Project # 558-25-151 RFI #1 (Questions & Answers)
1. Question: To seek clarification on the page count of the above referenced solicitation.
The firm noticed it says 3-5 project examples and CPARS and PPQ do not count towards the total. However, the firm never noticed a formal page number.
Answer: On Page 10 of 14 ~ Change From:
Criterion 4, Past Performance On contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. CPARS data or PPQs (if no CPARS data is available) must be provided for projects submitted under Factor 1 (Specialized Experience). Please utilize the attached PPQ document, if needed.
CPARS data and PPQs do not count toward the page limitation. Government Past Performance Information Systems may be accessed. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. The following information is required for all projects:
contract/task order number, project title, prime firm, start date, and completion date.
Evaluations may also include additional performance-related from the firm, customer inquiries, Government databases, publicly available sources, and additional projects in
CPARS.

2. Question: Is prior experience with projects in the specific locality required for engineering firms to be considered under Criterion 5? Answer: Proof of Knowledge
3. Question: How does Criterion 5 weigh prior project experience against other factors such as innovative solutions or technical expertise? Answer: SELECTION CRITERIA:
Evaluation and selection of firms will be based on submissions and direct responses to the following criteria which are numbered in descending order of importance. (Criterion 5 is not more important than criterion 1,2,3, or 4).
4. Question: In what ways can an Engineering Firm without previous VA project experience showcase its understanding of local conditions to meet Criterion 5? Answer:
Project # 558-25-151 RFI #1 (Questions & Answers)
Consider knowledge of what research your firm has done in advance that would prepare you for doing such a project.
5. Question: How does Criterion 5 apply to firms with substantial experience in similar localities but not specifically at the VA? Answer: Depends on details but should be similar and show some relevance to “knowledge” of the locality of the project.
6. Question: What types of local knowledge is most critical in fulfilling Criterion 5, and how can firms demonstrate this knowledge? Answer: First-hand experience or research – “Knowledge” is the key point here. Refer to specific knowledge such as stated in the criterion below.
Criterion 5, Knowledge of Locality
a. Include specific knowledge of certain local conditions or project site features, such as geological features, climatic conditions, local construction methods, construction firms, and trades labor availability, and local laws and regulations.
7. Question: The solicitation requires the submission of reference evaluations. Can a firm request a copy of these evaluations in the future? We believe this is important because some references may provide information that is opinion based or potentially misleading, which could unfairly affect the Agency's evaluation of our submission. Accurate representation in these evaluations is crucial to ensuring that all firms, particularly underrepresented minority own firms, are given a fair opportunity in this selection process. If any incorrect information is presented, we would like an opportunity to address it appropriately with the submitter, which may include seeking legal recourse if necessary.
Answer: Not clear on the term require when it comes to reference evaluations.
However, a PPQ attachment is provided as resource to capture the data needed when a CPARS is not available. The Government intends and is prepared to review evaluations that may also include additional performance-related from the firm, customer inquiries, Government databases, publicly available sources, and additional projects in CPARS.
The Government is always willing to give proper debriefs in compliance with regulations.
The Government will use all information for official use only and will not distribute the information. You may reach out to your reference and make your own request of evaluation. The request to return the PPQ document directly to the Contracting Team ensures that the integrity of the document is secured.
8. Change From:
Criterion 3, Capacity The evaluation will consider the firm’s plan and ability to meet the schedule of the overall project, as well as the available capacity of personnel in key disciplines. Provide the available capacity of required disciplines by providing current project workload, inclusive of all projects awarded during the previous 12 months and the full potential value of any current indefinite delivery contracts.
