About this file

This is an Amendment to Solicitation/Modification of Contract (SF-30 Standard Form 30) for solicitation 36C24626Q0724, issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia. The amendment provides answers to 35 contractor questions and updates Section 8 of the Performance Work Statement for grounds maintenance services at the Charles George VA Medical Center in Asheville, North Carolina. Key clarifications include: certified payroll is required due to Service Contract Labor Standards applicability; OSHA 10 certifications are not mandated but OSHA compliance is required; E-Verify participation applies per VA policy; a dedicated Site Safety and Health Officer is not required; no site map is available but estimated quantities include approximately 600 shrubs/bushes and 200 trees; the campus is not fully enclosed by fencing; snow/ice removal materials (de-icer and salt) are Government-furnished while the contractor provides labor and equipment; overseeding, fertilization, and aeration are excluded from scope; and the unit of measure "JB" (job) represents one complete performance of the entire stated area for each Contract Line Item Number.

The amendment establishes detailed performance standards and Acceptable Quality Levels (AQLs) for all services: turf mowing (3–4 inches, 95% AQL), edging (95% AQL), debris removal (100% AQL), shrub maintenance (95% AQL), tree maintenance with minor pruning only (95% AQL), weed control in landscape beds and hard surfaces with pre-emergent and post-emergent applications (95% AQL), spring cleanup (95% AQL), weed eating (95% AQL), and snow/ice removal with 100% AQL and priority given to emergency routes and entrances. The contract is an Indefinite Delivery Contract (IDC) with services ordered via task orders based on good-faith estimated quantities that may vary. The contractor must provide a Quality Control Plan/Quality Assurance Plan within 30 calendar days after award. The contractor shall furnish all labor, equipment, fuel, tools, and materials except Government-provided de-icer/salt and must maintain a Turf and Ornamental Pesticide License at award and throughout performance. Monthly invoicing in arrears is required only for services performed, coordinated, and verified by the Contracting Officer Representative. The period of performance consists of one base year plus four option years beginning August 15, 2026.

CONTINUATION PAGE

Grounds Maintenance Questions:

1. Will certified payroll be required for invoicing under this contract?

a. This solicitation is subject to Service Contract Labor Standards (SCLS) and may be subject to Department of Labor audits for compliance.

2. Are OSHA 10 certifications required for contractor personnel? Based on our experience with a recent Asheville VA contract, we understood that, if required, OSHA 10 certifications must have been issued within the past five years. Could you please confirm whether that is correct?

a. No. OSHA 10 certification is not required under this contract. However, contractor personnel must comply with all applicable OSHA regulations, VA safety requirements, and required PPE provisions while performing work on VA property. Therefore, the five-year certification requirement does not apply.

3. Will all contractors be required to participate in E-Verify?

a. Per VAAR 852.204-70 - The Contractor shall comply with current Department of Veterans Affairs policy for personal identity verification of all employees performing under this contract when physical access to VA facilities, and/or logical access to VA information and VA information systems is required.

4. Are there any specific insurance requirements that contractors must meet?

a. The contractor shall maintain all insurance required by applicable federal regulations and the terms and conditions of the solicitation. Proof of required insurance coverage must be provided before performance begins.

5. Will a Site Safety and Health Officer (SSHO) be required? If so, is the SSHO expected to be provided by the contractor or by the VA?

a. A dedicated Site Safety and Health Officer (SSHO) is not required under this contract. The contractor remains responsible for supervising its personnel and ensuring compliance with all applicable OSHA regulations, VA safety requirements, and PPE provisions.

6. Can the Government provide a site map, aerial image, or property boundary drawing identifying all areas included in this requirement?

a. A separately marked site map or aerial delineating each service area is not available. The quantities provided in the solicitation represent the Government’s estimates for those areas.

7. Can the Government provide the approximate average height and width of the shrubs/bushes and the average size (height, DBH, or canopy) of the trees requiring maintenance?

a. The shrubs, bushes, and ornamental trees vary in height, width, DBH, and canopy size throughout the campus. The Government does not have specific average measurements available. The estimated inventory includes approximately 600 shrubs/bushes and 200 trees.

