About this file
This is an Amendment to a Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia for solicitation 36C24626Q0427. The amendment updates the price/cost schedule, Performance Work Statement, provides government responses to contractor questions, and extends the quote submission deadline from April 17, 2026 to April 21, 2026 at 12:00 PM EDT.
The contract is for annual regulated medical waste removal and disposal services at four Department of Veterans Affairs facilities in North Carolina: Charles George VAMC in Asheville, Franklin Community Outpatient Clinic, Rutherfordton Community Outpatient Clinic, and Hickory Community Outpatient Clinic. The scope includes removal, processing, and disposal of regulated medical waste (RMW), trace chemotherapy waste, and pathological waste—totaling approximately 105,000 pounds annually at Asheville (80,000 lbs RMW, 10,000 lbs trace chemo, 5,000 lbs pathological) and approximately 2,500 pounds combined at each of the three outpatient clinics. The price schedule itemizes services across a five-year period with a base contract year (May 1, 2026–April 30, 2027) and four optional years. Two line items appear for each period: item quantities in pounds for annual waste removal services and 140 each (ea) for additional service pickups or authorized emergency service events. Contractors must be licensed, maintain bodily injury and property damage liability insurance of at least $500,000 per occurrence, submit a medical waste removal plan for government approval, comply with EPA, OSHA, and state/local regulations, provide twice-weekly pickups at Asheville on Tuesdays and Thursdays, perform biweekly pickups at the three outpatient clinics, ensure container cleaning after each emptying, and obtain background clearance and security badges for personnel. The principal NAICS code is 562211 (Hazardous Waste Treatment and Disposal) with product/service code F108 (Environmental Systems Protection – Environmental Remediation).

MEDICAL WASTE REMOVAL ASHEVILLE VAMC 36C24626Q0427 QUESTIONS
1. Estimated Annual Quantities The price schedule indicates a quantity of 105,000 lbs annually; however, the Performance Work Statement references approximately 185,000 lbs at the Asheville VAMC alone, in addition to volumes at the outpatient clinics.
0. Can you please confirm the correct estimated annual total quantity to be used for pricing? Based on 11/1/2024-10/31/2025, a total weight of 80,282.8 was billed. The performance work statement has been updated to match the estimated quantity of 105,000/year which covers CGVAMC and all CBOCs.
1. Waste Stream Scope The general description references medical, chemotherapy, pathological, and pharmaceutical waste.
1. Can you confirm whether all four waste streams are included within the recurring services to be priced under the contract? Regulated Medical Waste (RMW), Trace Chemotherapy, and Pathological waste are the three wastes generated. I do not have any record of pharmaceutical waste being generated under this contract.
The current Performance Work Statement (PWS) includes medical, chemotherapy, pathological, and pharmaceutical waste. However, pharmaceutical waste is not generated at this facility under the current scope of services. The applicable waste streams for this contract are Regulated Medical Waste (RMW), Trace Chemotherapy, and Pathological waste.
1. CLIN Structure (EA Quantity Line Items) The schedule includes a separate line item with a quantity of 140 EA. Can you clarify what this line item represents (e.g., scheduled pickups, emergency services, or other service units), and how it is intended to be priced?
The 140 EA line item represents service-based units, specifically scheduled service occurrences (e.g., routine pickups and any authorized additional or emergency service events) rather than waste volume. Pricing for this line item is intended to cover per-service activities that are separate from the total annual poundage identified under the primary waste removal CLIN.
