About this file
This document is an Amendment (SF-30) for a Request for Quote (RFQ) issued by the Department of Veterans Affairs Network Contracting Office 6 for boiler and deaerator (DA) tank rental at the Richmond VA Medical Center. The solicitation (36C24625Q1145) seeks a contractor to provide rental services for a temporary utility plant, including a 650 HP boiler capable of producing steam at 126 PSI and a 1,627-gallon deaerator tank. The contract includes a base year from 10/01/2025 to 9/30/2026 with four additional one-year option periods through 9/30/2030.
Key modifications in this amendment include changing payment terms to "monthly in arrears", adding option years, extending the RFQ response date to 9/29/2025 at 11:00am EDT, and incorporating Clauses 52.217-8 and 52.217-9 for potential contract extension. The rental equipment will be located at 37.4966367 Latitude, -77.4643885 longitude, with natural gas fuel source, and will require compliance with NFPA/ASME codes. The contractor will be responsible for installation, maintenance, and emergency response, with the VA handling operations, emissions permits, and water treatment.

2. Are there existing site drawings, plot plans, or utility maps (steam, water, electrical, gas, sewer, communications) that can be provided to identify conflicts and plan routing?
· All hook up points are already in place with flanges with sizes listed, so there is no need for drawings for conflicting utilities.
3. Are there any overhead (power lines, tree limbs) or underground (vaults, shallow utilities) clearance restrictions for transport, crane/rigging operations, or trailer placement?
· NO
4. Can the VA confirm the soil bearing capacity and ground conditions at the proposed staging location to ensure it can support the significant point loads of trailer jacks and crane outriggers?
· YES
5. Is 24/7 site access permitted for the initial setup, ongoing fueling, preventive maintenance, and potential emergency response?
· YES
Utility & Fuel Interfaces
6. Fuel Source: What is the primary fuel source specified (natural gas, #2 diesel, propane)? If natural gas, what is the available pressure and BTU capacity at the tie-in?
· NATURAL GAS, 5 to 7 psi 38000 BTU
7. Fuel Supply (if diesel): Is the fuel supplier to be the VA or the contractor? If contractor-supplied, what are the delivery access requirements? What is the required on-site fuel tank size and what are the specific fueling arrangements and safety protocols?

13. Steam Parameters: Please confirm the required steam pressure and temperature at the point of delivery (the tie-in to the VA's system).
· Minimum of 126 psi, needs to be steam at {Temp}350 degrees f
14. DA Tank: Please confirm the required DA tank capacity (gallons) and operating pressure/temperature range.
· 1627 gallons
15. Redundancy: Are there any redundancy requirements (e.g., N+1 backup boiler, secondary DA tank, or redundant feedwater pumps)?
· Need feed pump redundance
16. Emissions: What are the specific emissions requirements (e.g., Low NOx, Ultra Low NOx) for the Richmond area that the boiler must comply with?
· We handle all emission permits in house and boiler should be compliant with all local emission codes.
17. Controls: Are programmable logic controller (PLC) based combustion controls required to integrate with the VA’s building automation system (BAS)? If so, what is the required communication protocol (BACnet, Modbus, etc.)?
· Localized controls located on unit Safety & Compliance
18. Permits: Are there any state or local (County of Henrico) permits required for temporary boiler operation (air quality, safety inspection, fire department)? Will the VA or the contractor be responsible for securing these?
· As long as there are no emissions with the equipment which should be electrical, there is no need for permits as all equipment is external and temporary.
19. Operations: Will the VA or the contractor provide the licensed stationary engineers for 24/7 operation?
· VA is responsible
20. Monitoring: What are the alarm/monitoring and reporting requirements (local audible/visual alarms, remote monitoring to a VA BMS, 24/7 staffing vs. automated text/email alarms)?
· local audible/visual alarms, 24/7 staff onsite
21. Codes: Does the entire system need to comply with NFPA 85 (Boiler and Combustion Systems Hazards Code) and NFPA 54 (National Fuel Gas Code)?
· YES
22. VA Standards: Does the installation need to comply with specific VA Design Manuals (e.g., VA Plumbing Design Manual, VA Mechanical Design Manual), or will adherence to the referenced NFPA/ASME codes be sufficient?
· NFPA/ASME will suffice Installation, Testing, & Commissioning
23. Process: What is the expected commissioning and acceptance process? (e.g., hydrostatic test, safety valve setting/certification, combustion efficiency tune-up, control system calibration).
· All of the above mentioned
24. Performance Testing: Are there baseline performance tests (steam quality, feedwater chemistry, emissions testing) required before formal VA acceptance?
· We will do that testing after connection are completed.
25. Inspections: Will the VA require third-party insurance or regulatory inspections, or will the VA Engineering & Facilities team handle all acceptance testing?
· VA Engineering will accept all testing
26. Cut-Over Plan: To ensure a safe and seamless transition, can the VA provide a sequence of operations for disconnecting the existing boiler plant and connecting the temporary system? Will there be a planned steam shutdown window for the final tie-in?
· Boiler can be disconnected and moved with shutoffs in place, the DA will require coordination as we can only run a few hours without the DA trailer operational or an outage would be required.
Operations, Maintenance, & Service
27. Preventive Maintenance: What is the required preventive maintenance schedule and what specific tasks must be documented (e.g., daily, weekly, monthly checks)?
· Manufacture recommended maintenance is expected to be performed on each unit. We handle all other VA required maintenance.

Other Questions
38. Page 4 of 48, SOW, 4. "Boiler Rental", - Does this rental boiler have to be watertube? Is a firetube acceptable? Is Low Nox emissions required? Standard requirements for Virginia for under 700 HP is 50 PPM on gas fuel.
· The boiler in place now is a water tube boiler, a fire tube would be acceptable, if it meets the required steam output. Low nox would be acceptable
39. Page 4 of 48, SOW, 4. "Boiler Rental", 1. - States boiler shall be capable of producing 126 PSI and 150,000 lbs/hr of steam. Is that the hospital's operating pressure? 150,000 lbs/hr is a very large boiler, Is it truly desired to have one rental boiler of this capacity? One of this size does not fit inside of a container, but rather sitting on a trailer and exposed to weather, etc. And the DA would be is a separate trailer?
· 126 to 130 psi is hospitals capability and 2000 to 2100lbs of steam per hour.
40. Is there an existing boiler and DA tank onsite and operational? Specs describe “continued”.
· There is an existing DA Tank rental and Boiler rental.
Scope.
The service agreement is to provide rental services for the facility’s Utility Plant at the Richmond VA Medical Center. Services include continued rental of a Boiler and Deaeration (DA) Tanks.
1. Is the boiler size 150,000pph or 15,000pph?
“The boiler shall be a four-pass horizontal” four pass horizontal boilers do not have 150,000pph capabilities Boiler to be capable of producing 126 psi of steam to supply header and produce 150,000 lb per hour Boiler must run off natural gas
