About this file

This is an amendment to solicitation 36C24626Q0892 for groundskeeping services at Durham VA Medical Center, issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia. The amendment extends the offer submission deadline to October 6, 2026 at 12:00 PM EDT and provides answers to technical questions and a site map. Key service requirements include turf maintenance with 18 annual mowing cycles occurring every two weeks during the March-October growing season; edging of approximately 9,101 linear feet every other mowing cycle; one annual aeration service for approximately five acres of improved turf; one annual mulch application at four inches depth using Timberline brown mulch; one annual fall fertilizer application; organic weed control throughout the property; five-day-per-week trash and debris policing with dumpster availability on-site; dead-animal removal of all sizes; routine tree pruning only without responsibility for hazardous tree removal; and snow and ice management services with 24/7 weather monitoring capability and on-site salting prior to snow and ice events using Robo-melt all natural ice melter, with the contractor responsible for furnishing all salt and deicer materials.

The Government will provide water for irrigation with hose bibs available throughout improved areas, and restroom facilities are available inside the main hospital for contractor personnel. The amendment notes that a revised cost/pricing schedule will be issued in a subsequent amendment to clarify pricing methodology, as the current schedule lists each line item with a quantity of one unit but requires clarification on whether contractors should price individual services or the total annual contract requirement. Historical incumbent workload data is not available as services were previously performed in-house. The solicitation is for a 12-month base year beginning October 1, 2026, and contractors must acknowledge receipt of this amendment prior to submission.

yes Price Schedule / Quantity Clarification The price schedule lists each CLIN with a quantity of 1 EA. Please clarify how contractors should price these line items. The schedule is being changed.

For example, for CLIN 0001, Turf Maintenance, should the contractor enter:

· the price for one individual service, with the Government later ordering the required number of services; or

· the total price for the entire contract period, including all required services during the 12-month Base Year?

· If the intent is for contractors to price the full annual requirement, please confirm that the Unit Price and Amount should reflect the total price for all services required from October 1, 2026 through September 30, 2027, even though the quantity is listed as 1 EA.

Example: if the contractor's monthly price is $500, should the amount entered for the CLIN be $6,000 for the 12-month period, rather than $500?

Please clarify the intended pricing methodology and actual service quantities so all offerors are pricing the requirement on the same basis.
