STATEMENT OF WORK

1. General:

1.1. Department of Veterans Affairs has an inherent need for the replacement of seven (7)

Air Handling Units in Bldg 42, which serves Building Houses, Audiology, Speech, Sleep Lab, and Community Living services. The AHU’s are at their useful end of life.

2. Architectural:

2.1. Temporary openings large enough to accommodate the transfer of equipment in and out of the mechanical rooms will need to be constructed for several mechanical rooms.

Intent will be to use existing louver openings where removal and/or installation through existing mechanical room doors is infeasible.

3. Fire Protection

3.1. Any fire-wall penetration will be resealed within this project, and smoke separations will be protected during demolition.

3.2. Global fire alarm signals will be incorporated into new AHU controls to shut down

HVAC.

3.3. Renovated Air Handling Units (AHUs) over 2,000 CFM will be provided with supply duct smoke detectors. AHUs over 15,000 CFM will be provided with return duct smoke detectors at the return air entrance branch from each floor served. AHUs over 15,000 CFM and serving a floor or floors beyond that of the mechanical room will be provided with smoke dampers in AHU supply and return mains. Duct smoke detectors and smoke dampers will be tied into the fire alarm system described above.

4. Structural

4.1. The building is a three-level building located in Salisbury, North Carolina. Main structural system is structural steel. The ground floor is concrete slab-on-grade. 1st and 2nd floors are concrete slab on composite metal deck on composite steel wide flange beams which are supported on steel wide flange columns. The roof is built-up roofing over “Perlite” on roof deck supported on wide flange beams, girders and columns. The lateral system is X-braced steel frames. The foundation is concrete spread footings.

4.2. This new project consists of removing and replacing interior air handling units (AHU’s) on all three floors. The drawings indicate that HVAC areas are designed for 150 psf live loads. The proposed new AHU’s are of similar size and weight as the one’s being replaced. They typically weight less than 90 psf which includes the required 4” concrete curb. No new floor penetrations are planned.

4.3. During the removal and replacement of these units, new temporary AHU’s will be placed on the roof and connected to existing duct work. No additional penetrations on the roof are anticipated.

5. Plumbing:

5.1. Existing floor drains will be reused to receive condensate discharge from cooling coil and humidifier drain pans.

6. HVAC:

6.1. Seven air handler units have been identified within the scope of the project. To meet VA epidemic mode guidelines, four of the seven will be designated 100% OA (serving CLC); and three are non-designated spaces so they will be designed as required to heat and cool the space with mixed return air.

6.2. For epidemic mode units, return air systems are provided with a normal path and a bypass path through a HEPA filter in order to discharge through existing relief terminals.

6.3. Rigging and loading of the new units was assessed based on current selections. All units have been selected to knock down to modular sections, the largest of which can fit through a 72” wide by 84” tall double doorway. AHU-4, 5, 6, and 7 are on the ground floor which is slab on grade so those new units can be brought in at grade piece by piece and through their respective mechanical room entrances. The exception is AHU-5 which has a choke point smaller than 72” between the exterior entrance and the mechanical room. A wall in the corridor with single door will be temporarily removed to allow the new AHU-5 pieces through and rebuilt following installation.

6.4. AHU-1 is located on the first floor and has an intake louver sized at 72” wide by 88” tall.

The design proposes to temporarily remove this louver to crane the new unit in pieces then reinstall it. AHU-2 and 3 similarly have a 72” wide by 88” tall louver in the side of the mechanical room and the same approach is proposed.

6.5. AHU-1 is located in room 1D-133. This AHU serves a CLC space, so it will be designed for 100% OA. The existing condensate pump in this room will be replaced along with the AHU. The new pump will be steam powered. Mechanical piping and ductwork will be demolished back to the point of entry into the mechanical room and routed new to and from the new AHU. The return fan currently serving this unit is on level 2 and will be replaced as part of the scope to coincide with new required CFM with additional HEPA filtration and switchover controls for epidemic mode exhaust through existing relief path.

6.6. AHU-2 is located in room 2A-124. This AHU serves a CLC space, so it will be designed for 100% OA. Mechanical piping and ductwork will be demolished back to the point of entry into the mechanical room and routed new to and from the new AHU. The existing external return fan will be replaced with HEPA filtration and switchover controls for epidemic mode exhaust through existing relief path. Being located on the second floor, this unit has gravity steam condensate drainage and does not require a condensate return pump.

