1. Will the owner accept Procore Project Management software as the primary submittal and data tracking tool for this project?
Response: Yes
2. Will the owner accept the “Out-Build Scheduling Software” for schedule submission and monthly updates?
Response: Yes, if it can meet the requirements of 01 00 00/1.3/I
3. Is this project tax-exempt, and will the CO/COR provide the necessary tax-exempt certificates?
Response: This project is not tax-exempt.
4. Because of COVID-19 throughout the U.S. and the resulting Federal, State and local governments’ responses/requirements, are there any new work requirements or mandates that will be required by the VA on this project?
Response:
TB, Flu, OSHA, and COVID-19 REQUIREMENTS:
o TB - The Contractor shall comply with the Federal OSHA Blood borne Pathogens Standard. The Contractor shall submit copies of negative results or test taken within 90 days before the start of work for every employee.
o Flu - The Contractor shall comply with the W. G. Hefner Medical Center VA Directive 1192 requirements for Flu Shots. All Construction Contractors working on site must either have a Flu Shot or wear a mask regardless of interaction with patient areas.
o OSHA – The Contractor shall comply with the Federal Guidelines. A minimum of 30(Forman)/10(Workers) hours training is required.
o COVID-19 - Per current VA guidelines, mandatory COVID-19 could reinstate screening at the entrances throughout all VA Medical centers.
Facilities could also enforce singular entrance to buildings where the screenings are being done to all who enter. If you are contracted to perform work within a timeframe of the current COVID-19 outbreak, please make appropriate preparations. Facilities may be enforcing the wearing of face masks in outbreak areas while on government property.
Performance of contractual duties is required unless there are interruptions or reasons to prohibit performance. In that circumstance, please communicate with the Contracting Officer (CO) and Contracting Officer Representative (COR) for guidance.
5. Many VA campuses are beginning to address tuberculosis protocols on VA campus projects, including the 90-day screening before assignment to the worksite. This requirement will limit the amount of personnel who can immediately perform work right after the award. Will this project be required to follow 01 35 26 1.13 for TB-required protocols and a requirement to follow the 90-day screening before beginning work on the project?
Response: Yes, this is a VA requirement and will be enforced. TB tests take about 3 to 4 days to get results. There should be no reason for this to cause any difficulties if proper scheduling and coordination of work is done by the contractor.
6. What is the approximate duration between issuing the award and issuing the NTP?
Response: Within 15 days from award.
7. For planning the preliminary project schedule, please provide an anticipated award date.
Response: As of 10/23/2024 the Projected Award Date is 12/20/2024.
8. How many calendar days should be included in the critical-path method schedule for the owner and A/E to review and respond to RFIs?

9. How many calendar days should be included in the critical-path method schedule for owner and A/E submittal review?
Response: Please see specification 01 00 00/1.3/I and 01 33 23/1.10.
10. Will the Government provide the 3-D REVIT Design model in native file format for the creation of coordination drawings and use by contractor?
Response: No
11. The project scope is widespread across the building and performed in and around numerous existing building systems that will need coordination. How many site visits do owner consultants have for MEP and systems coordination with GC, and will the VA have a designated MEP representative available on site?
Response: VA conducted a very in-depth site visit. No more site visit will be schedule. The VA does not have designated MEP representative.
12. Knowing that the campus is limited on space and parking, it is critical that the contactor project superintendent have freedom of access and have close proximity to the work. Can the VA/Owner provide a designated parking spot for the contractor project superintendent?
Response: Contractor will be mobilizing near Building 6. Coordinate with COR for the lay down area that is reasonably close to the proximity to work.
13. Has the facility Operation & Maintenance team reviewed the Contract Documents for operability to avoid change orders?
Response: Scope of work indicates general layout of conduits. It is the responsibility of the contractor to submit shop drawings for the layout of each conduit run. During this process, if any issues arise the Contractor is to notify the COR/CO in accordance with FAR/VAAR.
14. Can the contractor use an existing office inside the building for a temporary construction office during construction instead of setting up a temporary trailer?
Response: Contractor will be mobilized near Building 6. Coordinate with COR for temporary areas near construction site. VA most likely cannot provide a space for an office during construction. So, all contractors shall plan for temporary trailer.
15. Can the contractor use the existing restroom facilities in the work area or adjacent ones nearby?

(Base): Provide all labor, materials, tools, equipment, transportation, qualified supervision, and all aspects of construction described here in other specific tasks as further defined by this request for Bid. The work includes, but not limited to installation of conduit for future AP drops at the following locations, B1, B2, B3, B4, B5, B6, B7, B13, B14E, B14E, B15, B16, B17, B19, B20, B21, and B42. Period of performance is 175 calendar days from Notice to Proceed (NTP).
All work shall be coordinate for non-regular hours unless coordinate with COR. Regular hours at the VAMC Salisbury – Monday - Friday, 7:00am – 5:00pm.
BID ITEM I (DEDUCT ALTERNATE NO. 1) – Perform all work described in BID Item I, above except DELETE work associated with Bid Item II with providing all labor, materials, tools, equipment, transportation, qualified supervision, and all aspects of construction described here in other specific tasks as further defined by this request for Bid. The work includes, but not limited to installation of conduit for future AP drops at the following locations, B1, B2, B3, B4, B5, B6, B7, B13, B14E, B14E, B15, B16, B17, B19, B20, B21, and B42. Period of performance is 165 calendar days from Notice to Proceed (NTP).
65. Pricing and Evaluation: How will the pricing of Alternate Bid Item 1 be determined relative to the Base Bid? Is the proposed budget mentioned including the Add/Alt or is that an additional cost?
Alternate bid should be priced related to the deducts in total cost/dollar amount.
66. Will there be a discount or premium applied to both scopes?
No discounts will be applied.
67. Additionally, regarding price: what criteria will be used to evaluate bids, and will there be any preference given to bidders who submit both bids?
Pricing alongside responsiveness is the only factor in this acquisition.
68. Contractual Implications: If Alternate Bid Item 1 is selected, what are the potential changes to the contract terms and conditions, such as liquidated damages or performance guarantees regarding completion dates and the overall schedule?
Bid deduct is 115 days from NTP vs 125 days from NTP.
69. Several places in the Solicitation package call for a "Deduct Alternate 1". This deduct was explained quite clearly on the walkthrough and can be mathematically obtained; however, it is not clear to this contractor where this should be posted since Page 5 of 65 only has one Grand Total shown and no deducts. Should this be posted on the back page of the 1442? (i.e. Base Bid $425,000 Deduct $400,000) Please clarify.
Bid item 1 should be displayed as a total cost of the actual project with the deductions accounted for.
70. Drawing 4 of 19 (A-103) shows AP-46 in room 4206 but AP-45 and AP-04 show in hallway. Please clarify.
Response: The locations are as shown on the drawings.
71. Drawing A-111 has 11 drops shown that are in a current living quarter for residents that already has a working Wi- Fi system that we were able to verify as operational. Should these drops be included in pricing. Please clarify.
72. Drawing A-116 (821) Drawing designates 16 of 19 - it is 17 of 19. Question is that we are unable to tell distance between 2C-117 and 2C129 after it gets into the room as it appears to go up (or down) from 2C129. Since this is a deduct and needs to be calculated properly - Please advise.
Response: Please find revise drawing A-116 dated 2024.10.24. Please note there is a scale provided on each drawing sheet to assist in distance between locations as noted in construction drawings.
