About this file

This is an amendment (Standard Form 30) to solicitation 36C24625B0003 that provides responses to submitted questions and includes site visit rosters and drawings for a metal egress stairs project at the Salisbury VA Medical Center Building 11. The amendment clarifies key technical aspects including: no contractor cutting required for stair access as the VA will handle window removal/door installation; materials must meet federal/state/local codes for healthcare environment metal egress stairs; color samples are to be submitted for facility selection; and the Superintendent can serve as QC and Safety Officer if credentials are approved. The facility provided intent-only drawings but requires contractor-submitted engineered shop drawings for approval.

The amendment addresses contractor questions about schedule flexibility during holidays (to be discussed during scheduling meetings), and provides options regarding stair support design - either suspended with brackets attached to brick facade or supported by posts to ground level to accommodate future windshield enclosure. The VA requests separate quotes if cost difference between designs is significant. The original solicitation remains a 120-day period of performance for designing and installing two metal egress stairs, including all labor, equipment, and materials.

X X X The purpose of this amendment is to update the Questions and Answers of the RFI's submitted on the project.

Posting of the site visit roster and post the drawings.

The purpose of this amendment is to post the response answers to the questions from the RFI period.

The site visit roster and drawings are also attached as well.

1. Will we be required to cut in access to the stairs?

0. No, the VA has an inhouse project to remove windows and install an access door.

1. What gauge steel is required for stairs, railings, supports and brackets?

1. Materials, fabrication, and install shall meet all federal, state, and local codes pertaining to metal egress stairs in a healthcare environment.

1. Specific color is not mentioned for stairs, only lists for railing. Are we matching the railing color?

2. See SOW (A.5. Finishes)

2. We ask for the Contractor to submit a sample color panel for the facility to choose from.

1. What are the on-site supervision requirements?

3. See SOW (B.2. Supervision by Contractor)

1. Due to size of project wanted to confirm if a Superintendent and QC Manager are needed or just a Superintendent?

4. Superintendent can also serve as QC and Safety Officer as long as their credentials are approved by the facility.

1. Are plan sheets available for this project and if so will they be posted?

5. The facility has drawings for intent only. These will be sent out with this RFI.

5. Referring to the SOW (A.3. Architectural), Contractor will submit engineered shop drawings for the facility to approve.

1. In light of the upcoming holiday period, varying business hours, vacations and other time off along with reduced time to engage vendors as well as review any plan sheets posted for this project would a delay (one [1] to two [2] weeks) be considered?

6. After the Contractor has submitted their project schedule, this can be discussed during the scheduling meeting between the Contractor, COR, and the CO.

6. The COR and CO will discuss any concerns the Contractor may have.

6. Any extension to the contract must have valid reasoning and be approved by the CO.

1. The drawings currently show the stairs being suspended and attached to the brick façade with brackets. During the site walk it was mentioned that the VA wants support post for stairs to come all the way down to the ground and connect with the existing pad in front of double doors, as a plan to enclose at some point to create a wind shield for the entry into the shop and storage areas. Do we need to proceed with bidding as shown in drawings or do we need to adjust to make wind shield an option in the future?

7. The facility’s drawings are for intent only. We would like to accommodate requests where possible but need to stay in budget.

7. If the cost between the two types are significantly different, the facility asks for the contractor provide two separate quotes so we may weigh our options.
