About this file

This is Amendment 0001 to Solicitation 36C24626Q0792 issued by the Department of Veterans Affairs, Network Contracting Office 6, located in Hampton, Virginia. The amendment provides answers to nine contractor questions regarding a building renovation project for resident kitchens at Building 42, with no extension to the offer receipt deadline.

The primary clarifications address scope of work and documentation requirements. Testing laboratory services and special inspections are not required under this contract. No additional scaled construction drawings will be issued beyond the current Not-To-Scale plans, as the project involves installation of modular casework per VA National Healthcare Furniture IDIQ minimum technical requirements rather than custom fabrication. Plumbing plans will not be provided since no plumbing work is required; contractors must leave all existing plumbing and electrical connections intact and undisturbed per Section 3.1. Detailed elevation drawings for equipment and countertops will not be issued; manufacturer submittals will govern layout and dimensions. The solicitation does not designate specific laydown yards, dumpster locations, or contractor parking areas; material staging will be coordinated with the Contracting Officer's Representative (COR). Existing appliances shown on drawings will be reused rather than replaced. The amendment explicitly rejects a proposed substitution of Level 1 Quartz for the specified Corian Solid Surface countertop material. The amendment also includes mandatory infection control requirements (Class I, II, and III classifications), station badging procedures requiring valid ID, negative TB screening within 90 days, OSHA 10-hour training certification, and prohibitions on weapons, drugs, tobacco, alcohol, and animals on federal property.

Questions and Answers

1. Please confirm that any Testing Laboratory Services will be covered by the VA and not the awarded contractor.

No testing laboratory services are required or applicable for this contract. The PWS contains no requirements for material testing, laboratory analysis, or any other third-party testing services. No testing laboratory services are required of the contractor.

2. Please confirm any Special Inspections will be covered by the VA and not the awarded contractor.

No special inspections (structural, geotechnical, materials, etc.) are referenced or required in the PWS.

The only inspections are standard COR monitoring and performance verification noted in Section 11.0.

3. Please confirm how long the overall time to obtain a badge should take as described in spec section 01 00 00 form the time the initial paperwork is submitted until the time the badge is in the employees hands

Contractor personnel must comply with VA security requirements (Section 9.0). See Station Badging and

Miscellaneous below.

4. The plans currently are NTS (Not To Scale). Can proper scaled plans be released in an amendment?

Under Section 5.0 (Government-Furnished Information), the VA will provide only the documents necessary to perform the work. The PWS does not require scaled construction drawings because the project consists of finish removal and installation of modular casework—not custom fabrication requiring detailed scaled drawings. No amendment will issue scaled drawings unless VA determines additional clarity is needed. Drawings are for general intent and are not to be used for scaling. Contractor will verify on site.

5. There are currently no plans or specs for plumbing but there would have to be something to show the connections for the new equipment. Are these plans being added via amendment ?

No plumbing work is required under this contract. Section 3.1 specifically states: “Leave all existing plumbing and electrical connections intact and undisturbed.” No new plumbing work, rerouting, or equipment connection modifications are included. Therefore, plumbing plans or specs will not be issued.

6. There are currently no plans that show elevations heights for equipment or countertops and cabinets or sinks etc. Are these plans being added via amendment ?

Since the project requires installation of modular casework per the VA National Healthcare Furniture IDIQ minimum technical requirements (Section 3.1) and not custom-fabricated built-in components, detailed elevations are not required by the PWS. Only manufacturer submittals (Section 3.4) will govern layout, dimensions, and configurations. Contractor will verify on site.

7. There are currently no plans that show anywhere for laydown yard or dumpsters or parking for contractor and subcontractors working on this job. Are the plans being added via amendment ?

The PWS does not identify or require a designated laydown yard or contractor dumpsters. Material staging will be coordinated with the COR as part of the site access and protection requirements (Sections

3.2, 7.0, and 8.0). Contractor parking follows standard VA campus parking rules.

8. The appliances on the drawings are not shown to be replaced currently. Are they being reused in the new kitchen at this point, or is the VA buying appliances directly ? Or will the contractor have to buy appliances. If that is the case, we need a list of appliances to buy with model numbers / specs.

