About this file
This is a Sole Source Justification under FAR 13.5 Simplified Procedures for Certain Commercial Items for the procurement of Welch Allyn Integrated Wall Systems at the Garner Clinic in North Carolina, with an estimated value of $275,336.00. The procurement is being conducted by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, VA on behalf of the Durham VA Medical Center.
The requirement includes specific Welch Allyn equipment such as Green Series 777 Wall Transformers with Panoptic Plus LED Ophthalmoscope, MacroView Plus LED Othscope, wall-mounted aneroid sphygmomanometers, and related accessories with installation. Welch Allyn is identified as the original equipment manufacturer (OEM), and the justification cites standardization with existing equipment throughout the Durham VA Healthcare System as the reason for the sole source. While this is a sole source justification, the VA identified two SDVOSB vendors - Electra-med Corp. and Veterans Healthcare Supply Solutions - as authorized distributors capable of providing the equipment. Market research revealed 321 SDVOSB/VOSB vendors under NAICS code 334510, meeting the VA Rule of Two requirements for competition between these service-disabled veteran-owned small businesses.
