About this file
This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 6, Network Contracting Office 6, located in Hampton, Virginia. The amendment addresses the last round of technical questions submitted by offerors regarding solicitation 36C24626Q0385 for G004--New Transitional Housing Contract, which involves correcting the price/cost schedule, making changes to the Performance Work Statement (PWS), and providing clarification on facility requirements.
The amendment clarifies two key technical questions: (1) permanently sealed windows are acceptable provided the facility is fully code-compliant and equipped with a commercial HVAC/mechanical ventilation system, meaning operable windows are not required in all resident rooms; and (2) each Veteran bedroom does not require a private bathroom, and shared community bathroom facilities are acceptable as long as they meet all applicable privacy, sanitation, ADA, and life safety requirements outlined in the solicitation, with the exception that facilities housing both males and females must have separate male and female bathrooms. Offerors are required to acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by completing the amendment form, acknowledging receipt on each copy of the offer submitted, or by separate written or electronic communication referencing the solicitation and amendment numbers. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

1. The Statement of Work indicates that facility windows and doors must be able to open and close in accordance with manufacturer standards. Would a facility with permanently sealed windows that is fully code-compliant and equipped with a commercial HVAC/mechanical ventilation system be considered acceptable, or are operable windows required in all resident rooms? Yes, as long as it’s in compliance.
1. Does the VA require each Veteran bedroom to have a private bathroom, or are shared bathroom facilities acceptable provided they meet all applicable privacy, sanitation, ADA, and life safety requirements outlined in the solicitation? No, each veteran doesn’t need their own bathroom and can have a community bathroom, unless it houses both males and females, then there would have to be male and female separate bathrooms.
