About this file
This document is an Amendment to Solicitation for a Music Therapy Program issued by the Department of Veterans Affairs Network Contracting Office 6, containing a comprehensive set of questions and answers related to the solicitation. The opportunity (Solicitation Number 36C24625Q0622) seeks a contractor to provide music therapy services for veterans, with an estimated annual budget of $30,000 and a requirement for 750 total service hours. The program will include private instruction (60% of hours), recording sessions including podcasts (20%), and group sessions (20%), typically involving approximately 8 veterans per group with an estimated 75 unique participants annually.
Key program details include services to be performed at the Wado Studio, which contains state-of-the-art recording equipment, microphones, and musical instruments. The primary goals are to help veterans decrease mental health symptoms, increase independence, develop musical skills, and provide opportunities for creative expression and public performance. Services are expected to commence within 7-14 days of contract award, with sessions conducted in-person (no remote options) and potential performances at the hospital during holidays. The contract will be managed by a Contracting Officer Representative (COR) who will assist with program oversight and advertising.

Harold McQuillia Contracting Officer 36C24625Q0622 Music Therapy Program Questions and Government Answers
1. Based on the requirements it looks like a program director will be needed to manage the qualified professionals to provide each of the group sessions, can you confirm this is applicable and considered as part of the 750hrs per year?
All groups are assisted with a provider from the program. The providers are present for assistance, safety, and to document the sessions. The COR, OTR/L is the overall program director to maintain the contract requirements and to assist the contractor with advertising the studio, etc.
2. Is there a current incumbent?
Please search FPDS.gov for contract 36C24624P0784.
3. Additionally, can any of the requested group sessions be done remotely, including the one on one?
No groups or one on one sessions are performed remotely. Prior to the contract, we did remote teaching during COVID. We do have the capability to be remote if needed.
4. Could you share details about the existing Wado Studio facilities and equipment?
The Studio consists of one room with state-of-the-art recording equipment, microphones and all assorted musical instruments. We have enough instruments that Veterans can sign them out if needed. This allows Gene to teach Veterans how to use the instruments they are interested in. We can record songs, music, pod casts, poems and stories.
5. What is the estimated number of veterans you expect to participate in each program component?
Typically, each group has approximately 8 Veterans. These groups can have new or repeat Veterans as the groups vary.
The private sessions are 8 weeks each. The podcasts vary with Veterans goals and amount of extra time the vendor will have in their schedule.
Estimated amount is around 75 unique Veterans with 750 hours of contracted time.
6. What are the primary goals you hope veterans will achieve through this program (e.g., improved wellbeing, musical skills, social connection)?
Veterans have demonstrated decreased mental health symptoms, increased independence and more ability to perform music and tell their story in public. This program is unique in that it encourages Veterans to work as a group to perform music and write collective songs. Veterans can also participate in individual sessions to learn new skills and in many instances realize personal dreams/ goals in a supportive, safe environment.
7. Is there an expectation for public performances of veterans' creative works?
Yes, the Veterans have performed at the hospital during the holidays to improve morale of Veterans and Staff at the CLC (Community Living Center) and other in-patient areas.
8. How quickly after contract award would you expect services to begin?
Within 7 to 14 days
9. Would you be interested in using a scheduling application to streamline appointment booking?
Yes, this would be fantastic if our VA approves via compliance and privacy.
10. Is there a current contractor providing these services, or is the program currently volunteer-based?
Please search FPDS.gov for contract 36C24624P0784.
11. Is there a target budget range for this program?
Around $30,000 per year.
12. In B.2 PRICE/COST SCHEDULE, there does not seem to be an indication in how the total 750 hours are broken down into each task. Is this information available? Because the tasks vary (instruction, production, engineering, etc.), knowing the percentages of each task would help derive a more accurate cost estimate.
Private instruction: 60% Recording Sessions to include pod casts: 20% Group Sessions: 20%
If contractor does have cancelations, during that time they can sets up new appointments, establishes programing and complete recordings, etc.
13. In Section E.1, Instructions to Offerors, it is mentioned that “Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.” I do not see in the solicitation or online any information about the current technology available in Wado studios. Is this information available? Or is it possible to receive the contact information of the individual in charge of scheduling a site visit?
A formal site visit will not be conducted.
