Statement of Objectives/Equipment Specifications for Confocal Laser Scanning Microscope
1.1 Purpose
The Richmond VA Medical Center Research Service is in need of a brand name Zeiss LSM 980 with Airyscan 2 or equal confocal laser scanning microscope. The confocal technology provides the state-of-the-art high and super resolution imaging of paraformaldehyde fixed tissues and live cells. The proposed configuration of the microscope provides high flexibility to accommodate a variety of approaches in a variety of fields facilitating both translational and basic science VA researchers in the completion of their funded proposals. The researchers who will use this equipment investigate a wide range of health concerns that are prevalent in the veteran population and/or that have been related to military service including cancer, heart disease, metabolic liver disease, head trauma and neurodegenerative disease.
1.2 Scope of Work/Specifications
This confocal microscope will provide investigators with the capability to collect high and super resolution (120nm x/y) 2 and 3D or 2, 3 and 4D fluorescent images of formaldehyde fixed samples or live cells, respectively. Consistent with the live cell imaging, the microscope will be equipped with a live cell chamber that maintains proper CO2 and temperature to ensure sustained cell health during long term imaging sessions. The microscope provides a combination of dry and oil immersion objective lens ranging from 10X to 63X magnifications and is equipped with 7 solid state LED lamps with optimal excitation wavelengths ranging from 385nm to 630nm. The microscope will also be equipped with a motorized stage to enable tiled image collection to allow investigators to assess large ROIs. The microscope will need to be supported by manufacturer software that enables accurate and reproducible image collection by providing easy spectral unmixing, Nyquist sampling, z-stack compilation, deconvolution and spectral/lambda image collection based on the utilization of a 32-element detector. The scan head needs to be equipped to image greater than 30 channels simultaneously without compromising resolution or image quality. Also, we are requesting the confocal to have live cell imaging capabilities as this will enable VA investigators to quantitatively analyze cellular and molecular events and functions in real time with resolution that cannot be achieved with traditional fluorescent or standard confocal microscopy.
Deliverables to include:

-Installation. The contractor will come on site to fully install hardware. The contractor will coordinate and comply with local OI&T for installation for all IT related equipment. The contractor will coordinate and comply with the Research Safety Representative and hospital Engineering service for installation of all electrical and plumbing related equipment. The contractor will be supervised by a member of the Research Service during this installation.
-Training. The contractor will provide onsite training for Research training personnel.
-1 year warranty. All deliverables will be covered under a 1 year warranty which includes providing technical support in person or over the phone during regular business hours Monday- Friday 8 am to 5 pm (East Coast Time).
1.3 Risk to the Government
This will be purchased on a firm fixed price contract, which presents a low financial risk to the Government.
1.4 Reporting Requirements
Any issues with the hardware will be communicated through the Research Service Equipment manager.

1.6 Contract Security
Equipment will NOT be part of an outside network. This device does NOT capture, store, or disseminate patient information (i.e. name, SSN, etc.). The equipment will be configured to be on a Research Service VLAN as well as the VA BOX secure cloud network. The preferred equipment has received ERA approval (ID: RA-RITM10483659).
Essential/significant physical, functional, or performance characteristics: To meet the diverse needs of the researchers at RVAMC, the RVAMC Research Service requires a brand name or equal LSM 980 with Airyscan 2 Confocal Microscope System with two units that can be used simultaneously or individually to allow for super resolution down to 90nm in XY with an innovative 32 channel GaAsP PMT array concept. Each detection channel must function as a single very small pinhole of 0.2 AU to increase resolution, while the overall detector captures 1.25 AU and increases signal-to-noise by 4-8 times over traditional GaAsP PMT based confocal systems. The 32-Channel GaAsP PMT area detector must have a Zoom optic to adapt illumination for different objective lenses and acquisition modes. It must also include a micro lens array that provides a light fill factor of > 95%. The system must include a filter wheel with up to 7 emission filters, each providing dual detection windows for fast multitrack imaging in combination with secondary beam splitters to expand the usability for multicolor samples. The system must also include a Sample Navigator module to perform a low power overview scan with autofocus function using a cooled monochromatic camera to create an overview image for sample navigation and identification of regions of interest.
For each equal product, the proposal must include a description reflecting the characteristics and level of quality that will satisfy the salient physical, functional, or performance characteristics of “equal” products specified in the solicitation. The proposal must also clearly identify the item by brand name (if any), and make/model number.

