About this file

This document is a set of pre-solicitation comments and observations regarding a roof repair project for multiple buildings at the Salem VA Medical Center. The document, associated with Solicitation #36C24625B0019, provides detailed recommendations for roof repairs across seven different buildings (Buildings 76, 2A, 4 Upper, 13, and others). For most buildings, the commenters suggest full roof replacement rather than targeted repairs, citing severe membrane damage, failed previous repairs, and the inefficiency of piecemeal fixes. Specific issues noted include a missing roof section on Building 76, a complex leak in the "Green Roof" area of Building 2A over the ambulance entrance, deteriorated EPDM roofing on Building 4 Upper, and wind damage to Building 13's roof. The comments consistently recommend following the original scope of work and emphasize that repairs should be comprehensive to ensure long-term structural integrity.

Roof Repairs Multiple Buildings

Project #: None

Solicitation #: 36C24625B0019

1. Is this solicitation open to the Public or only Veteran owned or SWAM registered Contractors? Contractor will be registered in Sam’s per FAR 52.204-7.

2. Building 76 - We would recommend this project be bid as a full tear off and replacement as its current condition would make it hard to repair. There are multiple items such as old wood handrails which have to be removed, severe damage to the membrane and old failed repairs, and this is a very small roof section. In our opinion it would make more sense to totally replace. Please follow scope of work

3. Building 2A - This Leak was determined to be in the "Green Roof or Live Roof" area over the Ambulance entrance and will be nearly impossible to locate. All roofers present during the site visit were in agreement that this area should be bid on as a project alone and not included in the repair scope. This area is going to require a tremendous amount of investigation, removal of fencing, removal of the green roof areas, etc. to ensure the leak is located. Please follow scope of work

4. Building 4 (Upper) - The EPDM on this roof area is in terrible condition and we would recommend it be bid as a total replacement. This is a very small roof area, and more time would be spent attempting to repair than to simply replace this roof and the perimeter metal. Please follow scope of work

5. Building 13 - The damage to this roof can be repaired, however it is a small roof and would make more sense to replace the entire roof. If this is determined to only need repairs, we would recommend repairing the entire damaged end and not just two small target patches. Please follow scope of work