6.7. AHU-3 is located in room 2A-124. This AHU serves support office space, so it does not need to be designed for 100% OA. Mechanical piping and ductwork will be demolished back to the point of entry into the mechanical room and routed new to and from the new AHU. The existing external return fan will be demolished and the new unit will incorporate an integral return fan section. Being located on the second floor, this unit has gravity steam condensate drainage and does not require a condensate return pump.

6.8. AHU-4 is located in room BB-102. This AHU serves a CLC space, so it will be designed for 100% OA. This unit discharges humidifier condensate directly to the main plant receiver and condensate pump. Mechanical piping and ductwork will be demolished back to the point of entry into the mechanical room and routed new to and from the new AHU. The return fan currently serving this unit is on level 2 and will be replaced with additional HEPA filtration and switchover controls for epidemic mode exhaust through existing relief path.

6.9. AHU-5 is located in room BC-144. This AHU serves a CLC space, so it will be designed for 100% OA. The existing condensate pump will be replaced along with the AHU. New pump will be steam powered. Mechanical piping and ductwork will be demolished back to the point of entry into the mechanical room and routed new to and from the new AHU. The return fan currently serving this unit is on level 2 and will be replaced with additional HEPA filtration and switchover controls for pidemic mode exhaust through existing relief path.

6.10. AHU-6 is located in room BC-133. This AHU serves atrium space, so it will not be designed for 100%. The existing condensate pump will be replaced along with the AHU. New pump will be steam powered. Mechanical piping and ductwork will be demolished back to the point of entry into the mechanical room and routed new to and from the new AHU. A return fan is not required for this unit due to the very short return path to sidewall registers in the atrium. Existing unit does not have a return fan. The existing rooftop exhaust fan will be utilized for relief during economizer mode. VFD and controls will be added to the existing fan under the scope while also incorporating existing smoke evacuation controls.

6.11. AHU-7 is located in room BB-110. This AHU serves atrium space, so it will not be designed for 100% OA.

6.12. Two chilled water pumps in Room BB-110 will be replaced.

6.13. The existing hot water system will be replaced with a glycol water system to ensure freeze protection. Two hot water pumps and two heat exchanger pumps will be replaced and a glycol makeup unit added.

6.14. The steam system will be upgraded with a new pressure reducing valve tree at the service entrance, replacement of 8 steam traps, and replacement of 5 condensate pumps.

6.15. All new HVAC equipment will be tied into Schneider Electric’s DDC system.

7. Electrical:

7.1. Existing circuits will be re-used from panels such as MCC GS and panels GWH, GWL, 1NH, 2NH, and 2SH. Power for the temporary AHU equipment will be from a temporary roof top panel powered from MCC MSP 2C. This panel will provide power for the AHUs, roof top fans, and construction power.

7.2. The rooftop lightning protection system will be inspected and upgraded as necessary.

8. Phasing:

8.1. Temporary AHUs, located on the roof, will be used to maintain service to Building 42 while the existing AHUs are replaced. All utilities for the temporary AHUs will be roughed in and accepted by the VA prior to temp AHU delivery. Temp AHUs will be provided full network controls tied into the campus BAS and will be turned over to the VA for monitoring and upkeep during the main unit replacements.

8.2. Structural analysis has been performed and confirmed the roof is capable of supporting the proposed temporary AHUs if located properly over beams and girders. It is proposed to bring utilities centrally from the main pump room on the ground floor. Full sized stub-outs will be installed in the mains during outages for pump and PRV replacement. These will be used to feed the temporary AHUs and will be left in place after the project to provide emergence roll-up chiller or boiler connections. Air delivery ductwork will be routed through roof and louver openings into respective mechanical rooms to connect to existing supply and return mains during the bulk of unit replacement duration. Some brief and unavoidable outages will be required to switch over systems and finalize connections.

8.3. New AHU-6 and 7, rated for outdoor use, will be used as the temporary units for AHU-1 through 5 replacement, then moved into final positions on the ground floor. As AHU-6 and 7 do not include return fans, temporary utility set return booster fans will be provided to overcome long duct runs over the roof. The temporary AHUs 6 and 7 on the roof will be centrally located and phased to supply all five critical AHU replacements, allowing one centralized utility and controls rough-in at the outset of the project, with only air delivery (ductwork) being migrated between phases.

