The VA is pursuing this sole-source award under 38 U.S.C. 8103(h)(1), which authorizes non-competitive procedures for leases with academic affiliates to acquire space for providing healthcare resources to Veterans. The lease requirement specifies a minimum of 25,000 rentable square feet (RSF) with a maximum of 25,071 RSF of office space located within a delineated area in Chesterfield, Virginia bounded by Beach Road, Nash Road, Morrisett Road, and Kimlynn Trail. The Government intends to negotiate a firm-fixed-price contract with a 10-year lease term comprising a 5-year firm fixed-price period followed by 5 additional soft terms, with required occupancy on or before October 1, 2028. All services, supplies, utilities, and tenant alterations are to be provided as part of the rental consideration.