8. Is the medical center campus fully enclosed by fencing?

a. No. The medical center campus is not fully enclosed by fencing.

9. Are there any detached, satellite, or non-contiguous areas included in the scope of work?

a. No. There are no detached, satellite, or non-contiguous locations included in this requirement. However, the scope includes designated grounds located both inside and outside the fenced portions of the medical center campus.

10. The PWS identifies mowing, edging, weed control, and seasonal services but does not mention overseeding, fertilization/liming, or aeration. Please confirm whether these turf management services are required and, if so, the expected application frequency.

a. Overseeding, fertilization/liming, and aeration are not included in the scope of this contract and are not required.

11. For snow and ice removal services, please confirm whether the contractor is responsible for furnishing all deicing materials (ice melt/salt), or if these materials will be provided by the Government.

a. The Government will provide the de-icer and salt required for snow and ice removal. The contractor shall furnish all necessary labor and equipment to apply the Government-provided materials and perform the required services.

12. Contract Type Clarification

a. This is an IDC contract and orders will be placed via task orders.

13. Unit of measure “JB”: Please define “JB.” For each affected CLIN, does one “JB” equal one complete service of the entire stated area (e.g., CLIN 0001 = one mowing of all 21.8 acres; CLIN 0002 = one edging of all 15,000 linear feet)?

a. “JB” means “job.” One JB represents one complete performance of the service for the entire quantity or area identified under that CLIN. For example, one JB under CLIN 0001 equals one complete mowing of all 21.8 acres, and one JB under CLIN 0002 equals one complete edging of all 15,000 linear feet. Payment will be based on completed and COR-verified jobs.

14. Estimated vs. guaranteed quantities: Are the CLIN quantities (e.g., Turf 32 JB, Weed Control 2 JB, Snow/Ice 5 JB) firm requirements, not-to-exceed ceilings, or good-faith estimates that may vary? Because 52.216-22 states the schedule quantities are estimates only and are not purchased by the contract, please identify the guaranteed minimum (quantity and dollar) and the estimated maximum for the variable lines.

a. The quantities listed for the individual CLINs are good-faith estimates for evaluation and planning purposes and may vary based on actual conditions and Government needs. They are not guaranteed quantities. Services will be ordered through task orders and paid only when requested, performed, and verified by the COR. The Contracting Officer will establish the guaranteed contract minimum and maximum ordering limitation in the solicitation and resulting award.

15. Payment Basis

a. Invoicing should be monthly in arrears and only include the work that was performed during that invoicing period.

16. Relationship between the seasonal CLINs and the Section 10 Task Orders: CLIN 0008 (Seasonal – Summer Weed Eating, 10 JB) and CLIN 0011 (Seasonal – Winter Snow and Ice Removal, 5 JB) appear to overlap PWS Section 10.1 (weekly weed eating) and Section 10.2 (as-needed snow and ice). Are these the same scope priced once, or separate/additional efforts? If separate, please clarify the distinction so we do not double-count.

a. CLIN 0008 and PWS Section 10.1 describe the same summer weed-eating service. Likewise, CLIN 0011 and PWS Section 10.2 describe the same snow and ice removal service. These are not separate or additional efforts and should be priced only once under their respective CLINs. The PWS sections provide the performance requirements, while the CLINs provide the estimated quantities and payment structure for task-order issuance.

17. Site map / aerial: Please provide a site map or aerial delineating the maintained areas, mowing zones, the 21.8 acres of turf, the 15,000 linear feet of edging, landscaped bed locations, and the snow/ice priority areas (roads, walks, entrances, lots, docks). This is the single most useful item for our grounds management plan, Gantt chart, annual schedule, and phase-in plan.

a. A separately marked site map or aerial delineating each service area is not available. The quantities provided in the solicitation represent the Government’s estimates for those areas.

