a) The closing date of this RFQ is hereby extended to 12:00 pm, 19 January 2024.
b) In Section B.3, paragraph 2.3 is changed to read : "....shall be located within a 35-mile driving distance from the
HCC1...."
c) See pages 2 through 4 for the answer to questions asked.
Q.1 Does the government plan to store any of the following in the contractor’s warehouse?
a) Computers or IT equipment? Yes
b) Records? No
c) HAZMAT materials? No
Q.2 Will the government require a backup power supply in case of loss of power? Yes
Q.3 If the government intends to pickup and deliver items:
a) Is the government vehicle dock height? 14 feet
b) Vehicle container height? 9 feet 2 inch
c) Box truck / loading van height? 14 feet
Q.4 In Section B. (Continuation of SF 1449 Blocks), Subsection B.3 (Performance Work Statement (PWS)), Paragraph 2, (Scope of Work), subparagraph 2.2. on page 7, it states, “…the contractor shall provide a full range of logistical support services and warehouse operations such as receiving, inventory management, staging for pick-up. The Contractor shall receive, oversee, process, store, and repackage property if needed (e.g. medical supplies and equipment). Contractor shall un-package, store, repackage, and prepare for pick-up as requested. ... Contractor shall prepare medical/surgical supplies for pick-up by VA Personal/COR. On call pick-ups will be scheduled at least twenty-four (24) hours in advance of the next business day.”
a) Will there be a requirement for the contractor to provide deliveries or pick-ups? Deliver to HCC1.
b) How many times each week will there be deliveries and requests for pick-ups? Three times a week
c) Is there a weekly/annual schedule of how often deliveries and pick-ups occur? Three times a week or as needed.
d) How many pallets does the average delivery have? 30
e) How many pallets does the average pick-up have? 30
Q.5 In Section B. (Continuation of SF 1449 Blocks), Subsection B.3 (Performance Work Statement (PWS)), Paragraph 2, (Scope of Work), subparagraph 2.7. on page 7, it states, “…At the beginning of the contract the Contractor shall be responsible for moving VA identified supplies at its current contractor’s location HHC 1, 736 N Battlefield Blvd, Chesapeake, VA 23320 to the Contractor’s warehouse space. Supplies/equipment shall be moved within five (5) days from award of contract.”
a) How many Pallets are expected to be in this first transshipment? 30
b) Would the Government consider a 30-day transition period from award notice? Yes, the Governments intent is to award as soon as possible but at least by 17 February 2024 to provide a 30-day start-up time.
c) Would the Government be amenable to allowing a 30-day window from contract award to move the supplies/equipment? Yes, five days is generally not enough time to set-up a warehouse (lease, man, provide equipment and services). Section 2.7 on page 8 states that the contractor has 5 days from award to move supplies to the contractor’s warehouse. SOW will be changed to ‘5 days from effective date of contract….’
Q.6 In Section B. (Continuation of SF 1449 Blocks), Subsection B.3 (Performance Work Statement (PWS)), Paragraph 2, (Scope of Work), Section 3 states that the base year starts 18 March 2024. Does the Government intend to announce the award on 13 March 2024? It is the Government’s intent to award soon as possible but at least early enough to provide a 30-day start-up time for the Contractor.
Q.7 Other than the initial transport to the contractor’s facility, will the government require the contractor to deliver items to the VA or pick up items from the VA? Chesapeake HCC1, 70 Knells Ridge Blvd, Chesapeake, VA 23320.
a) If so, how often? Three times a week.
Q.8 In Section E. (Solicitation Provisions), Subsection E.1 (Instructions to Offerors), Paragraph 2.0 (Quote Submission), Section E (Technical/Management Approach) on page 34, it states, “…The Technical Volume shall not exceed twenty-five (25) pages in length (minimum 12-point font and no less than ½ inch margins).” Later on, the next page in Paragraph 1.0 (Award Basis), Factor 1 (Technical/ Management Approach) in one of the subparagraphs it states “… Contractor shall submit a General Management Plan, Warehouse COVID-19 Safety Plan, and COVID-19 Warehouse Breakout Safety Response.”
a) Are the General Management Plan, Warehouse COVID-19 Safety Plan, and COVID-19 Warehouse Breakout Safety Response part of the Technical Response? Yes
b) Are they constricted to the 25-page limitation? No
Q.9 In Section E. (Solicitation Provisions), Subsection E.1 (Instructions to Offerors), Paragraph 1.0 (Award Basis), Factor 2 (Past Performance) –
a) Is there a certain number of contracts the Government is looking for? No, we want contracts you have that are of similar scope, size, complexity that are ongoing or have been completed within the last three years.
b) Is there a limitation of the number of pages for each Past Performance? No
c) Is there a limitation for the number of pages in the section? No
Q.10 Is the contractor required to provide insurance coverage of VA-owned material in contractors possession? If so, what is the required minimum value coverage required? Yes, three million dollars.
Q.11 What, if any, security monitoring requirements are there? (i.e., standard burglar alarm, cameras, etc.) Yes, security monitoring system is required i.e., smoke, standard burglar alarm and cameras.
Q.12 Is there a minimum overall square footage requirement, or just the ability to meet the maximum pallet storage count (50)? 5000 square foot of storage space with temperature control.
Q.13 Can VA confirm actual pickup location of initial material transshipment? Hampton VAMC, 100 Emancipation Dr, Bldg 27, Hampton, VA 23669
Q.14 Is there a requirement for contractor to provide workspace for VA personnel? If so,
a) What is the maximum number of VA personnel that will be onsite? Two
b) What support must the contractor provide to these VA personnel (i.e., office furniture, network access, etc.)? Office, furniture, and network access.
c) What work will the VA personnel be conducting onsite, and how will they interact with the contractor personnel? The VA employee will sign for equipment, supplies and barcode equipment.
Q.15 What requirements are there for separately caged off areas (i.e., for IT requirements, etc.) 500 square footage for security cage and room temperature control 75 degrees.
