About this file
This document contains questions and answers regarding solicitation number 36C24624Q0006 for bulk oxygen from the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6. The questions clarify that CLIN 0007 represents a delivery fee per unit rather than per month, remove licensing requirements from specifically applying to the prime contractor, remove insurance requirements listed in the solicitation, and inquire if the VA would be interested in replacing cylinder reserve systems with bulk tank systems depending on space constraints and engineering review.

QUESTION AND ANSWER
1. Is CLIN 0007 a delivery fee for Charlotte HCC? If so, the Unit/Issue should be “EA” not “MO.” If not a delivery fee, what does this CLIN represent?
This has been changed from month to each.
2. Licensing: Please confirm that Certifications listed under “Factor 1:
Technical Approach” on PGs 42 of 63 represents that the Prime must be licensed/certified with the State of North Carolina Department of Agriculture & Consumer Services as a Medical Gas Supplier and not just only the subcontractor must be licensed/certified for Transportation of Cylinders?
There is no specificaon as to who has to have the license whether it is the prime or the sub. Just need to have show of a license in the package. The solicitaon was edited to remove the requirement from the prime specifically since this is not typical in the industry.
3. How is the GOV going to discern that the offeror is properly insured for NAICS 325120 – the actual requirement for this work to comply with the RFQ, and not just the dollar value thresholds listed in the RFQ ($500K per occurrence on PG 21 of 64?
This was removed from the requirement.
4. Would the VA be interested in potentially replacing any of the Cylinder Reserve Systems with a Bulk Tank Reserve system?
The VA would have to review the plan for a bulk system due to limited space. The approach would have to be discussed with Engineering.