18. Turf detail (CLIN 0001): Please confirm 21.8 acres is total mowed turf, whether it is all mowed each cycle, and any split between improved and semi-improved areas. Please confirm the growing-season window and expected mowing frequency underlying the 32 JB estimate.

a. The 21.8 acres represents the estimated total mowable turf area. All accessible designated turf areas are to be mowed during each complete service cycle; there is no separate pricing distinction between improved and semi-improved areas. The 32 JB quantity is an annual estimate based on approximately weekly mowing during the active growing season. Actual frequency may vary depending on weather, turf growth, and task orders issued by the Government.

19. Edging detail (CLIN 0002): Please confirm the 15,000 linear feet is the total of sidewalks, curbs, and bed edges combined, and that each JB covers the full 15,000 LF.

a. Confirmed. The estimated 15,000 linear feet includes the combined total of designated sidewalks, curbs, and landscape-bed edges. One JB represents one complete edging cycle covering the full estimated 15,000 linear feet.

20. Litter/debris (CLIN 0003): PWS Section 4 requires litter and debris removal during each visit (weekly), but CLIN 0003 is priced by the cubic yard (300 YD). Please clarify the billing basis: may we invoice only once a full cubic yard is removed, and how is the cubic-yard volume measured and verified for payment? Would the Government consider structuring this as a recurring weekly service instead? Also, is the 300 cubic yards an annual estimate, and does it include storm-event debris or is that separate?

a. The 300 cubic yards is an annual planning estimate. The contractor shall remove litter and debris during each scheduled visit and invoice only for the actual volume removed and verified by the COR. Fractional cubic-yard quantities may be invoiced; the contractor is not required to wait until a full cubic yard has accumulated. Routine litter and landscape debris are included under CLIN 0003. Debris resulting from a significant storm event will be handled separately and must be authorized by task order before removal and invoicing.

21. Shrub/hedge (CLIN 0004): This CLIN lists 600 bushes at a quantity of 1 JB. Is the scope to maintain the 600 bushes to a defined standard throughout the year, or is it a per-event trim? If maintained to a standard, please state the standard and the expected number of trimming cycles per year.

a. One JB represents one complete trimming cycle for the estimated 600 shrubs and hedges. The contractor shall trim them to maintain a healthy, neat, and uniform appearance; remove dead, damaged, or excessive growth; and prevent obstruction of sidewalks, entrances, signs, windows, and other facilities. The solicitation currently estimates one complete trimming cycle during the period of performance. Any additional cycles must be authorized through a task order.

22. Tree maintenance (CLIN 0005): This CLIN lists 200 trees at a quantity of 1 JB. How is this to be billed if fewer than 200 trees are pruned, or is this a year-round maintained standard? If a standard, please define it, define “minor pruning” (e.g., height/diameter limits, ground-level only), confirm whether it includes the crape myrtles and their annual pruning, and confirm that large-limb, hazard, or take-down work is excluded (or, if included, how it is ordered and paid).

a. One JB represents one complete minor-pruning cycle for the estimated 200 ornamental trees, including the crape myrtles. Minor pruning includes removing small dead, damaged, crossing, or low-hanging branches that can be safely accessed from the ground using standard grounds-maintenance equipment. The work also includes annual pruning of the crape myrtles. The estimated tree count is for planning purposes; the contractor shall service all designated trees requiring minor pruning during the authorized cycle.

23. Weed control (CLIN 0006): CLIN 0006 (950,000 sq ft) is not referenced in the PWS. The 950,000 sq ft closely matches the 21.8-acre turf area, yet PWS Section 4 describes weed control “in landscape beds and hard surfaces.” Please confirm the treated area (turf broadcast vs. beds/hard surfaces). If the intent is turf, please confirm whether it is pre-emergent or post-emergent — there is a significant cost difference between the two. Please also confirm the number of applications behind the 2 JB (e.g., one pre-emergent + one post-emergent) and any approved-product list, VA IPM plan, pre-notification, posting, or reporting requirements.

a. CLIN 0006 covers weed control in designated landscape beds and hard-surface areas—not broadcast treatment of the turf. The 950,000 square feet is a planning estimate of the overall maintained area and does not mean the entire turf area will receive herbicide treatment. The two estimated jobs represent one pre-emergent application and one post-emergent application. All products must be approved by the VA before use and applied in accordance with label requirements, the facility’s Integrated Pest Management requirements, and all applicable licensing requirements. The contractor must provide required advance notification, posting, application records, and SDS documentation.

