Answers to Vendor Questions:
1. Can there be a site visit to view the equipment?
Yes - A site visit is scheduled for Monday, June 16th at 10:00AM.

1. Is this a new requirement? If not who was the incumbent and their price?
This is not a new requirement. The incumbent was Destination Zero, their price was $33,000 per year.
1. As a boiler inspection company, it is a conflict of interest for us to test and adjust and safety devises or controls. We are a 3rd party checking and inspecting the boiler and the VA's other contractors.
Adjusting Safety Devices The requirement for a Commissioned Inspector to perform incidental adjustments to boiler safety devices violates NB-263, RCI-1, Part 7, Sections 7-4.2 ,7-4.3 and 7-4.4, which prohibit inspectors from maintenance tasks like adjusting devices to ensure independence. This creates an ethical conflict. Adjustments should be assigned to separate maintenance personnel on a separate contract to avoid a conflict of interest.
The vendor attached NB-263, RCI-1 for reference.
If there was a safety device that failed, the Operators or Assigned Point of Contact would adjust the settings to specs and the Inspector could then verify it was operating as it should. If there was a malfunctioned part, VA staff or outside Vendor would be called in to assist, repair, then the Inspector would be contacted to verify functionality.
1. Could you confirm whether these requirements can be revised to align with NBBI standards, such as allowing inspectors from any accredited AIA and reassigning adjustments to maintenance staff? This would enhance compliance and bidder participation.
