About this file
This is Amendment 0001 to solicitation 36C24626Q0428, issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia on April 1, 2026, with an effective date of April 8, 2026. The amendment provides responses to vendor questions, clarifies scope requirements, adds new contract line items (CLINs), and incorporates a Contracting Officer's Representative (COR) clause.
The solicitation seeks Industrial Hygiene services for Indoor Air Quality (IAQ) assessment and sampling at six Western North Carolina VAMC facilities under a firm fixed-price contract for a base year plus four option years. The total scope comprises 20 visits per year across all six locations with no set distribution per facility. The base contract period runs from April 20, 2026 through April 19, 2027, with four option years extending through April 19, 2031. CLINs 0001, 1001, 2001, 3001, and 4001 cover standard industrial hygiene services at 20 visits per year; new CLINs 0002, 1002, 2002, 3002, and 4002 have been added for After Hours, Holiday, and Emergency Services with a fixed price of $5,000.00 not-to-exceed per option period. The amendment clarifies that additional sampling beyond the standard scope (two indoor and one outdoor sample per visit) requires formal contract modification authorized by the Contracting Officer; after-hours emergency response is addressed through the new emergency CLINs rather than premium pricing on the base rate; and subcontractor approval is a post-award requirement. The principal NAICS code is 541620 (Environmental Consulting Services) with product/service code R428 (Support - Professional: Industrial Hygienics).

VENDOR QUESTIONS & ANSWERS
1. Additional Sampling Scope: Our standard investigation methodology includes three air samples per visit -- two indoor samples and one outdoor control. In the event the COR requests additional samples beyond that standard scope during a single investigation, can the additional sampling costs be billed as an overage against the base CLIN, or would that require a separate contract modification?
The COR cannot authorize additional sampling. The CO must authorize the additional service before any additional services of any sort. A modification must be in place before any additional services can be started. If the vendor performs the services without the awarded modification, the contractor is doing it at their own expense. The Government did not authorize such services.
2. After-Hours and Holiday Emergency Response: The PWS requires a two-hour emergency response and notes that some work may be required outside normal business hours. The contract is firm fixed price per investigation. If the VA issues an emergency requirement outside normal business hours or on a federal holiday, is the per-investigation price the same, or is there a mechanism to address premium pricing for after-hours emergency response?
Additional CLINS have been added for After Hours, Holiday and Emergency services. Please refer to the updated Price/Cost Schedule in amendment 0001.
3. Subcontractor Approval: The solicitation states that any subcontractors must meet all requirements of the prime contractor and be approved by WNCVAHCS. Is subcontractor approval required prior to award, or is that process initiated post-award?
It will be Post-Award.