24. Landscape-bed and hard-surface applications (PWS Section 4): PWS Section 4 requires applying both pre-emergent and post-emergent herbicides to landscape beds and hard surfaces. (a) What is the square footage of the landscape beds and of the hard surfaces to be treated? (b) Is the intent to apply pre-emergent to landscape beds only — not to hard surfaces, which are typically treated post-emergent only? (c) Which CLIN is this service billed under? There does not appear to be a dedicated CLIN for beds/hard-surface applications — is it intended to fall under CLIN 0006, another CLIN, or turf CLIN 0001?

a. Weed-control services for the designated landscape beds and hard surfaces will be billed under CLIN 0006. The Government does not have separate verified square-foot measurements for the landscape beds and hard surfaces. Pre-emergent herbicide shall be applied only in locations where its use is appropriate and permitted by the product label. Post-emergent herbicide may be applied to weeds in landscape beds and hard surfaces as needed. All applications require prior VA approval and must follow product-label and VA Integrated Pest Management requirements.

25. Snow and ice (CLIN 0011 / PWS 10.2): Please confirm the 5-event estimate, the activation trigger (e.g., accumulation threshold), the required response time after COR notification, the priority sequence of areas, any deicing-product restrictions, and whether a location on the facility is available to stage deicer and equipment/materials on site.

a. Five snow and ice events are estimated for the period of performance; actual needs may vary. Services will be activated by the COR based on forecasted or existing hazardous conditions rather than a specific accumulation threshold. The contractor must acknowledge notification promptly and report within two hours unless a different start time is provided by the COR. Priority will be given to emergency routes, main entrances, sidewalks, loading docks, roadways, and parking areas. The Government will provide the deicer and salt. No permanent on-site storage or staging area will be provided for contractor-owned equipment or materials.

26. Seasonal scope — Spring Cleanup (CLIN 0007, 1 EA): Please provide the exact statement of work for the spring cleanup — tasks included, areas covered, and the definition of one occurrence.

a. One spring-cleanup occurrence consists of a complete cleanup of all designated campus grounds, including turf areas, landscape beds, sidewalks, curbs, parking areas, fence lines, and building perimeters. Work includes collecting and removing accumulated leaves, sticks, branches, litter, dead vegetation, and other winter debris; cleaning landscape beds; and hauling the collected material off-site for proper disposal. One occurrence means completing these services throughout all designated areas and obtaining COR verification.

27. Seasonal scope — Fall Leaf Removal (CLIN 0009, 6 JB): Does fall leaf removal require hauling debris off site, or is there a location on site where leaves may be dumped? If leaves must be removed from the site, may the dump/disposal fees be billed under CLIN 0003 (litter and debris removal)?

a. Fall leaf removal includes collecting, loading, hauling, and properly disposing of leaves off-site. The Government will not provide an on-site dumping location. All labor, transportation, and disposal costs must be included in the price for CLIN 0009 and may not be billed separately under CLIN 0003.

28. Seasonal scope — Winter Debris Inspections (CLIN 0010, 5 JB): The PWS does not describe the winter debris inspection requirement. Please clarify the scope of work, what constitutes one inspection, and the areas covered.

a. One winter debris inspection consists of inspecting all designated exterior campus areas, including roadways, sidewalks, entrances, parking areas, loading docks, turf, landscape beds, fence lines, and building perimeters. The contractor shall identify and remove routine litter, branches, and other debris that could create a safety or access hazard and notify the COR of any condition requiring work outside the contract’s minor-maintenance scope. Five inspections are estimated and will be performed only when ordered by the Government.

