Music therapy questions

1) In sections 3.0 & 3.1, it is detailed that CGVAMC PRRC "desires to continue this program with current musicians, and engineers [as] this group has worked hard to establish an atmosphere of trust with the veterans". However in sections 4.4 & 4.5, specific lessons with specific instruments are being asked for. To clarify, are you just looking for lessons to be scheduled with your existing musicians? Or would you like us to provide musicians? Exactly which instrument groups/lesson plans need new musicians?

Continuing lessons with current musicians is optional but not required, PWS has been updated.

2) Is there a sound-proof recording/production studio on-site that the veterans are already familiar with as per requirements in section 4.6? Or would you like us to book studio space nearby?

We have a studio on VA property. We like having the studio on our campus. And would prefer not to move it off campus.

3) To be clear, the "full bands, small bands, ensembles, etc." mentioned in section 4.6 are composed of the veterans from their weekly lessons?

Yes, we have one jam group, two groups that are a part of MH groups which may consist of a few Veterans receiving weekly lessons.

4) No exact date has been provided for a site visit, what is the preferred protocol for scheduling my team for a site visit?

A formal site visit will not be conducted.

5) Are all public performances detailed in section 4.4 already scheduled externally? If so, can you share that schedule? If not, how many public performances are we looking for?

Any public performances have been internal with the VA. We have not scheduled any performances involving Veterans with the WADO Studio. However, the musicians have played at National Salute, MH Events, and the Christmas Tree Lighting ceremony.

Yes, it is completely accessible.

Yes we have an apple computer and all required equipment.

11) If so, what are these programs, softwares, applications, and equipment used to fulfill the contract by the contractor?

Yes, absolutely. We even have a VA podcast titled Beyond the Vest that was completely recorded in the WADO Studio.

12) Is the VA willing to purchase additional softwares, programs, and equipment needed to fulfill this contract?

Yes, absolutely.

13) What type of musicians are needed and what is the minimum number of contractors needed to fulfill this contract?

The minimum number of contractors would be two. The musicians would need to be willing to:

· Teach Veterans Voice lessons as well as individual instrument usage.

· Be able to teach Veterans who can be Seriously mentally ill.

· Be able to schedule own Veterans as they have no access to the VA internet as contractors.

· Be able to play background music on various VA hospital wards as requested for morale improvement.

· Be able to participate and play music or do vocal recordings such as “this is my VA” projects for specific VA events.

· Be able to record audio podcasts which will in the future include video.

· Be able to work very independently.

· Maintain all VA work requirements such a privacy and insure this can be inspected.

14) How many hours are required to be rendered on a weekly or monthly basis?

200 hours a year. Which varies per quarter depending on usage of the studio.

15) What is the target music genre for the music production, and what types of topics are you looking to discuss for the podcasts?

Music Genre is across the board from 20- to 70-year-old Veterans. The topics of the podcasts vary. We can record pod cast for Veterans that put the pod cast on their own sites. We can teach Veterans how to set up their own pod casts. We have a VA National Podcast that was recorded by the Asheville VAMC and a podcast that is being recorded by our VA’s Suicide Prevention. The Veterans Treatment Court did a podcast they did at the studio and produced on their own transiting site separate from the VA. The Veterans Healing Farm is doing the same thing.

16) What are the required number of outputs for sound and music production, and podcast videos?

There is no defined number – it is based on the needs of the patients at the time.

17) What is the duration of the weekly group/private lessons?

Around 60 min for 8 weeks

18) Are you looking for a licensed therapist to fill this role?

Absolutely not. This is not music therapy but a way for Veterans to learn how to play musical instruments as well as record their own voice (songs, audio)

19) Could you confirm if the period of performance is 2/1/24 – 1/31/25? (noted as 2/1/23 - 1/31/24 on standard form 1449)

Yes, period of performance will be updated as one year from date of award.

20) Are the group sizes or program participation numbers for veterans known for the performance period, or is this subject to change?

The program should relatively remain the same. Our VA is growing in larger percentages and as we come out of COVID more and more Veterans are learning about the program.

21) Given the weekly functions outlined in specific tasks, could we have further insight into the specific days what services will be required? (limited to 1000 hours but the SOW references daily supervision).

I am aware of the daily schedules for the musicians. The 200 hours is typically for one contractor. However, the hours may vary weekly but will not exceed 200 hours over the one-year period of performance.

