with Clinical Scenarios:
· Respiratory Simulator must allow creation, demonstration, and assessment of ventilation and respiratory therapy scenarios.
· Respiratory simulation must have scenario flexibility for no less than 90 lung modes that must provide ranges for neonatal to adult.
· Respiratory simulation must include a library of waveforms, images and sounds.
· Respiratory simulation must provide unlimited patient outcomes via simultaneous activation of long model parameters and physiology.
· Procedures Trained:
· Respiratory simulation must have ventilator management that must provide weaning, lung recruitment, PEEP (Positive End-Expiratory Pressure), patient-ventilator synchrony.
· Respiratory simulation must provide intubation, must provide needle decompression, must provide tracheotomy, and must provide chest tube insertion.
· Respiratory simulation must train CPR (Cardio Pulmonary Resuscitation) and other psychomotor skills.
· Integration:
· Respiratory simulation must work with any real ventilator, BiPAP (Bilevel Positive Airway Pressure) and CPAP (Continuous Positive Airway Pressure) device.
· Respiratory simulation must simulate complex conditions Acute Respiratory Distress Syndrome (ARDS), Chronic Obstructive Pulmonary Disease (COPD), emphysema, cystic fibrosis, pneumothorax, pneumonia, bronchospasm, and the process of weaning from paralysis, as well as additional clinically relevant respiratory conditions as required.
· Training and Certification:
· Respiratory simulation must provide virtual training that must provide interactive web conferences and must be approved for no less than 2 hours of CRCE (Continuing Respiratory Care Education).
· Respiratory simulation must provide customer site training with instructor-led sessions at the Salisbury VA Medical Center location, approved for nine contact hours of CRCE (Continuing Respiratory Care Education) credit, in accordance with project requirements.
