About this file
This is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold ($250K) for the Department of Veterans Affairs, Network Contract Office 6 supporting Salisbury VA Medical Center. The justification is for the procurement of the Smith and Nephew CORI Surgical System, a robotic navigation system for knee and hip replacements.
The system is being procured as a brand name justification because the Salisbury VAMC has an orthopedic surgeon specifically trained on this system. The CORI system is unique as it is the only image-free smart mapping system available that doesn't require CT or MRI scanning and has no connection to VA systems for data retrieval. The system includes a Surgical System with Tower Kit, Robotic Instruments Kit, RIHip Navigation Cup Impac Sets, sterile disposables, software, and maintenance, offered as a fee-per-service model. Market research identified one large business and one small business capable of meeting the requirement. The justification is signed by Contracting Officer Aleshia Hines-Best with an effective date of 11/15/2024.

Acquisition Plan Action ID: 36C246-25-AP-1628
1. Contracting Activity: Department of Veterans Affairs, Network Contract Office 6 (NCO 6), 100
Emancipation Dr., Hampton, VA 23667 supporting Salisbury VA Medical Center (VAMC), 1601 Brenner Ave., Salisbury, NC 28144. 2237: 659-25-2-050-0015.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Smith and Nephew CORI Surgical System for knee and hip replacements is a robotic navigation system that obtains all the information needed by the surgeon in real time during the procedure.
The Smith & Nephew CORI Surgical System includes the CORI Surgical System w/ Tower Kit, CORI Robotic Instruments Kit, RIHip Navigation Straight Cup Impac Set, RIHip Navigation Offset Cup Impac Set, sterile disposables used per case, Software and Service & Maintenance. The System is offered as a fee per service to avoid excessive cost to the government. .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a brand name justification. The Salisbury VAMC has an orthoepic total joint surgeon on station that is trained on the CORI Robotic Surgical System. The process starts with the surgeon registering the existing joint topography using robotics assisted handpieces. The system takes the information and calculates the optimum fit of the implant and instructs the surgeon on how much material needs to be removed and exactly where to remove the material to prepare the ideal surface. The Smith Nephew CORI Robotic Surgical System is the only image free smart mapping system available for total joint replacement surgery. There is no CT or MRI required and there is no connection to any VA system for data retrieval. This system has real-time characterization of bone and cartilage. It offers patient specific planning to help eliminate extensive ligament releases and allows for customized plans for each patient reducing the number of instrument pans required to complete procedures and optimizes alignment and balance. Other robotic joint systems require CT and communication between imaging and the system. Smith & Nephew is the manufacturer and has one authorized distributor.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by searching the NAC, SAC, SBA Vet Cert, the Federal Procurement Data System(FPDS), GSA Advantage, and SAM.gov. One large business and one small business were identified that can meet the requirement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