B.3 PERFORMANCE WORK STATEMENT (PWS)

1.0 General:

The CGVAMC Psychosocial Rehabilitation and Recovery Center (PRRC) has a continuing need to expand on a unique, comprehensive music program created and staffed by veteran and CGVAMC staff volunteers, and the Asheville Area Arts Council (AAAC).

2.0 Background:

Amidst the COVID-19 pandemic, the CGVAMC Volunteer Services, in conjunction with the AAAC conceived, coordinated, planned, and executed the facilitation if a recording studio at the CGVAMC PRRC. Technical support was provided by volunteers from the AAAC and along with support from the CGVAMC Volunteer Services, laid the foundation to bring the Wado Studio into operation. The Wado studio provides the infrastructure and ability to produce and record original songs, poems, and podcasts. These recordings are given to the Veterans to share their experiences if they desire to do so. This is a proven powerful therapeutic tool in treating veteran patients with psychosocial diagnoses. This innovation offers music and stories in a wholistic and broad manner to provide sensitive and knowledgeable support and encouragement in several avenues. The PRRC intends to exploit the program’s success and expand it to include outpatient mental health, in-patient substance abuse program (SARRPT) and the Veterans Integrative Pain Management Program.

3.0 Scope

The CGVAMC PRRC desires to expand its efforts to record and produce music, written and spoken productions, and record and produce podcasts and provide those recordings to the Veterans.

3.1 The CGVAMC intends to award a contract to facilitate the expansion and continuance of the Wado Recording Studio project. The CGVAMC desires contractors to continue this program working alongside PRRC staff. This group has worked hard to establish an atmosphere of trust with the veterans receiving care through the PRRC. It is that trust that is the therapeutic bond that allowed recovery programs to expand to music, song, and poem writing, to recovery-based programs and is the reason for success behind the effort. They know how to work with Veterans in challenging environments and without that pre-established bond, the program will not continue to succeed.

3.1.1 In accordance with VA Handbook 6500.6, Appendix A, Checklist for Information Security in the Initiation Phase of Acquisitions, the C&A requirements do not apply, and a Security Accreditation Package is not required.

3.2 This contract is all-inclusive. Prospective offerors should read the requirements carefully to ensure a complete understanding of the contract requirements to ensure their proposal includes all expenses and costs associated with performance related to the contract. The Government will not reimburse offerors due to a failure on the offeror’s part to consider all costs associated with performance on this requirement.

3.4 Management & Supervision of Contract Personnel

The Contractor shall be responsible for supervising the daily services provided under this contract. The Contractor shall provide the name and contact information for a person designated to manage and supervise performance under this contract to the CO upon award of the contract.

4.0 Specific Tasks

The contractor shall provide the following:

4.1 The Contractor shall provide a signed copy of VA Form 0752, Confidentiality of Sensitive Information Non-Disclosure Agreement (Attachment 1) to the Contracting Officer (CO) to the Contracting Officer (CO) within five (5) calendar days of contract award.

4.2 The Contractor shall obtain a signed VA Form 10-3203, Consent for Production and Use of Verbal or Written Statements, Photographs, Digital Images, and/or Video or Audio Recordings by VA (Attachment 2) from each veteran prior to recording or photographing them. The Contractor shall provide a copy of VA Form 10-3203 for each Veteran to the CO within five (5) days of the date signed.

4.3 Weekly Podcasting

The contractor shall provide in-person and remote interviews that will be created, edited, produced, and provided to, and become the sole property of the Veteran(s). The recordings shall not be archived, databased, and/or stored by any other means.

4.4 Weekly Music Groups

The contractor shall provide a series of songwriting, music performance, electronic music production, and choral classes. Success shall be based on successful public performances.

4.5 Weekly Private/Group Lessons

The Contractor shall provide private and group music lessons on a weekly basis. Lessons shall include, but is not limited to drums/percussion, bass guitar, mandolin, and ukulele.

4.6 Sound and Video Production

The contractor shall provide studio quality sound and video production of a variety of sources including one-person podcasts/spoken word pieces to large-panel interviews and musical pieces using full bands and small groups, ensembles, etc. and shall include those listed in paragraphs 4.1 through 4.6.

4.7 Video Production/Editing

The contractor shall introduce video production, recording, and editing into the therapies to be included in this project. This will encompass the ability of veterans to create their stories and experiences on video.
