About this file
This is an Amendment to Solicitation document (Amendment 0001) issued on March 10, 2026, by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia for solicitation 36C24626Q0387. The amendment provides answers to vendor questions regarding Emergency Well Network Water Testing Services for the Asheville VAMC under a Base + 4 Option Year Contract.
The amendment clarifies key operational parameters for the water testing services: only one discharge point (above ground, adjacent to the campus water storage tank) requires monthly testing despite seven wells existing in the system, as all wells are plumbed in series. Contractors must collect samples from this single discharge point and perform the full testing panel outlined in the Performance Work Statement. Lab reports are required within five days of each sampling event. Purge water disposal must comply with SWPPP standards, with runoff directed to the storm system once any sediment is contained. Testing methods are the contractor's responsibility, with no specific analytical methods mandated at this time. There is no incumbent contractor, and this is not a follow-on to a previous contract. The amendment confirms that all other terms and conditions of the original solicitation remain unchanged.

Vendor Questions & Answers
1) How many wells need to be tested on a monthly basis?
While there are (7) wells in the system, only one discharge point will need to be tested.
2) How do the wells need to be tested? Using low flow sampling methods?
All wells are plumbed in series. A sample from the single discharge point will be taken.
3) Can you send over the details of the wells, such as total depth and water levels?
Unnecessary. Discharge point for well water sampling is above ground.
4) What are your requirements for purge water disposal?
SWPPP. No additives are included in the discharge water at this time so runoff can go to storm system once sediment (if any present) is contained.
5) Are you referring to ferrous and ferric iron when you list ferrous and ferric materials in the analytical list?
Ferrous
6) Is the final report required within 5 days of sampling? Or is the lab report required within 5 days and the final report is to be submitted later?
Lab report required within 5 days of each sampling.
7) Is there an incumbent? If so, please provide the total contract value, length and number. No
8) Is the scope of work the same as the previous contract? Not applicable
9) Can the government confirm the number of sampling locations within the emergency well network that will require testing during each monthly sampling event? One discharge point.
10) Will each sampling location require the full testing panel listed in the Performance Work Statement during each monthly testing event? See response to question 9. All testing criteria listed in the PWS is required.
11) Where on site are the sampling services to take place? Please provide a map of the locations on site where the sampling services are to be performed. At the discharge point immediately adjacent to the campus water storage tank.
12) The solicitation lists ferrous and ferrous materials. Can you be more specific of what you mean by ferrous and ferrous materials? What kind of ferrous and ferrous materials?
See response to question 5.
13) Are there any specific analytical methods being requested for this opportunity?
None at this time.
14) As it relates to pH, free and total chlorine, how do you want us to go about testing those? As the shelf life of chlorine when taking samples to test it, is approximately fifteen minutes hence the samples not being accurate by the time we get back to the lab or you ship them to our lab. And the pH is up and down, so how would you want that to be tested?
Testing methods are the responsibility of the contractor.