No appliance replacement is included in this contract. Appliances currently on the drawings are existing equipment and will be reused. Section 3.1 of the PWS focuses solely on removal of casework/finishes and installation of modular casework and finishes.

9. We would like to submit a bid for the project Bldg 42 Resident Kitchens Service for the

Countertops scope. However, we noted that the specifications call for Corian Solid Surface material, which are currently outside our scope of work. We would like to inquire if we may propose Level 1 Quartz as an alternate material option for the countertops.

No.

1. INFECTION CONTROL:

a) Class I includes inspection and non-invasive activities, e.g., small scale removal of ceiling tiles and painting (but not sanding).

b) Class II includes small scale, short duration activities that create minimal dust, e.g., access to chase spaces or computer cables.

c) Class III includes any work which generates a moderate to high level of dust or requires demolition or removal of any fixed components or assemblies (e.g., removal of floor coverings).

1. All personnel will use a designated entry and exit site.

2. Only authorized personnel should be allowed to enter the area.

3. Doorways and walkways must be kept free of debris.

4. Appropriate personal protective equipment (PPE), such as hardhat, goggles for eye protection, face mask or shield, (possibly shoe covers, a hairnet, and a clean gown or Tyvek™ suit), will be donned before entering the site.

5. All PPE for infection prevention and control must be removed at the site of exit to prevent carrying dust to other areas within the facility. Clothes and shoes should be free of loose sand or debris once the PPE has been removed.

6. Walk-off mats will be placed at any entry/exit and must be changed frequently

(checked at least twice daily) to prevent tracking of dust/debris into clean areas.

Walk-off mats must be placed where they will not interfere with routine staff and patient traffic, e.g., immediately inside the area.

7. Contractor is responsible for keeping the entrance/exit zones clean. This may include wet/damp mopping and/or vacuuming with HEPA filtered vacuum at the end of each workday, or more frequently. Dry sweeping may not be performed because dust can accumulate in the building ventilation system or migrate into patient areas. However, under limited circumstances in locations sufficiently removed from patient areas, a wax-based sweeping compound, which has an NFPA Health Code of no higher than

Code 1, may be used to control dust during broom sweeping activities.

8. The Infection Control Practitioner will make periodic unannounced compliance rounds. Issues needing attention will be discussed and corrected as soon as possible.

9. No food or beverages should be taken into the area.

10. Dust will be vented to the outside of the building or personnel must use a HEPA-equipped air filtration unit 24 hours/day.

11. Proper containment of waste, i.e., using a tightly covered container, is mandatory.

12. Unless otherwise approved by the facility, the shortest exit route to the outside should be taken when waste is being transported.

13. Appropriate barrier systems for dust control must be in place before any service starts. A job in patient areas or hospital hallways taking 5 Minutes or longer to complete requires dust barriers and barricades.

14. Once the project has been completed, Infection Control will be invited to do a walk-thru inspection to ensure cleanliness in the area.

2. STATION BADGING AND MISCELLANEOUS:

1. To obtain a badge, each worker must go to COR and present the following:

a) a valid photo ID and one other form of identification such as a Social Security

Card

b) evidence of negative TB screening within 90 days prior to working on site

c) certification of OSHA 10-hour Safety training

d) Site superintendent/foreman for general contractor and subcontractors are required to have certification of OSHA 30-hour Safety training and other relevant competency training.

e) Site superintendents for general contractors are encouraged to obtain and maintain the U.S. Army Corps of Engineers Contractor Safety and Health

Requirements EM 385-1-1 40-hour Certification.

2. Workers may not drive or park on the grass without approval from the COR. The

Medical Center and its surrounding grounds are Federal property.

3. The following, which includes a partial list of forbidden items and practices forbidden on federal property, are strictly prohibited in the Medical Center buildings or on the campus:

a) Weapons: Knives, Guns, and/or anything that deemed a weapon by nature

b) Drugs of any kind

c) Tobacco and alcohol products

d) Animals of any species