SECTION C - CONTRACT CLAUSES
C.1 VAAR 852.232-72 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (NOV 2018)
(a) Definitions. As used in this clause—
(1) Contract financing payment has the meaning given in FAR 32.001;
(2) Designated agency office means the office designated by the purchase order, agreement, or contract to first receive and review invoices. This office can be contractually designated as the receiving entity. This office may be different from the office issuing the payment;
(3) Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests;
(4) Invoice payment has the meaning given in FAR 32.001; and
(5) Payment request means any request for contract financing payment or invoice payment submitted by the contractor under this contract.
(b) Electronic payment requests. Except as provided in paragraph (e) of this clause, the contractor shall submit payment requests in electronic form. Purchases paid with a Government-wide commercial purchase card are considered to be an electronic transaction for purposes of this rule, and therefore no additional electronic invoice submission is required.
(c) Data transmission. A contractor must ensure that the data transmission method and format are through one of the following:
(1) VA’s Electronic Invoice Presentment and Payment System at the current website address provided in the contract.
(2) Any system that conforms to the X12 electronic data interchange (EDI) formats established by the Accredited Standards Center (ASC) and chartered by the American National Standards Institute (ANSI).
(d) Invoice requirements. Invoices shall comply with FAR 32.905.
(e) Exceptions. If, based on one of the circumstances in this paragraph (e), the Contracting Officer directs that payment requests be made by mail, the Contractor shall submit payment requests by mail through the United States Postal Service to the designated agency office. Submission of payment requests by mail may be required for—
(1) Awards made to foreign vendors for work performed outside the United States;
(2) Classified contracts or purchases when electronic submission and processing of payment requests could compromise the safeguarding of classified or privacy information;
(3) Contracts awarded by contracting officers in the conduct of emergency operations, such as responses to national emergencies;
(4) Solicitations or contracts in which the designated agency office is a VA entity other than the VA Financial Services Center in Austin, Texas; or
(5) Solicitations or contracts in which the VA designated agency office does not have electronic invoicing capability as described above.

The Contracting Officer reserves the right to designate an Administrative Contracting Officer (ACO) for the purpose of performing certain tasks/duties in the administration of the contract. Such designation will be in writing through an ACO Letter of Delegation and will identify the responsibilities and limitations of the ACO. A copy of the ACO Letter of Delegation will be furnished to the Contractor.

The Contractor shall not make reference in its commercial advertising to Department of Veterans Affairs contracts in a manner that states or implies the Department of Veterans Affairs approves or endorses the Contractor’s products or services or considers the Contractor’s products or services superior to other products or services.
(End of Clause) C.5 VAAR 852.215-70 SERVICE-DISABLED VETERAN-OWNED AND VETERAN-OWNED SMALL BUSINESS EVALUATION FACTORS (JAN 2023) (DEVIATION)
(a) In an effort to achieve socioeconomic small business goals, VA shall evaluate offerors based on their service-disabled veteran-owned or veteran-owned small business certification status and their proposed use of eligible certified service-disabled veteran-owned small businesses (SDVOSBs) and certified veteran-owned small businesses (VOSBs) as subcontractors.
(b) Eligible and certified service-disabled veteran-owned small businesses offerors will receive full credit, and offerors qualifying as veteran-owned small businesses will receive partial credit for the certified Service-Disabled Veteran-Owned and Veteran-Owned Small Business Status evaluation factor. To receive credit, an offeror must be listed at the time of submission of offers and at time of award, as a certified SDVOSB/VOSB in the SBA certification database on the SBA Veteran Small Business Certification Program portal at https://veterans.certify.sba.gov/ (see 13 CFR 128) and be otherwise eligible in accordance with SBA size standards for the acquisition and limitations on subcontracting requirements set forth in SBA regulations (see 13 CFR 121, 125 and 128.).

C.7 VAAR 852.246-71 REJECTED GOODS (OCT 2018)
(a) Supplies and equipment. Rejected goods will be held subject to Contractor’s order for not more than 15 days, after which the rejected merchandise will be returned to the Contractor’s address at the Contractor’s risk and expense. Expenses incident to the examination and testing of materials or supplies that have been rejected will be charged to the Contractor.
(b) Perishable supplies. The Contractor shall remove rejected perishable supplies within 48 hours after notice of rejection. Supplies determined to be unfit for human consumption will not be removed without permission of the local health authorities. Supplies not removed within the allowed time may be destroyed. The Department of Veterans Affairs will not be responsible for, nor pay for, products rejected. The Contractor will be liable for costs incident to examination of rejected products.
