Elsevier Online Critical Nursing Training Platform

The goal of the Veterans Health Administration (VHA) is to create clear, sustainable, and repeatable training practices, both internally and externally, by utilizing the training products listed in this document. The contractor shall furnish Elsevier online critical nursing training through their platform to the Richmond VA Medical Center, Education Service. Providing online training will benefit the Richmond VA Medical Center’s nursing staff and all internal and external stakeholders, including Veterans receiving patient care. The Richmond VA Medical Center provides a large scope of services, most importantly providing health care to Veterans.

1.0 BACKGROUND/SCOPE/QUALIFICATIONS

Overview The online courses requested are to provide online training, for nursing development and ongoing competencies. These courses have a direct correlation for nursing staff providing competent care for Veterans.

General Scope The scope of this service is to provide the required online courses to Richmond VA Medical Center, Education Service. The deliverables of such service are established via an annual subscription to the courses and/or seat base access. The exact timeline of such is simple in nature, whereas it’ll be available to use from the beginning of the period of performance to the end. The work will be performed as specified virtually on the Elsevier online platform.

Contractor Qualifications The Contractor shall meet the following qualifications, and capabilities, and be able to document the following:

a. Services provided must be an Elsevier’s authorized distributor for their government customers. CRITICAL ELEMENT.

b. Services provided must be via Elsevier, as it is the online platform that is currently and intended to be used by the Richmond VA Medical Center’s nursing staff. CRITICAL ELEMENT.

c. Services provided must be the exact online courses as specified – AACN: Critical Care Pharmacology; Mosby’s ECG Interpretation (MEI) 3.0; ENA: Emergency Nursing Certification Review (ENCR); AACN: CCRN Certification Review; ENA: Emergency Nursing Orientation (ENO) 3.0; ENA: Triage 1.1; AACN: Essentials of Critical Care Orientation (ECCO) 4.0; ENA: Emergency Nursing Orientation Knowledge Inventory Tool (KIT); ENA: Emergency Nursing Triage Knowledge Inventory Tool (KIT); Mosby's Medical Surgical Nursing Orientation; Mosby's Medical Surgical Nursing Orientation KIT; T2P (Supports up to 15 nurses); and Mosby's ECG Interpretation Knowledge Inventory Tool (KIT) . d. Vendor must be accredited by the American Association of Critical Care Nurses. CRITICAL ELEMENT.

e. Vendor must be accredited by the Accreditation Council for Pharmacy Education. CRITICAL ELEMENT.

f. Vendor must be accredited by the Emergency Nursing Association.

2.0 TASKS/REQUIREMENTS

Tasks:

The contractor will provide support services to Richmond VA Medical Center, Education Service. Deliverables will include the established tasks below.

2.1 Task 1: Provide full access to the courses listed below:

8) ENA: Emergency Nursing Orientation Knowledge Inventory Tool (KIT) -Annual Subscription

2.2 Task 2: Provide technical support as needed, in the event courses are not working properly for users. 24-hour technical support will be provided.

2.3 Task 3: Contractor will provide any required documentation that may be needed by Education Service to include the COR. Courses that provide seat access, will be purchased based on the needs of the facility and usage. Unused seat expiration dates will be extended to match the expiration date of the newly purchased seats. Additional seats may be added based on course usage.

3.0 PLACE OF PERFORMANCE

The place of performance for these services will be virtually on the Elsevier online platform.

4.0 HOURS OF OPERATION

The business hours of operation are Monday through Friday, 8:00 AM to 4:30 PM excluding federal holidays. Any work at the Government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO).

There are ten (11) Federal holidays set by law (USC Title 5 Section 6103) that VA follows:

If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday.

4.1 CONTRACT TYPE

This contract shall be a firm-fixed-price contract.

5.0 TRAVEL

Contractor travel should not be required.

7.0 DELIVERABLES

The Contractor will accommodate the following special work requirements:

7.1 Schedule for Deliverables: If for any reason, any deliverable cannot be delivered within the time schedule indicated in the performance period, the contractor shall notify the COTR. This written transmittal shall include a firm commitment of when the work shall be completed.

7.2 Non-Contract Charges: The Contractor shall not perform any service that would otherwise result in additional charges or fees under no circumstances, without written prior approval from the Contracting Officer.

7.3 Personnel Qualifications: Contractor will ensure personnel performing under this contract are fully qualified and competent for the services performed.

