About this file
This is a Standard Form 30 Amendment to a federal solicitation issued by the Department of Veterans Affairs Network Contracting Office 6 (located in Hampton, Virginia) on July 22, 2026. Amendment 0001 to Solicitation 36C24626Q0718 provides responses to contractor questions and supporting documentation for the B77 B16 Asbestos Abatement project at Salem VA Medical Center. The amendment clarifies that the Government will provide the Project Monitor/Industrial Hygienist, including all project oversight, air monitoring, final-clearance sampling, laboratory analysis, and clearance documentation at no cost to the contractor. The confirmed scope of work includes removal of 250 square feet of tile and mastic and 96 linear feet of thermal system insulation (TSI) from Buildings 16 and 77, limited to removal, cleaning, disposal, and clearance only, with no replacement flooring, substrate repair, pipe re-insulation, or encapsulation required.
The amendment includes four attachments: floor plans for Building 16 (first floor) and Building 77 (basement floor), and 2010 asbestos reports for both buildings. The Government specifies that due to hospital infection control requirements, full containment must be constructed in each affected space for TSI pipe-insulation removal; glove-bag removal alone is not permitted. A critical clarification addresses Building 77 Room 5A (formerly Room 5B), directing offerors to reference Room 5B on the existing asbestos report and floor plan as those documents have not been updated to reflect the room renumbering. The amendment also notes that some spaces are difficult to access without removing plaster, such as Room 8, which requires a one-foot-wide by ten-foot-tall hole in the plaster chase for pipe access with no reconstruction required. Contracting Officer Daniel Spaulding issued this amendment.

CONTINUATION SHEET – AMENDMENT 0001
This amendment 0001 provides the following answers to questions, along with related attachments in support of those answers. Regarding the attachments:
1. Attachment “SAL-16-01AR First Floor” is a floor plan for Building 16.
2. Attachment “SAL-77-0BAR Basement Floor” is a floor plan for Building 77.
3. Attachment “Salem VA VAMC Building 16” is a 2010 asbestos report.
4. Attachment “Salem VA VAMC Building 77” is a 2010 asbestos report.
5. Note: The scope of work lists Building 77 room 5A. Room 5A used to be Building 77 Room 5B but was renamed at some point to Room 5A. On the asbestos report and the floor plan or Building 77, offerors should look at the space showing Room 5B as the available drawing and report have not been updated to reflect the change in room number.
6. Note: Some spaces are difficult to access without removing plaster (i.e. Room 8) or are otherwise obstructed.

QUESTIONS AND ANSWERS
1. Will the Government provide the Project Monitor/Industrial Hygienist, including project oversight, air monitoring, final-clearance sampling, laboratory analysis, and clearance documentation? If not, please identify which monitoring and testing services must be included in the contractor’s price.
RESPONSE: Government will provide Project Monitor/Industrial Hygienist, including project oversight, air monitoring, final-clearance sampling, laboratory analysis, and clearance documentation.
2. Can the Government provide any available photographs, measurements, floor plans, asbestos survey reports, and notes or clarifications for the affected areas in Buildings 16 and 77?
RESPONSE: See attached documents.
3. Please confirm whether the listed quantities of 250 SF of tile and mastic and 96 LF of TSI insulation represent the complete quantities to be abated.
RESPONSE: Those quantities are confirmed.
4. For Building 77, Room 8, please provide the approximate dimensions and construction of the plaster pipe chase and confirm whether reconstruction, patching, finishing, or painting is required after demolition.
RESPONSE: There will need to be a 1 foot-wide by 10 foot-tall hole put into the plaster chase to access the pipes. Reconstruction is not part of this contract.
5. Please confirm whether replacement flooring, substrate repair or preparation, pipe re-insulation, or encapsulation is required after abatement, or whether the work is limited to removal, cleaning, disposal, and clearance.
RESPONSE: Work is limited to removal, cleaning, disposal, and clearance.
6. For the TSI pipe-insulation removal, will the Government permit glove-bag removal methods, or must the contractor construct full containment in each affected room?
RESPONSE: Due to hospital infection control requirements, full containment is needed in each space. Typically, previous abatement contractors have built full containment and then still glove bagged to make clearance/clean up easier.
