About this file

This document contains a single source justification for a simplified acquisition under the simplified acquisition threshold by the Department of Veterans Affairs. The Asheville Medical Center Dental Service requires upgrading its digital intraoral x-ray sensors and USB conversion kit to interface with its Sidexis 4 imaging software. Only one brand, Schick sensors integrated with Sidexis 4, can meet the interface and diagnostic image requirements. Market research found no other suppliers that meet the minimum features. The purchase is approved in accordance with FAR 13.106-1(b).

The related federal contract opportunity is a pre-solicitation for Schick 33 S1 and S2 sensors for full and open competition but only accepting the Dentsply Sirona brand as the requirement. The contracting agency is the Department of Veterans Affairs VISN 6.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-24-AP-0348

1. Contracting Activity: Department of Veterans Affairs, VISN 6, Asheville Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount:

The CGAMC Dental Service has a necessity to upgrade digital intraoral X-ray sensors and

3.0 USB conversion Kit. The current sensors are utilizing 2.0 USB interface and the current Sidexis 4 program needs interface conversion upgrade to allow for accelerated information, read-out and optimized data transfer between sensor and imaging software. This conversion will display outstanding quality, dynamic sharpening, and adjustment of diagnostic settings for sharpness. This allows the dentist to detect various abnormalities in oral health, including early detection of dental issues that are not found on a visual oral exam.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The CGVAMC Dental Service X-ray imaging software operates from Sidexis 4 X-ray program. This allows diagnosis of 2D and 3D X-rays within the same software for an efficient full-mouth diagnosis. The X-ray sensor upgrade and conversion kit will allow all current digital intraoral x-ray tube heads, Panoramic X-ray, and digital dentistry lab equipment to interact and correctly capture outstanding quality. With 33 lp/mm* and a CSI scintillator, the sensor and conversion kit will provide high-quality images with the convenience of immediate availability on Sidexis 4 program for diagnosis. Schick sensors and Sidexis 4 seamlessly integrate to provide ultimate diagnostic support.

4. Description of market research conducted and results or statement why it was not conducted:

Many digital x-ray sensor supplier’s web sites were researched to determine if the minimum features required could be met. Only one brand can meet the correct interface capability and diagnostic requirements in which these features are proprietary to integrate with current Sidexis 4 x-ray program.
