About this file

This is a Special Notice for a sole-source contract award by the Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 6. The Richmond Veterans Affairs Medical Center is seeking upgrades to the hardware and software of the ScriptPro Outpatient Pharmacy System. The procurement is classified under NAICS code 541519 (Other Computer Related Services) with an estimated contract value of $34.0 million on a Firm Fixed Price basis. The Government intends to award the contract to ScriptPro USA Inc., located at 5828 Reeds Rd, Mission, KS 66202, with an effective date on or about June 1, 2026. The sole-source justification is based on market research determining that this product is highly specialized and available only from a single source without unacceptable delay, duplication of cost, or alternative supply that would satisfy agency requirements.

Interested parties have a three-calendar-day window from publication to submit capability statements to the Contracting Specialist, NaTasha Hawkins, at Natasha.Hawkins@va.gov. Telephone inquiries will not be accepted. Respondents must identify their business classification (large, small, small-disadvantaged, 8(a), or woman-owned) and ownership status (U.S. or foreign-owned). Proprietary data submitted must be clearly marked, and the Government will not provide compensation for any information submitted. This notice is explicitly not a request for competitive quotes, and no formal solicitation will be issued. The response date/time is May 11, 2026, at 5:00 pm Eastern Time, and the notice will be archived 45 days after the response date. The contracting office is located in Hampton, Virginia (ZIP code 23667).