29. The Performance Objectives table (Amendment 0001) lists AQLs for turf mowing, edging, debris removal, shrub maintenance, and leaf removal. Please confirm whether this table is the complete Quality Assurance Surveillance Plan, or whether a fuller QASP (with surveillance frequency and method, and consequences such as re-performance or payment deduction) will be provided.

a. The Performance Objectives table, together with the PWS requirements, constitutes the Government’s QASP for this requirement. The COR or designated VA personnel will conduct visual inspections during or following service performance. Deficiencies will be documented and may require corrective action or re-performance. Any payment deductions or other remedies will be handled by the Contracting Officer in accordance with the contract terms.

30. There are no published performance standards/AQLs for weed control, tree maintenance, spring cleanup, weed eating, or snow/ice removal. Please confirm the standards and acceptable quality levels the Government will use to evaluate those tasks.

The following performance standards and AQLs will apply:

a. Weed control: Designated areas treated as authorized, with no damage to desirable vegetation or unauthorized application — 95% AQL

b. Tree maintenance: Minor pruning completed without damage to trees, facilities, or surrounding property; debris removed — 95% AQL

c. Spring cleanup: Designated areas free of accumulated leaves, litter, branches, and winter debris — 95% AQL

d. Weed eating: Designated areas uniformly trimmed without missed areas or damage to trees, buildings, signs, fencing, or other property — 95% AQL

e. Snow and ice removal: Priority roads, sidewalks, entrances, loading docks, and designated areas cleared and treated within the required response period — 100% AQL

31. Contractor Quality Control Plan / QAP: The Special Contract Requirements state the QAP is due within 30 days after award. Please confirm the QCP/QAP is NOT required with the quote, and confirm the required delivery format and any required content elements post-award.

a. The contractor’s Quality Control Plan/Quality Assurance Plan is not required with the quote. It must be submitted electronically to the Contracting Officer and COR within 30 calendar days after award. At a minimum, the plan must identify the responsible quality-control personnel, inspection methods and frequency, performance documentation, procedures for identifying and correcting deficiencies, complaint-resolution procedures, and the process for ensuring all contract requirements are completed.

32. Government-furnished resources: Please confirm whether the Government will provide any of the following, or whether the contractor must furnish them: on-site equipment/materials staging or storage area, water access for equipment/mixing, on-site green-waste disposal or dumpster (or must the contractor haul off), electricity, and restroom access.

a. The contractor shall provide all labor, equipment, fuel, tools, and materials necessary to perform the work, except that the Government will provide de-icer and salt for snow and ice removal. The contractor may place one 30-yard dumpster in the designated grounds area near Building 11. The contractor is responsible for ordering the dumpster, paying all associated costs, and arranging for it to be emptied as needed. Limited water and restroom access will be available at locations designated by the COR. No permanent storage area or electricity will be provided. COR will designate which contractor restrooms that are applicable for use.

33. Badging and access: Please confirm the number of contractor personnel who can be badged, the lead time and process for VA badges/background checks, crew and equipment parking, and any escort requirements.

a. There is no predetermined limit on the number of contractor personnel who may be processed for access; however, badging should be limited to personnel assigned to perform the contract. The badging and background-check process will be coordinated after award in accordance with VA requirements, and processing times may vary. Contractor crews and vehicles must park in areas designated by the COR and may not obstruct patient, employee, or emergency access. Properly cleared and badged personnel will not normally require an escort. Personnel who have not completed the access process must be escorted when required by VA policy.

34. Work hours and patient-care restrictions: Please confirm normal work hours and identify any areas or times with restricted equipment use near patient-care buildings, and any after-hours access allowed for snow/ice response.

a. Routine work shall be performed Monday through Friday during normal facility business hours, with the specific schedule coordinated with the COR. Equipment use must not interfere with patient care, emergency operations, pedestrian access, or facility activities. The COR may restrict or reschedule noisy work near patient-care areas when necessary. After-hours or weekend access is permitted for authorized snow and ice response and other services specifically coordinated or requested by the COR.

35. Phase-in: Does the Government desire or allow a phase-in/transition period before the August 15, 2026 start (including any overlap with an incumbent), or does full performance begin on the first day of the period of performance? Any Government expectations for the phase-in timeline would help us build our plan.

a. There is no incumbent at this time.
