About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) for blood components and immunohematology reference laboratory testing services.

The Department of Veterans Affairs, Network Contracting Office 6, is seeking qualified contractors to supply FDA-approved blood components and immunohematology reference laboratory testing services to the Fayetteville VA Medical Center in Fayetteville, North Carolina. The solicitation number is 36C24626Q0726, with an offer due date of September 25, 2026, at 3:00 PM EDT. This is an unrestricted acquisition with a $40 million estimated value, using a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle with a five-year base period (October 1, 2026 through September 30, 2031) and one five-year option period. The principal NAICS code is 621991 (Blood and Organ Banks), and the product/service code is 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

Contractors must be AABB-accredited and FDA-licensed to provide 74 different line items including red blood cells, platelets, cryoprecipitate, plasma, autologous units, antigen-negative blood, reference laboratory testing (antibody identification, RBC antigen typing, HLA typing), and associated fees for shipping, STAT charges, and specialized handling. Delivery requirements include STAT orders within three hours and testing turnaround times of 12 to 24 hours depending on the service type. Monthly invoices in arrears will be submitted to the VA Financial Services Center via electronic presentment. Evaluation criteria include technical capability (maximum 10-page proposal addressing AABB licensure, U.S. Biologics licensing, competency training, and project plan), past performance (up to three relevant contracts from the past five years), and pricing. Questions must be submitted by 11:00 AM EST on September 23, 2026, to Jonathan Lamb at Jonathan.Lamb@va.gov.
