1. Is the timeframe for the commencement of the agreement provisional?

a. It is not provisional.

2. What transport volume do you anticipate daily, weekly, and monthly? Estimated number of CCT, ALS, and BLS ?

a. ALS: 50/mo, BLS: 580-600/Mo (to include Dialysis pts)

0. The pricing sheet states 24,000 transports a year for BLS non-emergency. That is just over 65 transports a day. That is a significant number each day and we understand that it is based on averages so there are most definitely swings of higher and lower volume for a per day basis if this number is accurate. Is it possible that the 24000 transports represents both a combination of both BLS and stretcher transports? .

When I scrub the numbers the actual number of trips is approximately 600/month (BLS/ALS combined) for a total of 14,400/year of which 600 are ALS.

A ‘synopsis” thread for the solicitation states 20-30 transports per day. Again, a significant number but half of the pricing sheet of 24k a year.

They are correct…at 20 trips per day….the average aligns with 14,400/year.

3. What do you define as a stretcher transport vs Basic Life Support and what are the requirements for those stretcher transports that we need to follow?

We don’t delineate/separate. All BLS requests are expected to be on a stretcher and escorted by EMTs.

In the solicitation CLIN Lines – it appears some HCPC identifiers may possibly be used incorrectly or indicated issued altogether. Below are what is historically used by CMS and are requesting some possible clarification if needed – e.g. A0422 versus A0427. If A0422 is correct, are you able to define what parameters/definition is being used by the VA – especially since the transport volume as listed is “0” and the descriptor is “life sustaining situation” but is being requested for a “non-emergent ambulance services” RFQ? Additionally, if A0427 was supposed to be used, this is typically administered by a 9-1-1 system as an emergent transport situation and not considered an interfacility transport.

1. There are 2 mileage groups and 1 special category. All of our FY24 ALS runs were billed < 25 miles (our most distal routine transfer is to Portsmouth MTF/Norfolk General). The special group is for Richmond (where the majority of our complex ALS go for tx due to Richmond being a higher level facility) which has its own rate.
