About this file
This is a Special Notice of Intent for sole source award issued by the Department of Veterans Affairs, Network Contracting Office 6. The VA intends to award a sole source contract to The American Red Cross for the supply of blood and blood products to two medical facilities: Charles George VA Medical Center in Asheville, North Carolina and W.G. (Bill) Hefner Salisbury VA Medical Center in Salisbury, North Carolina. The American Red Cross has been identified as the sole source provider due to its ability to maintain blood products at regulated temperatures, ensure timely delivery, and provide optimal care for time-sensitive materials. The Red Cross must supply FDA-approved blood and blood products for level 1a and 1b requirements, serve as a reference laboratory for complex specimen analysis, and provide a minimum of three routine scheduled deliveries per week with capability for 24/7 emergency STAT blood product orders.
Interested vendors who believe they can meet these requirements may submit written objections by 10:00 a.m. EST on July 27, 2025, to Jo.Harris@va.gov. All responses must include company name, address, point of contact, phone number, SAM Unique Entity ID Number, and documentation of manufacturer authorization, authorized dealer status, authorized distributor status, or authorized reseller status. Supporting evidence demonstrating capability to comply with all stated requirements must be provided in sufficient detail. This notice explicitly states that no solicitation documents are available and that telephone requests will not be accepted.