9. Period of Performance:

9.1. Estimated construction duration is 700 calendar days, including weekends and holidays.

10. Warranty:

10.1. The contractor will provide one (1) year of construction warranty with interim warranty checks at 4 and 9 months.

3.2 52.209-13 VIOLATION OF ARMS CONTROL TREATIES OR AGREEMENTS—

CERTIFICATION (NOV 2021)

(a) This provision does not apply to acquisitions at or below the simplified acquisition threshold or to acquisitions of commercial products and commercial services as defined in Federal

Acquisition Regulation 2.101.

(b) Certification. [Offeror shall check either (1) or (2).]

_____ (1) The Offeror certifies that—

(i) It does not engage and has not engaged in any activity that contributed to or was a significant factor in the President’s or Secretary of State’s determination that a foreign country is in violation of its obligations undertaken in any arms control, nonproliferation, or disarmament agreement to which the United States is a party, or is not adhering to its arms control, nonproliferation, or disarmament commitments in which the United States is a participating state. The determinations are described in the most recent unclassified annual report provided to Congress pursuant to section 403 of the Arms Control and Disarmament Act (22 U.S.C.

2593a). The report is available at https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/; and

(ii) No entity owned or controlled by the Offeror has engaged in any activity that contributed to or was a significant factor in the President’s or Secretary of State’s determination that a foreign country is in violation of its obligations undertaken in any arms control, nonproliferation, or disarmament agreement to which the United States is a party, or is not adhering to its arms control, nonproliferation, or disarmament commitments in which the United States is a participating state. The determinations are described in the most recent unclassified annual report provided to Congress pursuant to section 403 of the Arms Control and Disarmament Act

(22 U.S.C. 2593a). The report is available at https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/; or

(2) The Offeror is providing separate information with its offer in accordance with paragraph (d)(2) of this provision.

https://www.sam.gov/ https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/ https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/ https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/ https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/ https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/ https://www.state.gov/bureaus-offices/under-secretary-for-arms-control-and-international-security-affairs/bureau-of-arms-control-verification-and-compliance/

(c) Procedures for reviewing the annual unclassified report (see paragraph (b)(1) of this provision). For clarity, references to the report in this section refer to the entirety of the annual unclassified report, including any separate reports that are incorporated by reference into the annual unclassified report.

(1) Check the table of contents of the annual unclassified report and the country section headings of the reports incorporated by reference to identify the foreign countries listed there.

Determine whether the Offeror or any person owned or controlled by the Offeror may have engaged in any activity related to one or more of such foreign countries.

(2) If there may have been such activity, review all findings in the report associated with those foreign countries to determine whether or not each such foreign country was determined to be in violation of its obligations undertaken in an arms control, nonproliferation, or disarmament agreement to which the United States is a party, or to be not adhering to its arms control, nonproliferation, or disarmament commitments in which the United States is a participating state. For clarity, in the annual report an explicit certification of noncompliance is equivalent to a determination of violation. However, the following statements in the annual report are not equivalent to a determination of violation:

(i) An inability to certify compliance.

(ii) An inability to conclude compliance.

(iii) A statement about compliance concerns.

(3) If so, determine whether the Offeror or any person owned or controlled by the Offeror has engaged in any activity that contributed to or is a significant factor in the determination in the report that one or more of these foreign countries is in violation of its obligations undertaken in an arms control, nonproliferation, or disarmament agreement to which the United States is a party, or is not adhering to its arms control, nonproliferation, or disarmament commitments in which the United States is a participating state. Review the narrative for any such findings reflecting a determination of violation or non-adherence related to those foreign countries in the report, including the finding itself, and to the extent necessary, the conduct giving rise to the compliance or adherence concerns, the analysis of compliance or adherence concerns, and efforts to resolve compliance or adherence concerns.

(4) The Offeror may submit any questions with regard to this report by email to

NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days.

(d) Do not submit an offer unless—

(1) A certification is provided in paragraph (b)(1) of this provision and submitted with the offer;

or

(2) In accordance with paragraph (b)(2) of this provision, the Offeror provides with its offer information that the President of the United States has—

(i) Waived application under U.S.C. 2593e(d) or (e); or

(ii) Determined under 22 U.S.C. 2593e(g)(2) that the entity has ceased all activities for which measures were imposed under 22 U.S.C.2593e(b).

(e) Remedies. The certification in paragraph (b)(1) of this provision is a material representation of fact upon which reliance was placed when making award. If it is later determined that the

Offeror knowingly submitted a false certification, in addition to other remedies available to the

Government, such as suspension or debarment, the Contracting Officer may terminate any contract resulting from the false certification.