7.4 Service Quality Assurance: All services provided in this contract must meet manufacturers' performance and technical specifications, Federal Regulations, VA Regulations, and meet the requirements of The Joint Commission and Life safety Code. The contractor shall provide all required documentation of maintenance and provide the documentation to the COR upon completion of each service.

8.0 Confidentiality and Non-Disclosure

The contractor will not have access to sensitive or confidential information throughout the course of this contract. Contractor should not require access to VA computer systems.

9.0 Contract Administration

Notwithstanding the Contractor's responsibility for total management during the performance of this contract, the administration of the contract will require maximum coordination between the

SECTION C - CONTRACT CLAUSES

ADDENDUM to FAR 52.212-4 CONTRACT TERMS AND CONDITIONS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Clauses that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

The following clauses are incorporated into 52.212-4 as an addendum to this contract:

C.1 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed four (4) years.

C.2 VAAR 852.232-72 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (NOV 2018)

(a) Definitions. As used in this clause—

(1) Contract financing payment has the meaning given in FAR 32.001;

(2) Designated agency office means the office designated by the purchase order, agreement, or contract to first receive and review invoices. This office can be contractually designated as the receiving entity. This office may be different from the office issuing the payment;

(3) Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests;

(4) Invoice payment has the meaning given in FAR 32.001; and

(5) Payment request means any request for contract financing payment or invoice payment submitted by the contractor under this contract.

(b) Electronic payment requests. Except as provided in paragraph (e) of this clause, the contractor shall submit payment requests in electronic form. Purchases paid with a Government-wide commercial purchase card are considered to be an electronic transaction for purposes of this rule, and therefore no additional electronic invoice submission is required.

(c) Data transmission. A contractor must ensure that the data transmission method and format are through one of the following:

(1) VA’s Electronic Invoice Presentment and Payment System at the current website address provided in the contract.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. SECTION E - SOLICITATION PROVISIONS

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

INSTRUCTIONS TO OFFERORS

(a) Submission of Quotes (add explanations)

(1) SF 1449.

(2) Price.

(3) Technical Description.

(4) Past Performance.

(5) Representations and Certifications.

(a) Submission of Quotes: Offerors shall submit their offer via email to Audrey.wooten@va.gov on 03/21/2024 at 11 AM EST. Offers shall be assembled by the following Sections: each section shall be easily identified.

(1) Offer Form (Standard Form 1449) The North American Industry Classification System (NAICS) code (611430) and small business size standard 15 million in Block 10. The contractor’s Unique Entity ID (SAM) Number shall be entered in the block with the Offeror’s name and address.

(2) Pricing Pricing shall be submitted in section B of the Price/Cost Schedule. The following fields require completion on the attachment. Do not change the format or add/delete any columns.

(3) Technical Questions. Offerors should submit all technical questions regarding this solicitation to the Contracting Officer in writing, via email, to Audrey.wooten@va.gov on 03/18/2024 at 11 AM EST. Subject Line: 36C24624Q0479. Telephonic (verbal) questions Will Not be addressed. All responses to questions, which may affect offers, will be incorporated into a written amendment to the Request for Quote.

Failure to submit a complete RFQ may result in a technically unacceptable determination.

(b) Amendments to this solicitation will be posted. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your quote being considered unacceptable.

(c) System for Award Management. Quoters shall be registered and current in the System for Award Management (SAM) https://www.sam.gov at the time a quote is submitted.

(d) Requests for information. The contracting officer will not notify unsuccessful quoters that responded to this solicitation. Quoters may request information on purchase order resulting from this solicitation from the contracting officer.

E.2 BASIS OF AWARD

(a) The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(b) The following factors shall be used to evaluate quotes:

(1) Price

(c) Evaluation Approach.

(1) Technical. The technical quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation sow; price schedule and based on the information requested in the instructions to quoters section of the solicitation.

(2) Price: The Government will evaluate the price by adding the total of all line-item prices, including all options.

E.1 52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021) The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it ‘‘does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument’’ in paragraph (c)(1) in the provision at 52.204–26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212–3, Offeror Representations and Certifications–Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it ‘‘does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services’’ in paragraph (c)(2) of the provision at 52.204–26, or in paragraph (v)(2)(ii) of the provision at 52.212–3.

(a) Definitions. As used in this provision— Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204–25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115–232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115–232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or…
